Provider Meeting

MEETING MINUTES
Welcome & Introductions
Everyone introduced themselves and their agency affiliation.

IM4Q Statewide Report
The Independent Monitoring for Quality (IM4Q) statewide report for FY17-18 has been
released. The County results have not been received yet but the report is on MyODP for
those who would like to review it.
Autism Only Criteria
The Office of Developmental Programs (ODP) is welcoming individuals with Autism into the
ODP waiver. ASERT and the Bureau of Autism have created a checklist of what is needed to
open an individual with Autism only in the state of Pennsylvania. There is a difference
between Autism only criteria and ID criteria. For Autism only, the IQ score has been waived
but documents with an Autism diagnosis are required. Adaptive Functioning Assessment
will be based on Vineland Adaptive Behavior Scales or Adaptive Behavior Assessment
System (ABAS). Scales of Independent Behavior (SIB) and Behavioral Assessment System
for Children (BASC) will not be accepted.
Regional Collaborative Event
Regional Collaborative is supporting families across the life span training provided by PA
Family Network. Carrie Freeman is our new contact for PA Family Network. Leadership
Event is scheduled for June 12th from 9:30 a.m. to 4:00 p.m. in State College.

Health Risk Screening Tool
Webinars took place with the AEs on the Health Risk Screening Tool (HRST). Providers will
be attending webinars next week. HRST pertains to residential providers. Individuals with a
high needs level, via the SIS, will be priority for completion of the HRST. The purpose is to
have the HRST and SIS work together to give an overall picture of what is needed for an
individual. Health Care Levels of 3 or more will require a clinical review completed by a RN.
A provider present noted that it will cost $60 an hour for clinical reviews through HRS if
providers do not have a nurse.
For the tool, you need someone who knows the individual. If not, the person will spend a lot
of time trying to obtain the answers. Providers have to identify who will complete the tool
(rater) so that they can be trained. The training is online and takes approximately 4-5 hours.
As for updating the tool, providers can update portions of the tool if they go into the
hospital or have a medication change and anytime there is a major change in health. Other
than this, the tool must be updated at least annually, 45 days before the ISP review. The tool
itself takes a few hours to complete initially per person depending on how involved the
individual is. The individual does not need to be involved in completing the tool but the
more people who know the individual to offer input, the smoother the process.
Jane compiled a list of residential SIS groups. Half of the individuals are in needs group 4
and the rest are needs group 1 and 2. HRST only applies to group homes and licensing for
now. Community and base agencies are not required at this time but may be later down the
road.
IDD Provider Meeting
The HCQU is providing oversight/acting as the gate keeper for HRST. The HCQU is not able
to do any training on it but can assist. All nurses are going to be trained so they know how
to use the tool as well as participate in clinical review training so they understand what it
looks like. With that being said, the HCQU cannot be your clinical reviewer. ODP said they
cannot contract with providers separately for this.
The tool provides recommendations at the end that must be followed as a team. If you have
not registered for any of the webinars, please do so. ODP will be looking for your identified
raters by the new fiscal year (FY). The project roll out date is July 1st. You will have
additional time to identify your clinical reviewer. HRST will provide clinical review for the
first six (6) months. If a provider has a Registered Nurse (RN) who will be trained, the
training will be announced with the first three (3) months of implementation. If you do not
have a RN, please try to figure out who you will contract with.
Incident Management – Anticipated Changes
There have been proposed Incident Management (IM) bulletin revisions. Marion
encourages providers to review these changes. Listening sessions are scheduled with the
opportunity to comment. While the bulletin did remove some categories, it also added a lot
more. There is no more I2I abuse. It will just fall under abuse. Any abuse would require an
investigation. Changes also occurred for hospitalizations and Emergency Room categories.
The lack of capacity to conduct was discussed. Providers must have an investigator in place
and may want to obtain a backup as well. For those who did not receive the bulletin, please
let Marion know so she can send it to you. There is no effective or issue date at this time as
the bulletin is still in draft form. The initial proposal was to go into effect January 1. There
are plans to do face-to-face training on EIM after public comment and listening sessions
take place. Providers can go to MyODP to do a webcast. Additional training information is
also provided by the Bureau of Autism via webinar.
Technical Assistance with ODP
With rate changes and needs group level, there has been confusion on what is considered
restrictive as far as level of care, 1:1/2:1 ratio, 1 person homes , etc. ODP is still on the
mindset that intensive staffing related to behavior challenges is restrictive. Shannon Rico is
willing to come do a session on restrictive procedures and the Human Rights bulletin. The
bulletin is not final but still must be followed. Session has been scheduled for June 5th from
10:00 a.m. to 12:00 p.m. at the Human Services Building (HSB). A sign in sheet was passed
around during the meeting. If providers have other staff they would like to attend, please
email Marion so she can add them to the list.
If anyone has any ideas for technical assistance with ODP, email Marion or Jane so they can
organize a session with ODP representatives.
HCQU Updates
The HCQU is piloting a live online training option. Sessions are scheduled in June. If all goes
well, it will be something the HCQU can offer. For staff and individuals unable to go to a
central location, the online training would be an option as they can participate anywhere. It
was originally addressed to reach families as they are not always able to attend. The
sessions are live, not recorded, so participants can ask questions and be interactive.
There are 120 participants registered for the Adapting to Mental Health Therapies for
Dually-Diagnosed Individuals training on May 31st at Child Welfare in Mechanicsburg. There
is still space available. If anyone is interested, please email Katie. The training includes a
morning session on psychiatric assessment with Dr. Cherpes then two afternoon sessions –

1) psychiatric medications with Dr. Cherpes or 2) mental health therapies with Robin
VanEerden.
Fatal 4 Training flyer was sent out. Katie Freeman is handling the registration as well as
Lorrie Miller from the ARC. ARC staff will be present for the training. The training is open to
staff, families and individuals. There is a morning session and afternoon session. The
training is scheduled for June 12th from 9:00 a.m. to 11:00 a.m. and June 13th from 3:00 p.m.
to 5:00 p.m. at the Franklin Learning Center in the auditorium.

Provider Discharge Contact Update
Christine Enrico (cenrico@pa.gov) is the new provider discharge contact. If you have any
discharges that you need to send to ODP, send to Christine.
With discharges, if you take an individual in for trial, make sure the Supports Coordinator
(SC) knows that and only authorizes for a certain period. If this is not done, you are
responsible for the entire year and to complete a discharge.
18-19 Critical Revisions
If you have any critical revisions, check utilization and make sure you have enough units for
a particular service (CPS, residential with or without day, etc.). Please get them out by the
beginning of June. If not, critical revisions will not be completed until after FY renewals. The
rate load is later this year so providers will have to wait for rates to be loaded for CPS. If you
have not communicated with SCs on what units will look like for an individual, please do so
due to changes with W codes. Individuals can now just have one W code instead of multiple.
With transportation and community CPS rates going up, ODP does not want us to reduce
services but we cannot add services. An individual’s units need to look the same for FY19-
20 as they did in FY18-19. ODP is looking at cap exceptions but they are going to scrutinize
everything we send up for cap exceptions. If you do not feel the individual is going to be out
in the community 25% of the time then variances must be completed. Even if you feel an
individual will be out 25% but come January and February they are not due to weather, they
variances must be done.

Provider Updates
Service Access & Management
SAM had a new SC, Amanda, start in February. She has almost a full case load now.
SAM is requesting that when providers get a medication and health evaluation update for an
individual to please notify them at quarterly meetings. SAM needs to update the health
evaluations as soon as possible. Critical revisions may not be approved in a timely manner if
IDD Provider Meeting
an update is not provided. Providers can email SCs who can then update the sections in the
ISP; it does not need to go through the Administrative Entity (AEs) for approval.
The ARC of Franklin and Fulton Counties
The ARC has the following events coming up:
May 30th: Bowling League is starting for six (6) weeks beginning at 6:00 p.m. at
Nellie Fox Bowl. There are still a few spots open for registration.
June 18th: Ice Cream Social at St. Paul’s at 7:00 p.m.

Family Care Services
The 6400 regulations came out. There is currently a comment period.
Tony Fisher attended the final session of the Residential Learning Collaborative yesterday.
The session was a review of what has been talked about previously. It is unknown at this
time what will happen. There was discussion about coming out with best practice for new
providers.
Merakey
Merakey has hired a new Medical Coordinator who is a Registered Nurse (RN).
Person Directed Supports
Lori Wright, Functional Fitness 4 U, is doing a great job with PDS’ wellness. Every Monday at
6:30 p.m. individuals come to the facility. There are about 7-10 individuals who come
regularly. They adapt functional training for individuals. For those interested contact

Keystone Human Services
Keystone Human Services International and the Council for Intellectual Disability (CID) are
holding a three (3) day Summit for self-advocates starting June 17th. All three days are full
days and held at Keystone’s Vartan Way office except for June 17th evening session which is
held at Central Penn College in Summerdale, PA. If anyone is interested, Keystone has
applications to complete. June 17th is a preliminary and is open to whomever. Tuesday and
Wednesday focuses on individuals and advocates.
