HomeMy WebLinkAbout2019-05-23 Commissioner Minutes THURSDAY, MAY 23, 2019 The Franklin County Commissioners met Thursday, May 23, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Fred Young from Antrim Township provided public comment and wanted to about the results. Mr. Ardinger and himself worked hard for his campaign. Mr. Flannery th could not be here today because he is celebrating his 25 wedding anniversary so they are here to take notes for him. Mr. Young has a few comments from himself, that he has to eye but he was disappointed with the rhetoric that Mr. Thomas spread through negative campaigning especially saying that Mr. Flannery was against farmland preservation. He was glad that Dave Keller called Mr. Flannery to congratulate him on his win but he has yet to receive a call from Mr. Thomas. Commissioner Thomas responded that he planned to call him today and he disputes the comment that Mr. Young said about negative campaigning. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the May 14, 2019 and May 16, 2019 meeting. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked John Hart, Project Manager, for more explanation on action item #3, Change Order from Triad Engineering. Mr. Hart explained that when Triad was bringing up the concrete next door they found two car lifts underneath that had lift cylinders with oil still in them. They had to bring in a truck and pump them out. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Food and Beverage License to the Pennsylvania Department of Agriculture for the Tuscarora Senior Activity Center at a cost of $82.00 each. It is a state regulation to have a food and beverage license renewed annually. There is no increase from last year and is funded by the Pennsylvania Department of Aging Block Grant. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Dennis E. Black Engineering, Inc. to provide engineering services for proposed demo/site/lot consolidation plan project for the Elks Club site located in the Borough of Chambersburg. This proposal is at a cost not to exceed $35,000.00. Continued on page 2 The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Change Order from Triad Engineering, Inc. for pumping and disposal of non-hazardous oil from two in-ground hydraulic lifts during the Archives renovations project for an additional cost of $770.40. The original contract was for $2,952.00, the total will change to $3,722.40. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the supplemental appropriation in the amount of $18,420.00 to transfer unspent funds for services from the 2018 budgeted revenue into calendar year 2019 for expenditures. The Board reviewed ITS matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Guardian Network Solutions to replace Kaspersky Antivirus at a cost of $21,896.00 for the period of May 27, 2019 through May 26, 2022. The replacement solution for this is BitDefender. It will provide the same level of endpoint antivirus protection we have now and is required by various laws, including HIPAA and CJIS. Quotes were requested and this was the lowest responsive quote. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and the Chambersburg Area School District for the School-Based Probation program. The school district agrees to provide $41,962.00 for services during the 2019-2020 school year. Franklin County will carry liability insurance for its employees and the program. The Board reviewed additional Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and the Waynesboro Area School District for the School-Based Probation program. The school district agrees to provide $18,619.00 for the services during the 2019-2020 school year. Franklin County will carry liability insurance for its employees and the program. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from EZ Does It Tree Service to remove a tree stump near Bridge #121 on Heisey Road in Mercersburg at a cost of $1,250.00. Quotes were requested and this was the lowest responsive quote received. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Proposal from Total Security Solutions to provide a bullet resistant door, frame and hardware at MDJ Williams office in Greene Township at a cost of $3,119.00.
