HomeMy WebLinkAbout2020-12-02 Commissioner Minutes WEDNESDAY, DECEMBER 2, 2020 The Franklin County Commissioners met Wednesday, December 2, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the November 25, 2020 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager explained the following change orders with Lobar Inc. for the Judicial Center Project: Change order #39 is to change bulkheads to properly transition from one level to another in the suspended ceiling; change order #40 is to modify bulkhead framing in corridors 1004 & 2002 for proper support; change order #41 is for pipe chase in the Judicial Center tunnel that needs to be moved to the right side which requires more metal studding and braces. The items will be approved in the afternoon approval session. Representatives participated virtually from the American Red Cross to provide an update on Franklin County activities to the Board of Commissioners. Laura Burke, Executive Director, provided the following statistics for fiscal year 2019-2020: they responded to 37 disasters that involved direct client assistance; there were 4,146 units of blood donated which helped 12,438 patients in need; 279 free smoke alarms were installed; 132 services were provided to military members and their families. She explained further that they are the only organization that provides messaging to veterans overseas. They provide a lot of support for veterans. Ms. Burke said they have already responded to 11 disaster events this fiscal year. Allen White, Disaster Program Manager, explained that the Red Cross is dealing with the COVID situation just like everyone else and their responders had to adjust to be sure they are being safe. For a single home fire they are still on the scene and doing the job they have always done. He explained the Home Fire Campaign where they installed almost 300 smoke alarms and how they work with the Chambersburg Fire Department during the summer of 2019. The Fire Company provides the smoke alarm installation along with fire prevention education. He said they are looking to add additional fire departments to the program but they are paused at the moment due to COVID. Marsha Smith, External Relations Volunteer is new and she is being trained to help at the local level. She will be deployed locally to support the County with emergency management for whatever event she is needed. Mr. White said they try to maintain a good relationship with fire departments and they have a wonderful relationship with the County Emergency Management Agency. The bulk of the disasters are single family fires and the Red Cross helps with financial assistance and provides local resources connected to local organizations in the county. Chairman Keller thanked Marsha for volunteering and they are looking forward to working with her. He would be happy to see the smoke alarm program in other parts of the county. He offered assistance with contacting the Fire Association or the Alliance to help with that. The Board thanked them for their service and appreciates everything they do. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #39 from Lobar, Inc. to revise suspended ceiling detail at bridge 2103 at the Judicial Center Project for an increase in cost of $509.96. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #40 from Lobar, Inc. to modify bulkhead framing at public corridors 1004 and 2002 at the Judicial Center Project for an increase in cost of $7,609.53. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #41 from Lobar, Inc. to construct a horizontal pipe chase along the east wall of the tunnel at the Judicial Center Project for an increase in cost of $6,604.61. The Board reviewed Drug & Alcohol matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing for all contracts and addendums for Fiscal Years 2019-2020 and 2020-2021 for the Drug & Alcohol department. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the service agreement between the County of Franklin and Stanley Convergent Security Solutions, Inc. (a sole source vendor) to provide semi-annual inspections and system calibration, diagnosis testing of the system, diagnosis of the touchscreens, door controls and intercom system, CCTV system, access control interface, utility control interface and security management for an amount of $139,968.00 for the period of November 1, 2020 through October 31, 2023. In accordance with PA Act notifications, Compliance Management International notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied by A. Duie Pyle, Inc. for industrial activity on property located in Antrim Township. In accordance with PA Act notifications, Red Barn Consulting, Inc. notified the County of a Pennsylvania Department of Environmental Protection General Renewal NPDES Concentrated Animal Feeding Operation (CAFO) Permit being applied by Allen Rice, Dream Farms for an existing operation on property located in Newburg, PA. In accordance with PA Act notifications, TeamAg, Inc. notified the County of a Pennsylvania Department of Environmental Protection General Renewal NPDES Concentrated Animal Feeding Operation (CAFO) Permit being applied by Herbruck Poultry Ranch, Inc. for an existing operation on property located in Montgomery Township. The Board met with Tiffany Bloyer, Human Resources Director and the Controller Harold Wissinger for Salary Board matters. The Board reviewed Personnel matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the revised job description for the Payroll Specialist position. The meeting was adjourned at 1:11 p.m. with a motion by John T.
