THURSDAY, FEBRUARY 6, 2020
The Franklin County Commissioners met Thursday, February 6, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda. Carrie Gray, County Administrator, asked to
amend the agenda to include an executive session to discuss real estate matters plus
add a contract for Constellation NewEnergy Inc. pertaining to electrical rates.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the January 28, 2020 and January 30, 2020
meeting.
The Board reviewed Adult Probation matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Service Provider Agreement between the County of Franklin and
Corrections Development, Inc. to provide electronic monitoring, GPS, and supplemental
alcohol monitoring services at a cost according to Exhibit A depending on type of
service. Adult Probation will be utilizing both alcohol monitoring in combination with
electronic monitoring on a trial basis. This review will determine the effectiveness of the
product as well as provide for an evaluation of fiscal sustainability when comparing to
the more costly SCRAM devices. This agreement is for the term of February 17, 2020
through February 16, 2021 and will renew automatically unless terminated by either
The Board reviewed Aging Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and PA Department of
Agriculture Bureau of Food Assistance to provide Senior Farmers Market Nutrition
Program vouchers. These vouchers will supply consumers 60 and older with $24 worth
of vouchers to purchase fresh fruits and vegetables from local farmers markets. The
maximum amount of the contract is $1,250.00 per year for the period of May 1, 2020
through December 31, 2024.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved Resolution #2020-03 to appoint Commissioner Robert G.
Ziobrowski as the Franklin County Representative to the Local Elected Officials
Committee of South Central PA Works.
The Board reviewed Coroner matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Jerrold A. Sulcove, Esquire to provide contract attorney services
at a cost of $125.00 per hour not to exceed 100 hours unless approved by the Coroner
and the Board of Commissioners, for the period of January 1, 2020 through December
31, 2020.

The Board reviewed Department of Emergency Services matters. On a motion
by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the
Grant Application to PA Emergency Management Agency (PEMA) to request a grant in
the amount of $18,893.07 from the Hazardous Material Emergency Response
Preparedness (HMERP) grant. The funds are to be used for chemical emergency plans,
purchase of hazardous materials response team equipment, training and exercises.
The Board reviewed Fiscal matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved the supplemental appropriation
requesting additional 2019 budget to reflect the actual expenditures for the year. This
includes various funds and is required as the County may not incur expenditures that
have not been approved by the Commissioners.
The Board reviewed additional Fiscal matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the supplemental
appropriation requesting additional 2019 budget to reflect the implementation of a new
accounting standard. The new standard requires a change in the accounting for many of
the Elected Official Automation/Records Improvement and other similar accounts. The
budget adjustment includes both additional revenues and additional expenditures.
The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the agreement between the County of
Franklin and the County of Armstrong to house adult inmates, over the age of 18, in
accordance with the ability of cell space at a cost of $55.00 per day per inmate, for the
period of January 1, 2020 through December 31, 2020. This facility is PREA certified
and abides by all PA Title 37 regulations. Armstrong County reserves the right to accept
offenders at their discretion. All medical expenses accrued will be the responsibility of
the County of Franklin.
The Board reviewed Property Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Constellation NewEnergy, Inc. to provide electrical
service to the County at a cost of $0.05265 per kilowatt hour for the period of January 1,
2021 through December 31, 2024.
The Board reviewed Sheriff matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Clinton Barkdoll, Esquire to provide contract attorney services at
a cost of $16,193.00, for the period of January 1, 2020 through December 31, 2020.
The Board reviewed Tax Claim matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved to accept bids on the
repository list made by Bernice Tosten in the amount of $100.00 to purchase a mobile
home, located in Marion, PA.
In accordance with PA Act notifications, Specialty Granules, LLC. notified the
County of a Pennsylvania Department of Environmental Protection NPDES Permit and
modification to Non-Coal Surface Mining permit being applied for the Lower Mill Pond
Treatment System and addition of flume on property located in Washington Township.
In accordance with PA Act notifications, Wm. F. Hill & Associates, INC. notified
the County of a Pennsylvania Department of Environmental Protection Water Quality
Management Permit being applied by Greencastle Authority for the Carlisle Street
Sewage Pumping Station on property located in the Borough of Greencastle.

In accordance with PA Act notifications, PA Department of Environmental
Protection notified the County of a Pennsylvania Department of Environmental
Protection Solid Waste Permit being applied for the operation of Blue Ridge Landfill on
property located in Greene Township.
The Board met with Tiffany Bloyer, Human Resources Director and the Controller
Harold Wissinger for Salary Board matters. Also in attendance was District Attorney
Matt Fogal; Sheriff Dane Anthony; and Carrie Gray, County Administrator.
The Board reviewed Personnel matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski unanimously approved to establish the Risk
Management and Compliance Coordinator position description.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:36 a.m. this date for the
purpose to review Real Estate matters. No action will be required after the executive
session.
The meeting was adjourned at 10:51 a.m. with a motion by John T. Flannery;
seconded by Robert G. Ziobrowski.
