Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the September 24, 2019 and September 26, 2019 meeting. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $5,300.00 to increase the budget to record the Senior Community Center Grant awarded to Franklin County Aging for the planting of trees at the Greencastle Senior Center and 41 sessions with Dance Antiqua at various senior centers. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to consider approval of a resolution authorizing the filing of an application for a Redevelopment Assistance Capital Program (RACP) grant in the amount of $1,500,000.00 for acquisition, demolition and associated site preparation costs to facilitate the development of the Franklin County Court Complex and to authorize the use of county bond funds for match and interim financing. The Board reviewed Early Intervention matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the annual Income and Expenditure Report to the Pennsylvania Department of Human Services/Bureau of Financial Operations for Fiscal Year 2018-19 for Franklin/Fulton Early Intervention. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Cumberland County Department of Public Safety for Cumberland County to provide services of their Special Hazard Operations Team (SHOTS) on call 24 hours a day, 365 days per year, during any emergency situation involving the release or potential release of hazardous materials that may result from a fire, explosion, leak, spill, flood, vehicle accident, or a natural or manmade disaster at a cost of $8,000.00 to be paid from Hazardous Material Response Fund (HMRF). The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Memorandum of Understanding between the County of Franklin and County of Cumberland Department of Public Safety to establish cost recovery in the event Franklin County and other organizations incur a hazardous material incident in Franklin County. Franklin County will attempt recovery of expense costs for all parties' cost and work collaboratively for these organizations. Franklin County shall proceed with the action it deems appropriate on behalf of all organizations who have submitted response costs. Continued on page 2 The Board reviewed additional Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated Franklin County Emergency Operation Plan (EOP) which sets guidelines to manage disaster in an effective, efficient and timely manner. It also establishes a single, comprehensive framework for the management of major emergencies and disasters within Franklin County. The EOP is activated on an as needed basis and is designed to be used for all types of emergencies. The Board reviewed another Emergency Services matter. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Agreement between the County of Franklin and Pennsylvania Emergency Management Agency in the amount of $42,558.55, for the Emergency Management Performance Grant (EMPG), for the period of October 1, 2018 through September 30, 2019. This will reimburse up to 50% of salary and benefits for the EMA Coordinator. The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the application to the Pennsylvania Commission on Crime and Delinquency (PCCD) in the amount of $150,000.00 to expand the Jail to Community Treatment (JCTC) program which would serve the portion of the jail population who meet the requirements for participating in the JTCT program, but are not appropriate for the use of Vivitrol. They may not qualify for the MAT program based on: drug preferences in the community, medical restrictions, and current success using maintenance medications other than Vivitrol. If awarded, the grant term will be October 1, 2019 through September 30, 2020. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from VERTIV Corporation to provide semi-annual preventative maintenance on the Emergency Services UPS and battery cabinets at the EOC located in building 426, additional coverage included for annual preventative maintenance on the portable generator located at building 426 for an annual cost of $17,010.00 for the period of January 1, 2020 through December 31, 2022. The Board reviewed Tax Claim Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept bids on the repository list made by; Amy Simmons in the amount of $101.00 to purchase a mobile home located in Fayetteville; Curtis Myers in the amount of $100.00 to purchase a mobile home located in Waynesboro; Amy Simmons in the amount of $301.00 to purchase a cabin in Fayetteville. In accordance with PA Act notifications, Skelly and Loy notified the County of a Pennsylvania Department of Environmental Protection Chapter 105 General Permit No. 11 and Section 404 (U.S. Army Corps of Engineers) authorization being applied by PennDOT for a culvert pipe replacement project on Browns Mill Road located in Antrim Township. In accordance with PA Act notifications, martin and martin, inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by F&M Trust for construction of an operations center/office/storage on property located in Guilford Township. The Board met with Charles Martin, Human Resources Generalist, and the Controller Harold Wissinger for Salary Board matters. Also in attendance was Mark Singer, Court Administrator, and Doug Wilburne, Acting Chief of Adult Probation. Continued on page 3 The meeting was adjourned at 9:47 a.m. with a motion by Robert L.
