THURSDAY, SEPTEMBER 5, 2019
The Franklin County Commissioners met Thursday, September 5, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the August 27, 2019 and August 29, 2019
meeting.
The Board reviewed Emergency Services maters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Interoperability and Site Sharing Agreement between the
County of Franklin and PA State Police to allow tower site sharing. Both parties can
transmit over shared talk groups in conjunction with an authorized temporary
communications patch mutually agreed upon by both parties or in the event of
emergency or exigent circumstances. Contract shall commence on the date of the last
required Commonwealth signature and shall remain in effect for 20 years thereafter.
There is no cost to this agreement.
The Board reviewed Elections matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of $764,364.00 for the purchase of election equipment that
was mandated to be in place before the 2020 Presidential Primary. The purchase was

approved by the Board on August 8 based on a recommendation by the Election
Board. Federal HAVA grant funds will provide reimbursement to the County in the
amount of $152,626.00.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Keystone Health Center to provide initial assessment for
participant eligibility, schedule appointments through the Jail to Community Treatment
program in conjunction with Work Release. Six to eight weeks prior to release they will
conduct group or individual counseling sessions at a total cost of $6,000.00, for the
period of July 1, 2019 through June 30, 2021. All costs are covered by the Residential
Substance Abuse Treatment Grant.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of
Agreement between the County of Franklin and AllCom Global Services for security
consultation and design services for the new and existing county facilities at a cost not to

The Board reviewed Commissioners Office matters. Carrie Gray, County
Administrator, is requesting to award the bid for the printing of ballots to the lowest
responsible bidder and asked Jean Byers, Deputy Chief Clerk, to explain further. Ms.
Byers explained that we received two bids on Tuesday and while Single Point Sourcing
came in lower than Beidel Printing, there were two areas where they did not meet the bid
specifications. One was the distance from Chambersburg but more important is the five
years of printing experience of Pennsylvania ballots. Single Point Sourcing does not
have any experience with Pennsylvania ballots. For those two reasons she is
recommending to award to Beidel Printing. Commissioner Ziobrowski asked for more
information on the geographical requirement and Ms. Byers responded that the printer
needs to be within a 30 mile radius from Chambersburg. She has to work closely with
the printer to make sure everything is working the way it should so it helps that they can
come directly here and not by a trucking company. She explained that this has been in
place for many years. Commissioner Ziobrowski said that over the past several years, it
appeared that the ballot may have to be changed at the last minute so that is the
rationale for this requirement. Commissioner Thomas said that there have been very
responded that ballots are very specific, very rigid and we need special machines to print
the ballots. PA ballots are different from other states so having experience with PA
ballots is critical. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to award the bid for printing of ballots for the Municipal Election
to Beidel Printing House, Inc. for a total bid price of $302.88 per precinct (73 precincts).
This proposal is the lowest responsive and responsible bidder.
The Board met with Tiffany Bloyer, Human Resources Director, and the
Controller Harold Wissinger for Salary Board matters. Also in attendance was President
Judge Van Horn; Mark Singer, Court Administrator; Laura Kerstetter, First Assistant
District Attorney; Teresa Beckner, Fiscal Director; and Steve Thomas, Planning Director.
The Board recognized Makenzie Cleary, Telecommunicator in the Department of
Emergency Services, for receiving the Clinical Save Award from the Emergency Health
Services Federation. John Thierwechter, Director of Emergency Services, explained

that on July 15, Makenzie Cleary took a call so she is here today to be recognized and
the people involved are here today to tell their story. Amanda Woodring explained that
her husband, Jeremy, was mowing and was stung by hornets near a lilac bush. As she
was about to treat him with Benadryl and water, he became unconscious. She called
911 and Ms. Cleary answered the phone. Ms. Cleary was helpful and kept her calm and
help. Mr. Thierwechter said Ms. Cleary was awarded the Clinical
Save Award from the Emergency Health Services Federation and at the time she took
the call she was a trainee. She has only been with the County for six months. Ms.
Cleary said it was terrifying taking the call as it was her first cardiac arrest experience
but Mrs. Woodring was the real hero. She stayed calm and she saved her husband.
Chairman Keller said this is a great opportunity to mention that when Ms. Cleary was
talking to Mrs. Woodring at the same time another telecommunicator was dispatching
the ambulance. Mr. Thierwechter responded that it was a team effort. Mrs. Woodring
can build an immunity to bees. By next spring he will be fully immunized against bees,
wasps, etc. Commissioner Thomas said he is honored to be in their presence today and
this is special. Mr. Thierwechter said he received a very nice email from the crew that
