HomeMy WebLinkAbout2019-05-14 Commissioner Minutes TUESDAY, MAY 14, 2019 The Franklin County Commissioners met Tuesday, May 14, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Prison Board meeting at the Jail. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked to amend the agenda to move the Emergency Medical Services (EMS) Week proclamation to the beginning of the agenda. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. There was no public comment. The Board reviewed information regarding National Emergency Medical Services (EMS) Week. Several representatives from emergency services organizations were present for the proclamation. Chairman Keller opened the meeting for comments. Mike Guerra from the Emergency Health Services Federation said this is his last year participating since he will be retiring. He stated that this recognition is well deserved and his office wanted to thank the Commissioners for doing the proclamation. He said that ard he knows that their role as county commissioners may be changing and throughout the state not everyone can continue with Emergency Management Services. They are welcoming the younger people but as some experienced individuals leave, they are invaluable resources and will not be easily replaced. He thanked everyone present and he holds them in high esteem. Commissioner Thomas said that he is on the County Commissioners Association of Pennsylvania (CCAP) Board of Directors and there was a task force fo Guerra for his service. Doug Bitner, President of Franklin County Emergency Medical Services Council, explained the history of EMS week that started in 1974 under President Gerald Ford. Mr. Bitner explained all the certifications and hard work it takes what that means to him. He mentioned the new Fire and Rescue Program at the Career and Tech Center that began this year. He turned it over to Elizabeth Heller from Fayetteville EMSC. Ms. Heller explained how in the past she spoke about EMS being in crisis and the experienced individuals will not be able to carry on, this is one of the issues that she hopes will continue to be analyzed through the years. Ben Holmquist, Public Safety Training Center/Franklin County Fire Chiefs Association, explained that this program would not happen without Ms. Heller. He explained how the program Career Center program. The students receive national certification for fire and EMS training and they are able to become employed right away. He looks at it as full-fledged preparation for life. Ms. Heller introduced the students in the program, where they are from and who sponsors them. Bill Little explained that he has served on the Emergency Health Service Federation (EHSF) Board of Directors for over 35 years. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation #2019- 20 for the purpose of proclaiming the week of May 19-25, 2019 as National Emergency Medical Services (EMS) Week and that the attached proclamation be made a part of these minutes. Commissioner Ziobrowski wanted to point out how replacing the experienced members will be difficult but he sees in front of him diamonds in the rough that can replace the experienced members. He appreciates all they are doing. Commissioner Thomas said that there is a study ongoing right now to see where shortfalls are in EMS and he hopes it will help solve this problem. There are a lot of people going to retire, we are g the young folks here as part of the solution but we need a lot more of them. He thanked them for their engagement. Chairman Keller said we are one team and we are in this rking together and keep this program going. The minutes of the May 7, 2019 and May 9, 2019 meetings were reviewed. These will be decided upon on Thursday, May 16, 2019. The Board reviewed Agreements, Contracts and Reports. The following item was approved today while the remaining items will be approved Thursday, May 16, 2019. The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Carrick United Methodist at the Carrick United Methodist Church at a cost of $75.00 on May 14, 2019. The Board reviewed information regarding Older Americans Month. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation #2019-19 proclaiming the month of May as Older Americans month and that the attached proclamation be made a part of these minutes. The Commissioners will be presenting this proclamation to senior citizens at the Chambersburg Senior Activity Center today. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 10:34 a.m. this date for the purpose to review real estate matters. The Board reconvened into regular session at 11:09 a.m. No action was required after executive session. The Board recessed until the 1:30 p.m. Retirement Board meeting. The Board reconvened at 1:30 p.m. for a Retirement Board meeting. The Board held a Retirement Board meeting. Michael Shone, Marquette Associates President, met with the Board to provide a report of the Franklin County Other Post-Employment Benefits (OPEB) Fund. Continued on page 3 On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the changes to asset allocation to reduce volatility of the OPEB fund due to the fact that it is 100% funded. The new asset allocation for OPEB fund will be 53% US Equities; 17% International; 19% fixed income; 1% cash and 10% real estate. This action also approves an additional investment into the Morgan Stanley Prime Property Fund of $310,000. The meeting was adjourned at 3:13 p.m. with a motion by Robert L.
