POLICY BOARD MEETING
Meeting Minutes
Meeting held virtually using Google Meet and allowing for call-in attendance
May 20, 2020 – 10:00 AM
I. Welcome and Introductions
Sam Cressler called the meeting to order at 10:07 a.m. and welcomed everyone in
attendance. Introductions were made.
Members present: Jason Stains, Brad Graham, Sam Cressler, David Mackley, Carrie
Gray, John Flannery, David Keller, Bob Ziobrowski, Michelle Tarquino, and Meribeth
Raves.
Guests present: Maria Misner, Timothy Smith, Steve Malesker, Troy Truax, Bill Kick,
Robin Kohler, John Thierwechter, Jeff Heverley, Jeff Puher, Greg Lambert, Cherilyn
Comp, and Jamie Lemon.
Staff present: Steve Thomas and Nicole Boling
II. Public Comment – None.
III. Regular Meeting Minutes
A motion to approve the February 19, 2020 minutes was made by David Mackley and
seconded by Brad Graham. Motion was approved by all.
IV. New Business
a. Public Participation Plan (PPP) Adoption
i. Steve Thomas noted that our FHWA and PennDot contacts have
reviewed the plan and are supportive of adoption. The plan was
advertised for the required 45-day comment period both online and in
the newspaper. He added that one of the suggested changes to the plan
from Sam Cressler was regarding changing one of the meeting locations
from Shippensburg Borough to Southampton Township. This will be
included in the final document. No public comments were received.
ii. A motion to adopt the Public Participation Plan as presented was made
by David Keller and seconded by Michelle Tarquino. Approved by all.
b. Title VI Plan Adoption
i. Steve Thomas gave an overview of the Title VI plan and federal
requirements outlined in transportation legislation. The document was
reviewed by federal and state transportation partners and all were
supportive of adoption. He noted that since the MPO does not have a
Title VI Plan in place, it was identified as a deficiency by PennDOT;
however, once adopted the FCMPO will be in full compliance. The Title
VI plan was also advertised for public comment both online and in the
newspaper. No public comments were received.
ii. A motion to adopt the Title VI Plan as presented was made by David
Keller and seconded by Beth Raves. Approved by all.
c. By-Law Amendment Recommendation (Technical Advisory Committee – TAC)
Creation
i. Steve Thomas gave an overview of the changes to the current by-laws
and noted that Kenana Korkutovic reformatted and restructured the
document. The amended by-laws outline the creation of the Technical
Advisory Committee (TAC), add in Americans with Disabilities Act (ADA)
requirements, clarify the re-appointment process and allow for virtual
meetings. Steve noted that the County Attorney reviewed the document
and will be presented to the Commissioners for approval following
FCMPO adoption.
ii. A motion to adopt the by-laws as presented was made by David Mackley
and seconded by Jason Stains. Approved by all.
d. PennDOT Report
i. Project Updates and FY 2019-2022 TIP Administrative Modifications
1. Beth Raves noted that eight (8) administrative actions, which
were emailed to the Policy Board prior to the meeting, were
taken. No action from the FCMPO needed.
2. David Keller asked if there were any impacts to projects due to
COVID-19.
a. Michelle Tarquino noted some timelines will be adjusted
but the current TIP is accurate and we will be notified of
any changes moving forward.
e. Transit Report – Commuter Services / rabbittransit
i. Matt Boyer provided a report via email with an update.
ii. Carrie Gray noted that the Transit Authority has received some COVID
stimulus funds that have been allocated to shared rides and other
related initiatives in their effort to continue serving the needs of their
clients..
V. Administrative Business
a. Draft FY 2021-2024 TIP Update
i. Steve Thomas noted that staff and PennDOT have been working to
compile the necessary information for the TIP update. The information
will be posted for public comment on June 1, 2020 and will be available
until our next meeting on July 15, 2020 for adoption. The full document
will be shared with the FCMPO Policy Board when finalized.
b. On-Call General Planning Consulting Contract (RFP) Update
i. Steve Thomas gave the Policy Board an update on the current
submissions for the FCMPO On-Call Consultant. The review committee
has completed four (4) interviews so far. He noted it is anticipated that
a recommendation will be coming to the FCMPO Policy Board for
adoption on July 15, 2020 and the firm will begin August 1, 2020.
c. Director’s Report
Steve provided an update on the following projects and initiatives to the Policy
Board:
i. I-81 Improvement Strategy
ii. PennDOT WalkWorks Funding Opportunity
VI. Future meetings
a. July 15, 2020 – Special FCMPO Policy Board Meeting – FY 2021-2024 TIP
Adoption
b. August 19, 2020 – FCMPO Policy Board Meeting
David Keller provided an update to the Policy Board stating that he has been in
communication with the Governor's Office regarding Franklin County’s ability to
move forward into the yellow phase of the COVID-19 reopening plan and is hopeful
this will occur soon.
VII. Adjournment
A motion to adjourn the meeting was made by John Flannery and seconded by David
Keller. Meeting was adjourned at 10:36 a.m.
