HomeMy WebLinkAbout2019-06-06 Commissioner Minutes THURSDAY, JUNE 6, 2019 The Franklin County Commissioners met Thursday, June 6, 2019, with the following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice Chairman Thomas presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Brad Graham, Antrim Township Manager, was present and provided the board with an Antrim Township LERTA map from 2012 and a proposed 2019 LERTA change to the map that he would like the Commissioners to consider. He mentioned that in the past the Commissioners said they would consider a new LERTA map if there were changes. He provided further information on the properties that were listed on the maps. The school district has said they would participate in a three year extension but they will make their final decision at the end of this month. The current LERTA expires in August 2019. Commissioner Ziobrowski said that he understands after discussing with DCED Chairman Keller not present today, Commissioner Thomas asked for more time to review with a full board and they will report back to Mr. Graham. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the correction of the May 14, 2019 minutes and the minutes of the May 28, 2019 and May 30, 2019 meeting. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the Board to execute the quotes from Whitmoyer Ford for the purchase of two Ford Utility vehicles to be used for field work and prisoner transports for a total cost of $73,600.00. These vehicles will replace a 2007 Chevy Impala vehicle that was totaled in a crash and a 2008 Chevy Trailblazer. This purchase includes up fitting for dual transport prisoner cages that will save time, money and officer resources. Quotes were requested and this was the lowest qualified quote. This company is on the Costars contract price listing. The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the Board to execute the grant agreement between the County of Franklin and PA Department of Aging to receive a grant in the amount of $5,300.00 from the Senior Community Center Grant to be used to purchase six trees to be planted at Greencastle Senior Activity Center and to provide six sessions of interactive history, exercise, dance and social recreational experience to four senior activity centers. The Board reviewed additional Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the Board to execute the agreement between the County of Franklin and Susquehanna Door Service to renew the maintenance agreement for the handicap service door at the Chambersburg Senior Center at a cost of $340.00 for the period of July 1, 2019 through June 30, 2020. Continued on page 2 The Board reviewed Children & Youth matters. On a motion by Robert G. rd Ziobrowski, seconded by Robert L. Thomas; unanimously approved the 3 quarter report to Bureau of Budget and Program Support, OCYF, showing revenue and expenditures of Act 148 funding for January 1, 2019 through March 31, 2019. The total amount of the report is $3,260,778.00 for the 2018/2019 fiscal year. The Board reviewed Emergency Services matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the Board to execute the Engagement Letter from Maher Duessel Certified Public Accountants to audit the financial statements of the 9-1-1 program of Franklin County for the years ending December 31, 2018 & 2017. PEMA has contracted with Maher Duessel to provide these services. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Project Modification to PA Commission on Crime and Delinquency to request a six month no cost extension through December 31, 2019 for the Good Wolf Treatment Court Project Grant. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the open base, manual tilt warranty on parts at a cost of $16,149.50. The Board reviewed additional Jail matters. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the Board to execute the agreement between the County of Franklin and Global Tel Link Corporation (GTL) to upgrade the Jail Operating Management System (OMS) Intelligence System, inmate phone system and educational tablets. This update provides top notch jail operating software, support, training, maintenance, call recordings, stored calls, OMS support, and phone commissions, tablet commission and a technology grant. The cost of this upgrade is covered by commissions from the tablets and phones and will be deposited into the store account. In accordance with PA Act notification, Civil & Environmental Consultants, Inc. notified the County of a Pennsylvania Department of Environmental Protection general permit application being applied by Specialty Granules, LLC for pilot plant for the production of pelletized products using meta-volcanic rock as the base for pellet production on property located in the Borough of Waynesboro. In accordance with PA Act notification, WBCM notified the County of a Pennsylvania Department of Environmental Protection Erosion & Sediment Control Permit and Water Obstructions & Encroachment Permit being applied by PennDOT District 8-0 for a bridge replacement over Rocky Mountain Road Creek on property located in Greene Township. The Board met with Tiffany Bloyer, Human Resources Director, and the Controller Harold Wissinger for Salary Board matters. Also in attendance was Teresa Beckner, Fiscal Director.
