HomeMy WebLinkAbout2020-07-29 Commissioner Minutes WEDNESDAY, JULY 29, 2020 The Franklin County Commissioners met Wednesday, July 29, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. The minutes of the July 22, 2020 meeting was reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager explained the following action and change orders: Certificate of Substantial Completion from Lycoming Supply for completing the Lincoln Way East Parking lot; Change Order #13 from Lobar for transition detail between the drywall and metal frames due to not including this when the Administration building was designed; change order #14 from Lobar to provide casework in the micro-market at the Administration Building. The thought was a local cabinet maker could make the cabinets cheaper but he found out that Lobar was actually less expensive so he is putting this cost back in for Lobar to complete; change order #15 from Lobar is to provide over-excavation to dig down deeper to get something solid in the site roadway and they had to backfill it with stone and slate and blacktop it over at the Administration Building; the final change order from Lobar is for bulkheads that were not in the design and the ceilings are different heights so these bulkheads had to drop down in the break room. Mr. Hart explained that with these change orders we are at 1.16% for the Administration Building and total for all contracts we are tracking around 2-2.5%. Chairman Keller asked what the average is of change orders for these types of projects. Mr. Hart responded that typically change orders are 8-12% for municipal projects. Commissioner Ziobrowski asked if we are still on track with the original schedule even though we shut down for COVID. Mr. Hart responded that we are still on track and the furniture is to be moved into the Admin. th Building on October 6. The items will be approved in the afternoon approval session. The Board reviewed an appointment for the Franklin County Visitors Bureau Board. Chairman Keller announced that this appointment is to fill the vacancy of Georgina Cranston who left the Greencastle-Antrim Chamber of Commerce for a different position. John Flannery who sits on the Visitors Bureau Board said he has known Ms. Meyers for years and she will be an asset to the Visitors Bureau Board. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to appoint Valerie Meyers to the Visitors Bureau Board to fill a vacancy for the term of July 29, 2020 through January 31, 2021. The Board recessed and will reconvene at 1:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 1:00 p.m. There was no public comment. Ziobrowski; seconded by John T. Flannery; unanimously approved the minutes of the July 22, 2020 meeting. The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the application to the PA Department of Agriculture to renew the Waynesboro September 1, 2020 through August 31, 2021. The license is required in order for the center to serve congregate and home delivered meals. The Board reviewed CJAB/Grants Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Grant Application to PA Commission on Crime and Delinquency to request funds in the amount of $250,000.00 to fund two probation officers and case manager positions along with the programs and services related to the Franklin County Intermediate Punishment Program. The County IP program provides funding support to Franklin County for programs offering restrictive intermediate punishments. Funds will support only non- violent offenders who would have otherwise been sentenced to incarceration under Levels 3 or 4 of The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Certificate of Substantial Completion from Lycoming Supply, Inc. for the Franklin County Lincoln Way East Parking Lot project. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Change Order #13 from Lobar, Inc. for the Admin. Building Project to provide wall-to-mullion transition detail where an interior wall meets an aluminum curtain wall mullion where there is no sunshade for an additional cost of $2,094.11. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Change Order #14 from Lobar, Inc. for the Admin. Building Project to provide casework in the Micro-Market for an additional cost of $7,215.39. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Change Order #15 from Lobar, Inc. for the Admin. Building Project to provide over-excavation and approved backfill in the site roadway for an additional cost of $17,332.46. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Change Order #16 from Lobar, Inc. for the Admin. Building Project to provide bulkheads and higher ceilings at curtain wall in the two kitchenette areas of break room 114 for an additional cost of $2,102.72. Continued on page 3 The Board reviewed Domestic Relations matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Intergovernmental Cooperative Agreement between the County of Franklin, Court of Common Pleas and Pennsylvania Department of Human Services to maintain and improve the effectiveness of the Title IV-D Child Support Enforcement Program for the period of October 1, 2020 through September 30, 2025. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from Morefield Communications for fiber modules and cables to be used in the new data center at a cost of $16,507.80. These modules will allow connectivity between switches both within the data center and to buildings outside. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the contract between the County of Franklin and PA Department of Community & Economic Development for the 2019 Community Development Block Grant funds to be awarded to Quincy Township to construct the extension of the Mentzer Gap Road public water main line and provide lateral assistance for low to moderate income individuals. This grant is for the amount of $289,875.00 for the time period of July 8, 2020 through July 7, 2024. The Board reviewed Tax Assessment matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Independent Contractor Agreement between the County of Franklin and Nicole Scott to provide services on the Board of Franklin County Board of Assessment and Revision of Taxes at a flat fee of $80.00 per day for the first four hours of daily work and for hours exceeding four hours of work the contractors will be paid an hourly rate of $19.25 per hour. The Board presented nursing scholarships to recent local high school graduates who are entering college nursing programs. Tiffany Bloyer, Human Resources Director explained that in the past the Commissioners would attend the ceremonies at the high schools but this year it had to be done differently. The following graduates were recognized today: Nicole Jones, a graduate of Waynesboro Area High School, attending PSU Mont Alto; Madison Russell, a graduate of Shippensburg Area High School, attending HACC - Gettysburg Campus; and, Bridget Probst, a graduate of Cumberland Valley Christian School, attending Liberty University. The scholarship funds will be sent directly to the colleges they are attending. After the Board presented the scholarship recipients with a certificate the Board congratulated everyone. John Frey, Director of PFM Financial Advisors was present to review with the Commissioners an ordinance to authorize the issuance and awarding of the General Obligation Notes, Series 2020. Mr. Frey explained that he has good news today that he spoke with the bank and today the interest rate is 0.75% which is over 25 basis points better than last week. He continued that the County will save $150,694 this year and $229,442 in 2021. The settlement date is scheduled for September 8, 2020 and with the approval he can move forward. Shawn Frederick, Attorney from Barley Snyder almost identical to what the Board has approved in the past. On a motion by Robert G. Ziobrowski; seconded by John T.
