HomeMy WebLinkAbout2019-12-26 Commissioner MinutesTHURSDAY, DECEMBER 26, 2019 The Franklin County Commissioners met Thursday, December 26, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the December 17, 2019 and December 19, 2019 meeting. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked John Thierwechter, Director of Emergency Services, for more information on action item #4, contract with Motorola Solutions for a new CAD upgrade. Mr. Thierwechter explained that there was a CAD upgrade two years ago which was more of a systems swap but the new system has had problems. He explained further that this new system will provide information to fire departments pre -dispatch and they will see it coming before DES puts the information out. He continued that the implementation time is 12-14 months so it will not be active until 2021. Mr. Thierwechter thanked the Board for their support and stated that in three to four years this system will pay for itself. The Board reviewed Archives matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Infolinx to automate the functional tasks and processes necessary for a county -wide records management system at a cost of $54,065.00. Archives will have at least 16,000 cubic feet of records on the high -density shelves in the new Archives facility so they must be able to track locations, inventories, retention rates and requests from the county and members of the public. The costs will be paid for from the County Records Improvement Funds. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Salzmann Hughes to provide special counsel services, specifically training for employees and elected officials on best management practices for the use of existing and changing social media for communication at a cost of $185.00 per hour for attorney fees and $100.00 per hour for administration fees. The Board reviewed Court Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Josephina C. Souders to provide English -Spanish interpreter services for the Franklin County Court System at a rate of $47.25 per hour for a minimum of 16 hours per week, services over 16 hours will incur a rate of $50.00 per hour. This agreement is for the period of January 29, 2020 through December 31, 2020. Ms. Souders is certified by the Administrative Offices of Pennsylvania Courts (AOPC), and each county is required to utilize an APOC certified translator during formal court proceedings. Continued on page 2 The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Motorola Solutions for Computer Aided Dispatch (CAD) system at a cost of $298,316.05 which includes two years of maintenance. CAD is software that assists 911 dispatchers via a series of computer aided questions that enables the dispatcher to get the correct and precise answers to assist the caller and to get best resources needed, accurate address verification — which enables improved response time interface that improves the effectiveness and dependability of wireless 911 services by quickly identifying the location of the cellular user's call location. The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Fifththeory, LLC to provide pre -employment assessments for County applicants for Merit Hire at a cost depending on the assessment provided and listed on page 1 of the agreement for the period of January 1, 2020 through December 31, 2021. The Board reviewed ITS matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from DLT Solutions, LLC to provide backup software solution for the county's servers at a cost of $5,568.19. Rapid Recovery allows ITS to restore to a point in time either as small as one file or as large as an entire server. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Michael Wallace to provide barber services for the inmates for the period of January 1, 2020 through December 31, 2022. This service is strictly contracted for inmates and is to be paid by inmates. The Board reviewed additional Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and the County of Butler to house adult inmates, over the age of 18, in accordance with the ability of cell space at a cost of $60.00 per day per inmate, for the period of January 1, 2020 through December 31, 2020. This facility is PREA certified and abides by all PA Title 37 regulations. Butler County reserves the right to accept offenders at their discretion. All medical expenses accrued will be the responsibility of the County of Franklin. The Board reviewed Reentry Services Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Chambers' Apothecary to provide prescription medication for Case Assisted Re -Entry (CARE) program participants for a maximum amount of $5,000.00 for the period of January 1, 2020 through December 31, 2020. The Board reviewed additional Reentry Services Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Keystone Health to provide psychiatric assessment, medication management and therapy services to allow Case Assisted Re - Entry (CARE) clients to quickly access services at a cost of $15,000.00 for the period of January, 2020 through December 31, 2020. Continued on page 3 The Board reviewed Tuscarora Managed Care Alliance matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Tuscarora Managed Care Alliance (TMCA) to provide funds in the amount of $344,400.00 for the purpose of data planning for Health and Human Services Departments within Franklin County. This agreement is for the period of January 1, 2020 through December 31, 2022. In accordance with PA Act notifications, WM. F. Hill & Assoc. notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied by Mont Alto Municipal Authority for property located in Quincy Township.
