TUESDAY, MARCH 3, 2020
The Franklin County Commissioners met Tuesday, March 3, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked for more explanation on item #1,
Children and Youth report, wondering if Children & Youth came in under budget; action
#2, Change Order from Lobar, is it a redesign due to a problem with the elevator shaft
and item #6, agreement with SADA systems, asking what all SADA systems provide.
Roy Cordell provided public comment and wanted to congratulate the
Commissioners on filing papers on their stance with the Transource powerlines. He is a
farmer and has 14 strips and the line would go through 13 of them so he thanked them
for filing the paperwork.
The minutes of the February 25, 2020 and February 27, 2020 meetings were
reviewed. These will be decided upon on Thursday, March 5, 2020.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked staff to provide more information on the Vital Strategies Grant with the Jail. Carrie
Gray, County Administrator, explained this grant is to expand the opioid treatment at the
Jail. Warden Bill Bechtold, Justin Lensbower, PrimeCare Medical, Michelle Weller,
Deputy Warden and Glenda Helman, Grants Manager provided more information on this
grant which is part of Bloomberg Foundation money that was given throughout
Pennsylvania and New York. Franklin County is the first jail to receive this money which
will expand to more inmates that require treatment.
Chairman Keller asked for more information on action item #3, agreement with
nCourt which is new technology at the Magisterial District Judge (MDJ) level. Ms. Gray
explained that this is for credit card payment options at the MDJ offices throughout the
County. MDJ Cunningham was present and explained that they get a lot of requests to
use credit cards at their offices. There is no cost to the County, only to the user paying
with their credit card.
Chairman Keller asked Ms. Gray to answer the questions from Ms. Wertz during
public comment. John Hart, Project Manager, explained board action #2 with Lobar is
for grading at the new courthouse site. This has no connection to the elevator shaft.
Carrie Gray, County Administrator, explained that action #1, report for Children & Youth
ended the calendar year within budget. Mr. Hoffeditz explained action #6, agreement
with SADA systems is very similar to Office 365 and where we get online applications.
He explained that he may review a different company within the next two years for a
different program due to their costs increasing with each contract.

The meeting was adjourned at 9:56 a.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
