TUESDAY, MAY 7, 2019
The Franklin County Commissioners met Tuesday, May 7, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the April 30, 2019 and May 2, 2019 meetings were reviewed.
These will be decided upon on Thursday, May 9, 2019.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for more information on item #5, lease agreement with Canon Solutions.
Teresa Beckner, Fiscal Director, explained that the County has 51 copiers across all
county departments. She explained further that there are 19 machines for a 24 month
lease and 32 machines are a 34 month lease due to the facility project. There will be an
opportunity to identify the number of leased machines in the new facilities. There may
not be a need for as many machines at that time. This lease is dealing directly with
Canon Direct and it will save approximately $100,000 a year. Ms. Beckner said that
Canon Direct will work with us to remove the current machines which will be a
tremendous savings. Kurt Hoffeditz, Chief Information Officer, explained item #3, quote
from Candoris. Mr. Hoffeditz said this quote is for upgrading and replacing the virtual
environment storage at Emergency Services. This is similar to what they did last year
downtown and it was time to be replaced. John Hart, Project Manager, explained the
agreement with the Borough of Chambersburg is updating the current agreement for the
Courthouse plaza. The physical characteristics of the plaza will be changing but the
responsibilities will not be changing. The following items were approved today while the
remaining items will be approved Thursday, May 9, 2019.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the amendment to
the original Use and Maintenance Intermunicipal Agreement between the County of
Franklin and the Borough of Chambersburg (dated May 23, 2013) to maintain the
courthouse plaza to include improvements to be completed with the Franklin County
Courthouse Project. All other terms and conditions of the original agreement will remain
in full force and effect.
The Board reviewed Procurement matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the lease agreement between the County of Franklin and Canon
Solutions America, Inc. for the lease of multi-function devices and Uniflow Software for
usage in all county departments at a cost of $377,280.00, for the period of April 24, 2019
through May 1, 2023. This will allow direct service with Canon increasing efficiency,
enhancing service and providing cost savings.
The Board reviewed appointments to the Franklin/Fulton County Drug and
Alcohol Advisory Board. On a motion by Robert G. Ziobrowski, seconded by Robert L.
Thomas; unanimously approved to appoint Michael Straley for a term of April 8, 2019
through April 7, 2021.

The Board reviewed information regarding Mental Health Month. Tara Frazier,
from the Mental Health Association, explained some of the activities this month that will

include an art show, Walk the Walk on May 24 and a Wellness Conference in June. Dr.
Sheri Morgan from the Mental Health Association thanked everyone for attending the
meeting today and supporting the proclamation. She explained that the Mental Health
Association is the only peer run Mental Health Association in Franklin and Fulton
Counties. She encouraged everyone to keep their eyes and ears open for persons with
ss of mental health and justice related
issues. The reality is that this county is one of three leaders in trying to divert mental
health persons from the justice system. On a motion by Robert G. Ziobrowski; seconded
by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation
#2019-14 proclaiming the month of May as Mental Health Month and that the attached
proclamation be made a part of these minutes.
The Board reviewed information regarding Law Enforcement Week. Adult
Probation Chief Dan Hoover said as a nation, law enforcement gets second guessed or
welcomes the proclamation in light of the 140 plus officers that died in the line of duty in
2018. He also wanted to mention that they lost a lot of officers to suicide.
Commissioner Thomas mentioned that a lot of fire fighters lost their lives to suicide also
and it has to do with trauma. He said that having support is beneficial and helpful.
Chairman Keller said they are extremely grateful for law enforcement in Franklin County.

and that partner with other agencies in the county. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign Franklin
County Proclamation #2019-15 proclaiming the week of May 12-18, 2019 as Law
Enforcement Week and that the attached proclamation be made a part of these minutes.
The Board reviewed information regarding Motorcycle Safety Awareness Month.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved to sign Franklin County Proclamation #2019-16 proclaiming the month of May
as Motorcycle Safety Awareness Month and that the attached proclamation be made a
part of these minutes. The Board presented the proclamation outside of the
Administration Annex building along the Falling Spring Creek to members of the
Keystone Chapter ABATE of PA.
Members of the Franklin County Fair Board were present to provide an update
on the Franklin County Fair that will be held on July 7-13, 2019 at the Chambersburg
Rod and Gun Club on Warm Spring Road, Chambersburg. Brett Reichard, Fair Board
President, explained that the fair is a way for everyone to get together and educate the
community on agriculture in our area. He explained that they have a contract signed
with the Chambersburg Rod and Gun Club to hold the fair on their grounds and the Fair
Board has done major upgrades to the electric at the facilities. He continued that there
will be many events for the kids, dairy shows, tractor pulls and lots of fair food. They will
continue with the $5 fee to park and free admission. Chairman Keller responded that

is #2 in many categories including dairy, beef and peaches. The Commissioners

Ziobrowski asked if the agriculture community provides support and Mr. Reichard
explained they donate through the memorial page and other sponsorships in the
program for the fair. Commissioner Ziobrowski said that he hears in a lot of areas that
youth are not stepping up but it appears the agriculture youth are stepping up and
helping in the agriculture community. Chairman Keller said that the county will put
something out to raise awareness about the fair. He continued that Brett mentioned
about sponsorships so the Commissioners would like to provide a $2,000 sponsorship
for the program. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to provide $2,000 to the Franklin County Fair sponsorship.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 10:50 a.m. this date for the
purpose to review real estate matters. The Board reconvened into regular session at
11:45 a.m. No action was required after executive session.
Commissioner Thomas left the meeting at 11:22 AM.
The meeting was adjourned at 11:46 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
