HomeMy WebLinkAbout2019-10-31 Commissioner MinutesTHURSDAY, OCTOBER 31, 2019 The Franklin County Commissioners met Thursday, October 31, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the October 22, 2019 and October 24, 2019 meeting. Carrie Gray, County Administrator, asked to amend the board action list to include the Housing Trust Fund Grant agreement for House of Hope which presented to the commissioners on Tuesday. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to amend the agenda to include the agreement. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $342,347.00 to increase the budget to record additional state reimbursement for Youth Development Center/Youth Forestry Camp services, to record additional state reimbursement received for prior fiscal year settlement of Act 148 funding and to record the 2019 portion of funding for the CYS housing grant. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Resolution 2019-10 to authorize the County Administrator to be the authorized signatory for notifications, applications, agreements, awards and invoices processed through the Pennsylvania Department of Environmental Protection's (DEP) required Electronic Single Application System. The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Triad Engineering, Inc. to provide construction observation and testing services for the Franklin County Administration Building for an estimated cost of $21,279.00. The Board reviewed Drug and Alcohol matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated Fiscal Year 2018-2019 contract listings for Drug and Alcohol for the period of April 1, 2019 through June 30, 2019. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. Continued on page 2 The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the application to PA Commission on Crime and Delinquency to receive a grant of up to $300,000.00 to be used for the Keystone Foster Grandparents program that creates a multi -generational approach to building a strong and lasting community by pairing volunteer seniors with small children in need of additional services in daycare settings in the Waynesboro area. The hope of the program is that participating kids and their families will grow to reach their maximum potential with the love, encouragement, and guidance of caring senior role models. The program will connect at -risk children with volunteer seniors. The grant period would be March 1, 2020 through February 28, 2022. The Board reviewed Human Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Rhodes Grove Camp and Conference Center to rent the facility for Human Services Trainings Day on April 15, 2020. Rhodes Grove will also provide breakfast, lunch and snacks for 150 people, at a cost of $3,225.00. All costs are covered by the Human Services Block Grant. The Board reviewed additional Human Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $13,623.00 to record the second shift in funding within the Human Services Block Grant for FY2018-19. Funds will be shifted from Intellectual and Developmental Disabilities (IDD) to the Human Services Development Fund (HSDF) for additional Information and Referral Services for Connect to Home. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and House of Hope/Maranatha Ministries to provide a Housing Trust Fund grant in the amount of $10,000.00 to be used to install a fire extinguishing sprinkler system, upgrade the fire alarm & electrical system and purchase two refrigerators and a freezer at 230 East Queen Street in Chambersburg. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Gettle Inc. to install a wireless link from Clark's Knob tower site to the Franklin County Jail at a cost of $21,390.00. This replaces the communication transmitter which was damaged in a storm. $20,390.00 will be covered by insurance. The Board reviewed Veterans Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Whitetail Resort to host the 5th annual Franklin County Veterans Affairs Golf Tournament on June 5, 2020 at a cost of $6,820.00. Facility costs will be covered by registration fees, sponsorships and donations. Continued on page 3 On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:42 a.m. this date for the purpose to review Litigation matters. Mary Beth Shank, County Solicitor, said that there will be no action required after the executive session. The Board reconvened into regular session at 10:25 a.m. The meeting was adjourned at 10:26 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. Carrie E.
