Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the April 9, 2019 and April 11, 2019 meeting. The Board reviewed Adult Probation Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Atlantic Tactical to provide uniforms and shirts for Probation Officers and Community Service Staff at a cost of $7,011.12. These uniforms will replace existing uniforms that are three years old and will allow for a small surplus to outfit newly hired staff. This order also contains replacement belts that are over ten years old. The Board reviewed additional Adult Probation Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Blue Mountain Sports Apparel, Inc. to embroider the department badge and screen printing of the word "Probation Officer" to each shirt and jacket in the APO uniform order at a cost of $2,442.00. Officers need to be identified as Law Enforcement Officers when conducting arrests and carrying weapons. The Board reviewed additional Adult Probation Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Rapid Response to purchase uniform jackets for each officer and allow a small surplus for new staff or to replace damaged items at a cost of $1,728.00. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the List of Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children, for the period of January 2019 through March 2019. Contract listing is maintained for proper accounting of all contracts. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment No. 8 to the agreement between the County of Franklin and Keystone Rural Health Center (dated April 25, 2018) to provide services for the Jail to Community Treatment Program to extend the contract through June 30, 2019. All other terms and conditions of the original contract will remain in full force and effect. Continued on page 2 The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing for all contracts and addendums for Fiscal Year 2018/2019 for the Human Services department. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed ITS matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from General Code to purchase ten additional LaserFiche user licenses for workflow use at a cost of $970.00. The Board reviewed ITS/Aging matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Comcast to upgrade internet service at Greencastle and Waynesboro Senior Centers at a cost of $132.25 per month. They currently have a slower connection that is not adequate for their new state copilot system. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Precision Image to provide on -site barber services for inmates for the period of April 22, 2019 through April 22, 2022, with the option to renew for two more subsequent years. This service is strictly contracted for inmates and is to be paid by inmates. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quotes from TriStar Ford of Tyrone to purchase a 2019 Ford Fusion SE and a 2019 Ford Expedition SSV to replace two inoperable vehicles at Juvenile Probation for a total cost of $59,957.00. These vehicles are used to transport offenders to placements, appointments and courts and to fulfill mandated placement visits on a monthly basis for all committed youth. The total cost also includes removal and reinstallation of two way radios as well as purchase and installation of one prisoner containment window for the Expedition. Quotes were requested and several responses were received. This quote is the lowest qualified quote. The Board reviewed Managed Care matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Staffing Agreement between the County of Franklin and Tuscarora Managed Care Alliance (TMCA) for the period of April 1, 2019 through March 31, 2020, to pay for personnel with payroll and benefits, at a cost not to exceed $486,000.00. Funds will be reimbursed to the County by TMCA. The Board reviewed MH/IDD/EI/D&A matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Joinder agreement between the County of Franklin and the County of Fulton to maintain joint Mental Health, Intellectual and Developmental Disabilities, Early Intervention and Drug and Alcohol programs for the period of July 1, 2019 through June 30, 2020. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from First Impressions for stripping and waxing floors at the Ag. Extension Building, rooms 7 and 8 at a cost of $562.72 for the period of May 1, 2019 through May 30, 2019. Continued on page 3 The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreements between the County of Franklin and NAC Divisions to provide service and maintenance of the County's building access, duress alarm, and video surveillance systems at a cost of $11,727.00 for the period of January 1, 2019 through December 31, 2019. Teresa Beckner, Fiscal Director, met with the Board to review the 2019 expense and revenue budget performance through February, 2019. Ms. Beckner advised that again this year, the county made a contribution to the HSA plan for all eligible participating employees. This upfront contribution was properly recorded in February, but as a result, created a year-to-date variance in expense budgets for most departments. She continued that consistent with prior years, the impact will be softened as the year progresses. Risk Management's variance in expenses is due to increased activity with HIPAA assessments. She continued that general fund expenses are at 16.1 % of budgeted expenses, compared to 15.8% in February 2018. Ms. Beckner said revenues are 3.3% collected of general fund revenue budget compared to 3.2% last year which amounts to $1,557,500.00. Ms. Beckner reported that the tax bills for 2019 went out at the beginning of last month so revenues on the report pertain to prior year supplemental and interim billings as well as tax claims.
