TUESDAY, AUGUST 20, 2019
The Franklin County Commissioners met Tuesday, August 20, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the August 13, 2019 and August 15, 2019 meetings were
reviewed. These will be decided upon on Thursday, August 22, 2019.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for more explanation on board action #1, painting of the Co
vehicle. Ms. Gray explained that this utility vehicle was a used ambulance that the
coroner is repurposing. He is working with a local repair shop to have the vehicle road
ready mechanically and this paint job will reflect its new function. She continued that the
price will be approximately $500 less because the Coroner is working with the vendor to
delete the tax off the quote. Commissioner Thomas responded that if you review the
other quotes that were provided they were much higher so this quote seems like a fair
price. The items will be approved Thursday, August 22, 2019.
Teresa Beckner, Fiscal Director, met with the Board to review the 2019 expense
and revenue budget performance through June, 2019. Ms. Beckner reported that
Human Services departments are still making adjustments since their fiscal year is July-
June. She advised that some areas exceeded 50% of their expense budget. These are
the same items and departments she has mentioned in prior months. As they monitor
budget performan
necessary. She said general fund expenses are at 49% of budgeted expenses through
June. That compares to 46% through June 2018. Ms. Beckner said revenues are
85.6% collected of general fund revenue budget, compared with 84.6% for 2018. Ms.
Beckner reported that the
budget comes from property taxes. Property taxes billed for 2019 amounted to over
$38.8 million of the $43.4 million billed. In percentages, that is 89.4%c compared with
89.0% last year, and 88.6% for the past 5 years. Ms. Beckner also reported that she
and her staff are preparing for the 2020 budget and she expects to release the budget
packets later this week. Fiscal, Human Resources and ITS staff will assist directors in
planning their department needs. She continued that new this year they will provide
budget workshops to help review different tools department heads can use in developing
their budgets. She will provide the Commissioners with information regarding workshop
attendance.
Justin Slep, Director of Veterans Affairs, was present to provide a certificate of
completion to a service dog and her handler, Randy Maxwell who was a Motor
Transportation Operator in the Army from 1971-1974. Mr. Slep explained that the
service dog, named Shiloh, almost did not make it through the program because in the
beginning she screamed like a human but she was trained by Helen Carlson with Good
Dog Training and was able to continue through the program. They completed their

training on July 16. Mr. Slep said this is the fifth dog to graduate from the program.
Helen Carlson said Randy really worked hard and she is really proud of him and all the
time he put into the program. She said it was not easy for Randy because of his mobility
hard to get here. Chairman Keller thanked Mr. Maxwell for his service and welcomed

any comments from him. Mr. Maxwell thanked everyone for helping him stick with it
because he was frustrated but it worked out. Mr. Slep explained the program from the
time they receive the dogs that lasts 33 weeks of training as long as everything goes

for her. She continued that the program changes their lives for the better but it takes a

The Board recessed until the 1:30 p.m. Retirement Board meeting.

The Board held a Retirement Board meeting.
Michael Shone, Marquette Associates President, met with the Board to provide a
report of the Franklin County Other Post-Employment Benefits (OPEB) Fund.
The meeting was adjourned at 4:11 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
