TUESDAY, FEBRUARY 11, 2020
The Franklin County Commissioners met Tuesday, February 11, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. The Board attended the Prison Board meeting at the Jail. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Carrie Gray, County Administrator, asked to amend the agenda to include
approval of vouchers today
2019 in MUNIS on Thursday. On a motion by Robert G. Ziobrowski; seconded by John
T. Flannery; unanimously approved to adopt the amended agenda.
Mayor Dick Starliper from Waynesboro provided public comment and saw on the
know of a few things going on in Waynesboro. Next Saturday is the Lions Club Pancake
Breakfast and the Business Expo and the Saturday after that is the Health Fair, the
American Legion ribbon cutting and later in the afternoon is the chocolate extravaganza.

The minutes of the February 4, 2020 and February 6, 2020 meetings were
reviewed. These will be decided upon on Thursday, February 13, 2020.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked for more information on item #2 for the Aging Office. Ms. Gray explained that this
is new to our Area Agency on Aging but participants within Aging or advocates for the
aging community are welcome to participate in the 5K run/walk. She continued that this
is for the Senior Center Without Walls idea that they provide programs and activities
where folks are in the community. Ms. Gray explained item #3 for the Keystone
Grandparents Program where it seems the timeframe is brief but it covers the funds for
recruitment, background checks and training for the program. The program will continue
item #12. Ms. Gray explained that the county is participating in a pilot program with the
Pennsylvania Department of Transportation (PennDOT) to provide ID cards and driver's
licenses to individuals at the Jail. Through the PennDOT program individuals will have
the identification they need to secure employment and/or benefits upon release from jail.

item #5, change order from Mann Plumbing. John Hart, Project Manager, explained that
RD1 is a type of roof drain that if anything gets stopped up it fills up over the top. The
items will be approved Thursday, February 13, 2020.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to enter an executive session at 10:32 a.m. this date for the
purpose to review Potential Litigation matters. No action will be required after the
executive session. The Board reconvened into regular session at 11:42 a.m.
