HomeMy WebLinkAbout2021-01-06 Commissioner Minutes WEDNESDAY, JANUARY 6, 2021 The Franklin County Commissioners met Wednesday, January 6, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Carrie Gray, County Administrator, asked to amend the agenda to include an action from the Coroner requesting to purchase a vehicle that he is interested in acquiring. She also asked to include a presentation at 2:00 p.m. from Jordan Nace with the Greater Area Chambersburg Chamber of Commerce who has a plaque that he would like to present to the Commissioners to thank them for 25 years of support as a Chamber member. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the December 30, 2020 meeting were reviewed. These will be decided upon in the afternoon approval session. Chairman Keller wanted to make a statement that Commissioner Ziobrowski has been keeping him apprised of the COVID situation in Franklin County. We acknowledge the passing of 105 Franklin Countians in December (and 83 in November). We mourn their loss; their family and friends are in our prayers. We continue to assist our healthcare providers and first responders to slow the spread. The Board reviewed Agreements, Contracts and Reports. Chairman Keller said the solicitor agreements for Elected Officials are before them today for approval. He wanted to mention that our staff will work on keeping track of solicitor hours and make sure our dollars are being used efficiently. Commissioner Flannery asked if we could use a spreadsheet and ask the solicitors to keep track of their hours to help them better Ms. Gray explained that the Coroner is interested in obtaining an additional vehicle for his office. He provided six quotes and is recommending a GMC Acadia which is the the vehicle. The items will be approved in the afternoon approval session. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Coroner Office matters. Coroner Jeff Connor requested ice use. This newly purchased vehicle would be used by an employee who currently uses their purchase the vehicle. Mr. Connor obtained quotes on six vehicles, with the lowest quote coming from Penn State Auto Sales in Chambersburg for a vehicle negotiated to $14,500.00. This vehicle is more fuel efficient than the current vehicles used, is silver in Continued on page 2 color to match the other vehicles, has ample rear storage space, and has approximately 124,000 miles on it. Chairman Keller asked how many miles they expect to put on it. Mr. Connor estimates about 200,000 miles. Mr. Connor also indicated that he will need an additional vehicle down the road. Commissioner Ziobrowski commended the had put into this purchase. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the December 30, 2020 meeting. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Franklin County Elected Officials Solicitor Agreements as listed below for the period of January 1, 2021 through December 31, 2021. a. Coroner - Jerrold Sulcove for an amount of $126.50 per hour for no more than 100 hours within the contract period without consent and approval by the Coroner and Board of Commissioners. b. Controller David C. Cleaver for an amount of $13,996.71 for the contract period. c. Prothonotary Elizabeth A. Clark for an amount of $3,500.00 for the contract period. d. Recorder of Deeds Lawrence R. Rife, IV for an amount of $2,692.22 for the contract period. e. Register of Wills Lawrence R. Rife, IV for an amount of $2,692.22 for the contract period. f. Sheriff Clinton T. Barkdoll for an amount of $16,387.32 for the contract period. g. Treasurer Clinton T. Barkdoll for an amount of $1,896.49 for the contract period. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; vehicle purchase. In accordance with PA Act notifications, TeamAg, Inc. notified the County of a Pennsylvania Department of Environmental Protection General NPDES Concentrated Animal Feeding Operation (CAFO) Permit being applied by L&W Farms, LLC for an existing operation on property located in Antrim Township. In accordance with PA Act notifications, Rosetree Consulting notified the County of a Pennsylvania Department of Environmental Protection General NPDES Concentrated Animal Feeding Operation (CAFO) Permit being applied by David Brenize Turkey Farm for an existing operation on property located in Lurgan Township. In accordance with PA Act notifications, Rosetree Consulting notified the County of a Pennsylvania Department of Environmental Protection General Renewal NPDES Concentrated Animal Feeding Operation (CAFO) Permit being applied by North Mountain Gobbler #1 Farm for an existing operation on property located in Hamilton Township. In accordance with PA Act notifications, Willard Agri Service notified the County of a Pennsylvania Department of Environmental Protection Storage Tank Site-Specific Installation Permit being applied for replacement of a preexisting storage tank on property located in Guilford Township. Continued on page 3 Tiffany Bloyer, Human Resources Director and members of the STAR (Special Thanks and Recognition Committee) were present to award the Employee of the Month for December 2020 to Mr. Angel Laviena. Mr. Laviena has been employed with Franklin County since August of 2006. He is currently a Deputy Sheriff serving with the Franklin Month was determined by the STAR Committee. The STAR nomination form asks what recent event or occurrence made you December 1, 2020, while in community presence in Waynesboro, we were in the area of Main and Broad Streets, near the Post Office. Deputy Laviena observed a young lady in a wheelchair struggling to navigate her way up the sidewalk. At the time it was snowing and the temperature was around freezing. Since I was in the vehicle behind Deputy Laviena, I observed him pull into the parking lot adjacent to the Post Office. Without hesitation, Deputy Laviena immediately approached the young lady and offered his assistance. The lady stated she needed to get to the bank three blocks away and was proceeded to push her in the wheelchair three blocks to the bank and assisted her recognizing the young lady needing immediate assistance. Deputy Laviena not only represented humanity in the most excellent way but also the Franklin County Sheriff's office, as well as the entire entity of Franklin County. In a time such as 2020, with everything that has been thrown at humanity, it is refreshing to know that good people still exist and are willing to extend a hand to someone less fortunate; it provides hope to those who might consider otherwise. Deputy Laviena went clearly above and beyond his characteristics are attributes that have not gone unnoticed by his peers. The nomination form describes him as possessing a willingness to help others without hesitation, having a positive attitude, and conscientious of representing not only himself but the County in a positive light. We are grateful to Mr. Angel Laviena as he exudes a high standard of customer service, excellence, and respect to the employees and residents of Franklin County. Stephen Christian, Greater Chambersburg Chamber of Commerce President, and Jordan Nace, Greater Chambersburg Chamber of Commerce Membership Director, were present to award the Commissioners, on behalf of the County of Franklin, for 25 years of membership with the Chamber. Mr. Nace thanked the Commissioners for their participation in the Chamber. Chairman Keller commented that the County makes a conscious effort every year to not only support the Greater Chambersburg Chamber of Commerce, but all of the area chambers, and expressed his appreciation of the work carried out in the community by the Greater Chambersburg Chamber of Commerce. The meeting was adjourned at 2:24 p.m. with a motion by John T. Flannery, seconded by Robert G. Ziobrowski. Carrie E.
