THURSDAY, JUNE 20, 2019
The Franklin County Commissioners met Thursday, June 20, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the June 11, 2019 and June 13, 2019 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the quote from Stanley Convergent Security Solutions to include the
addition of a controlled door in the Pre-Release office space with a new Mag Lock and a
new card reader on both sides of the door at a cost of $9,835.00. The two card readers
will be added to the Gatekeeper access control system.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the proposal from Triad Engineering, Inc. to complete a
hydrogeological study for the new courthouse site to provide insight to the possible flow
path of underground water in the basement area and to review the current pumping
occurring in the courthouse annex building for a total sum of $2,450.00.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the change order from CenturyLink to the original contract
approved on February 7, 2019 for the VESTA Hardware/Software Upgrade. After further
review DES determined that these options were not the best options operationally and
DES is requesting the addition of RapidSOS Integration, which provides a higher level of
accuracy from wireless callers. These actions will have a reduction in the cost of
$11,149.00 for a new total of $532,775.66.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the quote from CPI/Guardian Property Room Solutions to purchase an inmate
clothing and property vacuum sealer system at a cost of $10,105.00 for the period of
May 31, 2019 through May 31, 2022. This sealer system will help eliminate loss of
property and eliminate the spreading of germs. It will also centralize odors in sealed
bags and it will condense storage bags giving the property area more space. This
vendor is a sole source provider.

The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Sharps
Compliance, Inc. to provide pickup, transporting, and disposing of biohazardous waste at
a cost of $65.00 per pickup with two pickups per year for the period of June 1, 2019
through May 31, 2022. Regulation waste boxes will be provided by the vendor.
In accordance with PA Act notifications, Skelly and Loy notified the County of a
Pennsylvania Department of Environmental Protection Chapter 105 General Permit No.
11 and Section 404 (U.S. Army Corps of Engineers) authorization being applied by
PennDOT for a culvert pipe replacement project on State Route 233 located in Greene
Township, PA.
In accordance with PA Act notifications, GHD notified the County of a
Pennsylvania Department of Environmental Protection Water Quality Management Part
II Permit being applied by the Shippensburg Borough for replacing the existing aeration
system to achieve the air stability required to successfully operate the existing IFAS
process on property located in Southampton Township.
In accordance with PA Act notifications, The Owls Club of Waynesboro notified
the County of a Pennsylvania GP-1 for Fish Habitat Enhancement Structure permit being
applied for streambank stabilization on property located in Washington Township.
Teresa Beckner, Fiscal Director, met with the Board to review the 2019 expense
and revenue budget performance through April 2019. Ms. Beckner advised that, again
this year, the county made a contribution to the HSA plan for all eligible participating
employees. This upfront contribution was properly recorded in April, but as a result,
created a year-to-date variance in expense budgets for most departments. For February
she reported there were 20 instances of variance related to this. For March there was 9
but for April there are four. She continued that consistent with prior years, the impact will
be softened as the year progresses. She mentioned a few of the other variances. She
continued that general fund expenses are at 32.7% of budgeted expenses, compared to
30.9% in April 2018. Ms. Beckner said revenues are 40.8% collected of general fund
revenue budget compared to 42.3% last year which amounts to $19.3 million. Ms.
Beckner reported that property taxes for 2019 were recorded in April and collections
began later in the month and through April. For 2019, the face amount of taxes billed for
both general purposes and debt service total $43.4 million. The value of a mill grew by
1.9% from 2018 to 2019, with one mill of taxes resulting in $1,492,011 in 2019. The
growth in dollars is $27,346 per mill. For the five-year period in 2014 through 2018, the
average annual growth in the value of a mill was 1.35%. She said that most of property
taxes are received during the discount period and this year we collected over $38 million
or 88.3% of the face amount of the taxes, compared with 87.6% through the same
period last year. Our five-year average for collections in the discount period is 87.1%.
