WEDNESDAY, JANUARY 20, 2021
The Franklin County Commissioners met Wednesday, January 20, 2021, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
The minutes of the January 13, 2021 meeting were reviewed. These will be
decided upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. John Hart, Project
Manager explained change orders number 26 from Lobar for the Administration Building
project and change order numbers 49, 50, 51 & 52 from Lobar for the Judicial Center
project. Commissioner Flannery asked if there would be future additional costs in audio
visual because of eliminating the big screens and Mr. Hart responded that he believes
there will be but he will have to confirm with the Chief Information Officer. The items will
be decided upon in the afternoon approval session.
The Board reviewed Commissioners Office matters and conducted a bid opening
for the Franklin County Archives Facility Phase 2. John Hart, Project Manager and
Mark Weaver, Senior Project Architect, explained that these bids are to renovate the
Archives Office and historic record storage. The list of bidders and amounts of the bids
are attached and made a part of these minutes. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved to forward the bids received
to County Administration, the Project Consultants, the County Solicitor and the
Procurement Office for their review. The Board will award or reject the bids on
Wednesday, January 27, 2021 at 11:00 a.m.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 11:43 a.m. this date to review
pending legal matters. The Board reconvened into regular session at 12:03 p.m. No
action was required after the executive session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the
items that were reviewed.

unanimously approved the minutes of the January 13, 2021 meeting.

The Board reviewed Children & Youth matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the report to
Commonwealth of Pennsylvania, Bureau of Budget and Program Support, Office of
Children, Youth & Families showing revenue and expenditures of Act 148 funding for
July 1, 2020 through September 30, 2020. The total amount of the report is
$3,115,133.00 for the 2020/2021 fiscal year.
The Board reviewed Commissioners Office matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute Change Order #26 from Lobar, Inc. to provide one additional
additional cost of $603.99 for the Administration Building.
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order #49 from Lobar, Inc. to add a concrete
curb along the south façade at the walkway to cover building wall waterproofing exposed
by grade changes in the walkway at the Judicial Center project for an additional cost of
$2,665.89.
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order #50 from Lobar, Inc. to Gypsum Wall
Board (drywall) chase to conceal an exposed pipe in room 2071 at the Judicial Center
project for an additional cost of $835.42.
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order #51 from Lobar, Inc. to provide one
large projection screen at Historic Courtroom and delete five projection screens from the
other courtrooms for a deduct amount of $10,000.00 for the Judicial Center project.
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order #52 from Lobar, Inc. to revise door
hardware in accordance with response to RFI-GC-069 for an additional cost of
$4,826.57 for the Judicial Center project.
The Board reviewed Day Reporting Center matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement
Apothecary to provide prescription
medications for Case Assisted ReEntry (CARE) participants for a total amount of
$4,000.00 for the period of January 1, 2021 through December 31, 2021.
The Board reviewed Department of Emergency Services matters. On a motion
by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Updated Annex E of the Franklin County
Emergency Operations Plan (EOP), which sets guidelines to manage radiological
emergency support procedures for nuclear power plant incidents. The EOP is activated
on an as needed basis and is designed to be used for all types of emergencies.

The Board reviewed Department of Emergency Services matters. On a motion
by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the
Mutual Aid and Cooperation Agreement between the Counties of Adams, Cumberland,
Dauphin, Franklin, Lancaster, Lebanon, Perry, Schuylkill and York for continued
participation in the South Central Pennsylvania Task Force. The Task Force will apply
for and manage funds acquired through grants and donations for participating counties.
Each county will also provide aid in the event of a disaster emergency and participate in
drills and planning events. This agreement is needed to include Schuylkill County which
recently moved from the South East Task Force to the South Central Task Force.
The Board reviewed District Attorney matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Maintenance and Service Agreement between the County of
Franklin and PA Dist
Victim Information and Notification system for the period of January 1, 2021 through
December 31, 2021. This system provides 24/7 operation service, support and
monitoring of hardware and software, 24 hour troubleshooting for system alarms and
incoming and outgoing telephone calls and communication costs. PCCD had
determined that counties are not responsible to pay any portion of the maintenance fees
for 2021.
The Board reviewed Grants Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
requesting a grant in the amount of $20,000.00 to be used to expand the dog service
program to provide additional skilled companion dogs for housebound veterans and to
reluctant to access traditional services and increase the number of veterans
participating.
The Board reviewed Planning matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Certification of County Funds for 2021 Program Year for total funds
in the amount of $299,365.00 for purchasing agricultural conservation easements.
The Board reviewed Property Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the quote from Johnson Controls to provide annual fire alarm
testing and inspection services to the fire alarm system at the new Administration
Building at a cost of $1,115.00 for the period of December 1, 2020 through November
30, 2021.
The Board reviewed Tax Claim matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved to accept a bid on the
repository list made by Stuart Pugh in the amount of $101.00 to purchase a mobile home
located on Letzburg Road, Greencastle.
In accordance with PA Act notifications, Mark and Kimberly Bricker notified the
County of a Pennsylvania Department of Environmental Protection General Renewal
NPDES Concentrated Animal Feeding Operation (CAFO) Permit being applied by
McClay Sow Farm for an existing operation on property located in Lurgan Township.
In accordance with PA Act notifications, Franklin Family Farms, Inc. notified the
County of a Pennsylvania Department of Environmental Protection General Renewal
NPDES Concentrated Animal Feeding Operation (CAFO) Permit being applied by Acorn
Farm for an existing operation on property located in Lurgan Township.

In accordance with PA Act notifications, Franklin Family Farms, Inc. notified the
County of a Pennsylvania Department of Environmental Protection General Renewal
NPDES Concentrated Animal Feeding Operation (CAFO) Permit being applied by
Longacre Farm for an existing operation on property located in Fannett Township.
In accordance with PA Act notifications Middle Spring Watershed Association
notified the County of a Pennsylvania Department of Environmental Protection General
Permit-1 being applied by Shippensburg Area Little League for installation of the fish
habitat improvement and stream bank stabilization project on property located in
Shippensburg.
The meeting was adjourned at 2:06 p.m. with a motion by John T. Flannery;
seconded by Robert G. Ziobrowski.
