The Franklin County Commissioners met Thursday, October 17, 2019, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Commissioner Ziobrowski asked everyone to remember the great Elijah
Cummings, United State Representative from Maryland, who passed away suddenly
today.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the October 8, 2019 and October 10, 2019
meeting.
The Board reviewed Commissioners matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the renewal agreement between the County of Franklin and The
Zigmund Co., Ltd. for insurance consulting services at a cost of $5,000.00 charged
annually, plus an hourly fee of $100.00 for consultation and $50.00 for clerical support
time; federal mileage rate per travel mile and other expenses incurred, for the period of
November 1, 2019 through October 31, 2020.
The Board reviewed Intellectual Disabilities matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved supplemental
appropriation in the amount of $131,584.00 to transfer unspent 2018 funds for fiscal year
2018-2019 to calendar year 2019 for expenditure.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Diamond
Automatic Sprinkler, Inc. to perform annual inspection of the sprinkler systems located at
Building 426 at a cost of $750.00 and Administration Annex at a cost of $260.00 for the
period of January 1, 2020 through December 31, 2020.
The Board reviewed Tax Claim Bureau matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept bids on
the repository list made by; UMH Properties, Inc. in the amount of $100.00 each for 10
mobile homes located in the Chambersburg area; Dena Adams in the amount of
$1,200.00 to purchase a mobile home located in Fannettsburg; and Dena Adams in the
amount of $800.00 to purchase a mobile home in Fannettsburg.

In accordance with PA Act notifications, Skelly and Loy notified the County of a
Pennsylvania Department of Environmental Protection Chapter 105 General Permit No.
11 and Section 404 (U.S. Army Corps of Engineers) authorization being applied by
PennDOT for a culvert pipe replacement project on state route 3013 located in Antrim
Township, PA.
The Board conducted a bid opening for the Franklin County Lincoln Way East
Parking Lot (Elks Building). John Hart, Project Manager, explained this project consists
of demolishing the Elks building, taking out the basement, walls and then paving the lot.
He continued that the Kaye Building is coming down also so we are interested in Shook
Home's bids that were opened yesterday. If it's a different contractor, we will work with
them and may have documents to sign to protect us during the project. Mr. Hart
explained the demolition should be complete by the end of February and black topping
will start in April 2020. Commissioner Ziobrowski asked if trees are included in the
project. Mr. Hart responded that there are three trees included along with some green
space and sidewalks. He said the impervious surface will be reduced. He explained
that there is a fair amount of hazardous materials that need to be removed and during
that time there will be some parking available but once the demolition starts there will be
no parking until the demolition is completed. Once completed it will be a gravel lot until it
gets paved in April. The list of bidders and amounts of the bids are attached and made
a part of these minutes. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved to forward the bids to the Project Manager, Project
Consultants and the County Solicitor for their review. The Board will award or reject the
bids on Thursday, October 24, 2019 at 9:30 a.m.
The meeting was adjourned at 9:59 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
