The Franklin County Commissioners met Tuesday, October 1, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked for more information on item #2,
Resolution for RACP funds. She would like to know if this has to do with the demolition
of Elks and Kaye buildings. Chairman Keller responded that it's related to the whole
project but they will explain further during board action discussions.
The minutes of the September 24, 2019 and September 26, 2019 meetings were
reviewed. These will be decided upon on Thursday, October 3, 2019.
The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County
Administrator, explained that Ms. Wertz was on the right track as far as Elks being
included in the scope of the project. This resolution is to combine the previous RACP
Grant with a second $500,000 RACP grant to be used towards the entire Judicial Center
construction project. This is more efficient and will provide better planning. Bob Povlich,
DES Planning Coordinator, discussed the Emergency Operations Plan, which is a plan
for all -hazard events. Mr. Povlich indicated that they are required to update the plan
annually plus the plan needed to be updated into the format that PEMA requires. He put
the plan in the required format and updated the plan with some minor changes. Once
the Board approves he will send the Plan to PEMA for approval. The following items
were approved today while the remaining items will be approved Thursday, October 3,
2019.
The Board reviewed appointments to the Tuscarora Managed Care Alliance
Steering Committee. On a motion by Robert G. Ziobrowski; seconded by Robert L.
Thomas; unanimously approved to appoint David Keller, Stacie Horvath, Stacey
Brookens, April Brown and Teresa Beckner for a term of September 1, 2019 through
August 31, 2020.
Traci Kline, Director of the Franklin County Area Agency on Aging, and Sandra
Bolinger, Community Services Director, provided an update to the Board on Community
Services. Ms. Kline explained Aging received a grant in 2017/2018 in the amount of
$31,383 that funded a Copilot software program that was installed into Chambersburg,
Waynesboro and Greencastle Senior Activity Centers and also expanded the Centers
Without Walls (CWOW) program. She continued that they applied for a grant and was
awarded $5,300 to be used for six -week sessions with stARTsomething artist in
Chambersburg, Greencastle, Waynesboro and Tuscarora Senior Activity Centers and
also to plant five shade trees at the Greencastle Senior Activity Center. Traci explained
there will be dedication of the trees scheduled soon. Sandra Bolinger explained the
Copilot program's sole purpose is to provide more accurate data that goes into the
SAMS program and it is more user friendly. She said the seniors were resistant at first
but they have come around and have done well with the new program. The seniors can
pre -register for their meals, input volunteer hours and register for health and wellness
programs. In the past this was all done manually and it was very time consuming for
senior center staff. Ms. Bollinger discussed the Centers Without Walls (CWOW) painting
event that was held at Cottage Greens Retirement Community where the seniors only
had to pay $5 to participate. The participants had never attended a senior center in the
past. In December she is planning a day trip to Atlantic City with 52 participants. Her

goal is to have four bus trips a year and four CWOW events in the community a year.
She is trying to sell CWOW as a 9th senior center. She explained that CWOW is ever
changing and movable and can take it everywhere. She wants to engage seniors that
will never come to the centers but they will come to the CWOW activities. We have to
get them engaged into something that is fun and active. Ms. Bollinger explained that
she is targeting two different groups of people and trying to bring them together. Her
next goal is to install the copilot program in the remaining five centers. This would allow
managers more time for activities that she is looking into. She is looking at adding yoga,
zumba, gardening, entertainment and more day trips. She is also working to mobilize
the centers to work more closely together and recently she had a rabbittransit bus
transport seniors from the Path Valley Senior Center to the Chambersburg Senior
Center and had entertainment and lunch. She would like to bring seniors from different
centers together more often. Commissioner Ziobrowski asked Ms. Bollinger if she has
worked with seniors from Menno Haven or Penn Hall? Ms. Bollinger responded that she
has worked with SpiritTrust at Luther Ridge but she is working on getting to those
communities also.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 10:03 a.m. this date for the
purpose to review real estate matters. The Board reconvened into regular session at
11:05 a.m. No action was required after executive session.
The meeting was adjourned at 11:06 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
