THURSDAY, MAY 9, 2019
The Franklin County Commissioners met Thursday, May 9, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Carrie Gray, County Administrator, asked to amend the agenda to include an
executive session on real estate matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the April 30, 2019 and May 2, 2019 meetings.
The Board reviewed Drug and Alcohol matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of $28,595.00 to budget for additional funding from
Substance Abuse Prevention Treatment Block Grant and State Opioid Response, both
from the Department of Drug and Alcohol Programs. These funds will pay for wages
and related expenses for a second case manager for the Intermediate Punishment
Program and wages for the Certified Recovery Specialist.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the quote from Candoris in the amount of $166,464.93
for the purchase of hardware to upgrade and replace the virtual environment storage at
Emergency Services. This is used to keep data in our VMWare environment and for
keeping backups of data found at other county facilities.
The Board reviewed MH/IDD/EI matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the quote from Keystone Ford to purchase a 2019 Ford Escape at a
cost of $17,300.00. The department will be trading in two vehicles and the remaining
cost will be covered by state allocated funds. Quotes were requested with three
responses, this was the lowest qualified quote.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the service quote from AutoClear, LLC to repair the x-ray machine
at the Courthouse Annex in the amount of $3,160.00. This includes parts, labor and
The Board reviewed Tax Claim Bureau matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept three bids
on the repository sale list made by Timothy Mongold in the amount of $100.00 each, to
purchase mobile homes located on lot 19, lot 30 and lot 39 in Sunshine Mobile Home
Park. These properties were not purchased at the Judicial sale.

The Board reviewed information regarding National Bike Month. Sarah Hamel,
Healthy Living Coordinator explained that May is National Mental Health month and
National Bike Month. She said they are promoting bike month because there are health
benefits from biking. She explained that there was a Bicycling for Health Presentation
for employees recently where Karen Keefer, President of the Franklin County Cyclists
explained the health benefits of bicycling. Ms. Hamel feels in approving this
proclamation it will get the word out and promote biking in our area. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign
Franklin County Proclamation #2019-17 proclaiming the month of May as National Bike
Month and that the attached proclamation be made a part of these minutes.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:53 a.m. this date for the
purpose to review real estate matters. The Board reconvened into regular session at
9:58 a.m. No action was required after the executive session.
The Board reviewed information regarding Lyme Disease Awareness Month.
Renee Sharpe and members of the Chambersburg Lyme Alliance were present to

nonprofit organization. Ms. Sharpe explained that they are active throughout the whole
year but in May there are a lot of activities including green bows being hung downtown.

the woods to get a tick and Ms. Sharpe responded that they are everywhere, including
down the toilet. She said that more study needs done on the ticks and how to deal with
them. The Chambersburg Lyme Alliance has a website with lots of information.

Lyme Disease education with the Mosquito and Tick Borne Specialist position. Steve
Nevada, Assistant County Administrator introduced Jason Goetz who is the Mosquito
and Tick Borne Specialist that was recently hired. Mr. Goetz explained that this year
they are targeting the blacklegged nymph and he chose two sites that have high
amounts of people. He visits Caledonia State Park and a park in Greencastle weekly
through November where he completes tick drags. What he collects will be sent to the
Department of Environmental Protection who will test them for Lyme. He will also be
conducting a lot of public education. Commissioner Thomas said that he heard that

Ms. Sharpe explained that on May 23 at Falling Spring Presbyterian Church Dr.

ticks. She also said that the House passed House Bill 629 that will require insurers to
pay for treatment. A part of this bill will also protect doctors so they can go beyond the
30 day treatment of their patients. Chairman Keller said that one of his concerns is that

Mary Beth Shank, County Solicitor requested an executive session to discuss
potential litigation for a contract matter. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved to enter an executive session at 10:34
a.m. this date for the purpose to review potential litigation matters. Ms. Shank said that
action will be required after the executive session. The Board reconvened into regular
session at 10:44 a.m.
The Board came out of executive session and the solicitor requested approval of
the settlement agreement discussed during the session. Said agreement contained a
confidentiality clause. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved the agreement.
The meeting was adjourned at 10:47 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
