THURSDAY, AUGUST 15, 2019
The Franklin County Commissioners met Thursday, August 15, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the August 8, 2019 meeting.
Chairman Keller mentioned the addition of a property sales agreement for 37 S.
Second Street, Chambersburg to the board action agenda today. Carrie Gray, County
Administrator, said the only contingency we are negotiating for the sales agreement is to
have a 15 day extension to perform due diligence past the 45 days if we would need it.

Ziobrowski asked Ms. Gray to share where the property is located and why we are
purchasing it. Ms. Gray explained its right across the alley from Shook Home.
Commissioner Thomas mentioned that this purchase will allow easier exit and entry to
that area. Chairman Keller said that this property is currently held by an estate and they
contacted us about purchasing it. In addition, Commissioner Thomas wanted to mention
the Jail to Community Treatment program that we have been waiting for one and half
years to receive the funds and that this will only cover us for future costs. Ms. Gray
confirmed this and responded that money for the program since April came from Act
198 which is money from offender fines and can only be used for treatment purposes.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food and Beverage License to the Pennsylvania Department of
Agriculture for the Waynesboro Senior Activity Center at a cost of $82.00. It is a state
regulation to have a food and beverage license renewed annually. There is no increase
from last year and is funded by the Pennsylvania Department of Aging Block Grant.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Property Sales
Agreement for the purchase of property located at 37 South Second Street,
Chambersburg, PA for a purchase price of $135,000.00. Requesting the Board to
approve contingent upon final County Administrator approval of terms. This contingency
only relates to an option for a 15 day inspection extension and all other terms provided
to the Board have been confirmed by both parties.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the FFY 2019 State Homeland Security Grant Program Agreement
between the County of Franklin and PA Emergency Management Agency (PEMA) to
provide federal funds to coordinate planning, organization, equipment, maintenance,
training and exercise needs for acts of terrorism and other catastrophic events. The
grant agreement is in the amount of $1,569,753.00, for the period of September 1, 2019
through August 31, 2022. Franklin County is identified as a sub grantee or political
subdivision comprising of the South Central Counter Terrorism Task Force with includes
Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, Perry and York Counties.

The Board reviewed Grants/Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of $125,000.00 to provide budget for the Pennsylvania
Commission on Crime and Delinquency Jail to Community Treatment Grant.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to
Pennsylvania Care Partnership in the amount of $175,000.00 to implement a System of
years of age. If awarded, the grant period will be for September 30, 2019 through
September 29, 2021. Required county match can be in-kind and will be available
through Hope from the Start, Healthy Franklin County and state Supplemental Head
Start funding.
The Board reviewed additional Grants matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Budget Modification request to Department of Community and
Economic Development (DCED) for South Central Community Action Program (SCCAP)
to move $8,000.00 within Rapid Rehousing from rental assistance to financial assistance
for the 2018 Emergency Solutions Grant.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to
Pennsylvania Commission on Crime and Delinquency (PCCD) requesting an amount of

The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Memorandum of Understanding between the County of Franklin and
Franklin County Jail allowing 10% of the commission from the Jail Advertising Network
beginning August 15, 2019. The commission check will be deposited to the Franklin
County Treasurer and separated by percentage.
The Board reviewed Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Agreement between the County of Franklin and Juvenile Court Judges Commission to
receive Grant In Aid Funds in the amount of $134,221.00 for the period of July 1, 2019
through June 30, 2020. This funding is utilized to meet state mandated initiatives to
further Juvenile Justice Systems Enhancement Strategies (JJSES).
The Board reviewed Planning Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Second Amendment to
the original agreement for the Tourism and Quality of Life Enhancement Grant between
the County of Franklin and Greene Township to modify the original scope of work to
completion date of December 31, 2019. All other terms and conditions of the original
agreement will remain in full force and effect.
