HomeMy WebLinkAbout2019-09-24 Commissioner MinutesTUESDAY, SEPTEMBER 24, 2019 The Franklin County Commissioners met Tuesday, September 24, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of the September 17, 2019 and September 19, 2019 meetings were reviewed. These will be decided upon on Thursday, September 26, 2019. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked for more information on the Triad Engineering agreement. John Hart, Project Manager, explained that Triad is a testing firm and with a project our size we need the proper testing to make sure everything is up to par. Chairman Keller wanted to mention that item #9, Resolution for Community Development Block Grant modifications, a hearing was held last week with the Planning Director and he was to inform him if there were any public comments from the community but he has not received any. The following items were approved today while the remaining items will be approved Thursday, September 26, 2019. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Resolution #2019- 13 for Franklin County to authorize the use of general funds for security required as part of its land development plan with the Borough of Chambersburg and to ratify execution of agreements governing escrow of said security. The resolution and amendments are for the Franklin County Administration Annex Building and Lincoln Way East parking lot. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the proposal from Triad Engineering, Inc. for construction observation and testing services for the Franklin County Judicial Center Project for an estimated cost of $45,886.50 The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Project Modification Request to the Pennsylvania Commission on Crime and Delinquency to move funds from under -expended categories to the over -expended Inpatient/Outpatient Treatment Category for the Franklin County Pretrial Drug & Alcohol Diversion (Get Back Up Program). The Board reviewed additional Grants/CJAB matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Project Modification Request to the Pennsylvania Commission on Crime and Delinquency to request a six month no -cost extension for the Children's Advocacy Center Endowment Act -Programs Assisting Victims Grant. This request will extend the grant to March 31, 2020. This extension is needed to allow for the completion of the specialized training of qualified providers SANE Nurse through a current partnership with WellSpan Health Franklin County. Continued on page 2 This was the date to award/reject the bids for the Franklin County Judicial Center — Administration Building. John Hart, Project Manager, is recommending to award three of the four contracts today. Mr. Hart asked the Board to approve the notice of intent to award to the following lowest qualified bidders: Lobar, Inc. for a base bid amount of $7,064,000.00 for the general contract; Frank B. Lesher Co., Inc. for a base bid amount of $998,602.00 for the electric contract; and Stouffer Mechanical Contractors, LLC for a base bid amount of $1,569,000.00 for the mechanical contract. Mr. Hart and the team would like to have more time to review the plumbing bid and award the bid on Thursday. Commissioner Thomas asked if these bids appear to be on budget. Mr. Hart responded that if you look at total budget presented that includes all the projects, we are on budget and on time. He continued that we are on track to finish the Administration Building in October 2020 and Court House is on track to be completed by October 2021. Ms. Gray wanted to thank the project team, John Hart, John Boozer and Noelker & Hull on their dedication for accuracy and making sure they are thorough and on time and on budget as much as possible. If the process was disorganized, we would not be able to remain on track. Chairman Keller remarked that there were a number of contractors interested in the work and it was because of the hard work of the team getting the word out. He is especially happy that we are working with local contractors. Commissioner Ziobrowski said on time means the 1.5 mills allocated for this project, we already assigned 1.5 mills and there will not be any millage increase with this project. Project on time just validates that point. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Notice of Intent to Award for the Franklin County Judicial Center — Administration Building that Mr. Hart recommended. This motion will also authorize the County Administrator to execute the Notice to Proceed to the lowest responsible bidder upon satisfactory submission of required documents. Motion includes authorization for Board or its assignee to execute all contracts and documents related to the award. The County's facility project team will review the bidders' documents and qualifications to assure the lowest responsible bidders are meeting all the requirements of the bid specifications. The Board reviewed revising the Healthy Living Coordinator position description. Ms. Gray explained that the position will be open beginning October 2nd due to the current employee resigning, as a result they took a look at the job description to make sure it meets the current needs of the department and our employees. Commissioner Ziobrowski said he is sad to see Ms. Hamel leave and the other two Commissioners agreed. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to revise the Healthy Living Coordinator position description in the Human Resources department. The Board reviewed information to appoint Candace Rutherford to the Franklin County Mental Health/Intellectual & Developmental Disabilities/Early Intervention Advisory Board for a term of September 1, 2019 through September 1, 2022. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the appointment. The Board reviewed information to appoint Nicole Boling to the Capital RC&D Area Council, Inc. Board for the term of October 31, 2019 through November 1, 2022 and Steven Thomas as the alternate. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the appointment. Continued on page 3 Tiffany Bloyer, Human Resources Director, and members of the STAR (Special Thanks and Recognition Committee) were present to award Employee of the Month to Ms. Lisa Souders. Ms. Bloyer mentioned that Ms. Souders has been nominated a lot since the start of the program so she is glad to see the STAR committee chose her this month. Ms. Souders has been employed with Franklin County since 2012. She currently serves as a Purchasing Assistant for the Procurement Department. The selection for the September 2019 Employee of the Month was determined by the STAR Committee. There were a total of 14 nominations. The STAR nomination form asks what recent event or occurrence made you select Lisa and the answers stated: "I have worked in two departments within the County. Lisa has continuously made herself available and patiently assisted County employees more than what you would realize. Her assistance has been consistently gracious and patient as well as helpful. She is a one -person machine who serves the over 53 departments within the County humbly and efficiently. It is difficult to choose which of the Franklin County SERVICE Values Lisa demonstrates the best because, quite simply, she exemplifies them all! It is also difficult to use a specific anecdote to speak to her incredible personality, because it is clearly so fundamentally ingrained within her character. The reason why I am nominating her now is because, despite a vacancy in the department, she has been serving the County employees in an effective and timely manner. What I find most remarkable about Lisa is that she demonstrates each value on a consistent level. Whether she is interacting with me or a Division Leader, she conducts her work with the utmost professionalism and integrity. From my observations, she always maintains a calm composure when facing challenges or handling the frustrations of other people. Anytime I have needed assistance through the procurement process, I knew that if I called Lisa she would help me to the best of her ability and provide me with a quality product or quality feedback. I remember once asking Lisa a question, embarrassed because I knew I had asked her before, and when I apologized she told me there was no need. She consoled me by reaffirming that the process could be difficult when you rarely do it, and that she was there to support me. She even went one step further by helping me to develop a chart for my department's procurement process. It would have been easier for Lisa to provide me with the basic answer to my question and return to "her"work. However, she took her response to the next level by treating me with compassion and respect. She treats people like "people", not projects or problems or metrics. Lastly, I want to talk about my absolutely favorite quality about Lisa --her humility. Rarely, do you find people who are genuine and caring, with no ulterior purpose or pretense. Lisa goes above and beyond in all that she does without the expectation of recognition or praise. In essence, we could use more people like Lisa in the world, and we are very lucky to have her." Ms. Souder's outstanding characteristics are attributes that have not gone unnoticed by her peers. The nomination form describes her as being responsive; having humility and integrity, as well as being a prudent steward of resources. We are grateful to Ms. Lisa Souders as she exudes a high standard of customer service, excellence, and respect to the employees and residents of Franklin County. Chairman Keller turned the floor over to Ms. Souders. Ms. Souders wanted to thank everybody who voted for her. She continued that coming from the Procurement Department most employees don't appreciate everything her department does. Chairman Keller said it sounds like what she did to receive this nomination is appreciated. He is glad it was finally her turn. Commissioner Thomas said this was the longest dissertation Ms. Bloyer has read but she made a valid point, Ms. Souders is not always the one delivering good news so that is a challenge. He appreciates how well she represents Fiscal, Procurement and the County. Commissioner Ziobrowski said that whoever wrote the nomination paper should get an award. The words that stuck out to him were "grace" and "patient". He congratulated her on receiving the award this month.
