Provider Meeting
Friday, February 19, 2021
MEETING MINUTES
Welcome & Introductions
This meeting was held via Google Meet. Lori Young confirmed which providers were
present prior to the beginning of the meeting.

Provider Qualifications Updates
Providers should have received the Office of Developmental Programs (ODP)
Announcement 21-007 regarding Provider Qualifications. It is currently Cycle 2
Year 1 for Provider Qualifications. Any provider with a Master Provider Index (MPI)
number ending in zero (0), one (1), or two (2) will have Provider Qualifications this
year. Lori has already contacted all providers for which she is the assigned
Administrative Entity (AE).
There is a new version of the Provider Qualifications Documentation Record.
Providers do not need to use this version unless they offer Adult Autism Waiver
(AAW) services. AAW providers must complete a separate tab which is specific
to these services. All employees must be included on the Documentation Record
but supporting documentation is only required for those that were hired after the
provider’s most recent Provider Qualifications submission.
Providers must submit the version of the DP 1059 that was updated in May 2018.
Earlier versions of this form will not be accepted. The DP 1088 is for AAW providers
only.
All Provider Qualifications documentation must be submitted to Lori by March
31st.
Provider Quality Assessment and Improvement (QA&I) Update
QA&I will not be aligned with Provider Qualifications this year due to an interim
review. If this interim review is similar to the one that occurred last year, a self-
assessment will not be due. Lori will contact providers to inform them of any
additional QA&I updates.

Incident Management (IM) Updates
The finalized IM Bulletin is expected to be released at the beginning of March.
Marion has forwarded communication from ODP to all providers which
encourages them to sign up for two (2) webinars that are scheduled for late
March. These webinars will feature an introduction and overview of the IM
Bulletin which goes into effect on July 1st. Marion observed that more
investigations will be required as a result of the IM Bulletin and advised each
provider to hire an investigator for their agency in order to prepare for its
implementation.
IDD Provider Meeting
Marion reminded providers to review Dr. Gregory Cherpes’ recent Health Alert
on pressure injuries. Providers with individuals in their programs that are potentially
prone to pressure injuries should contact the Health Care Quality Unit (HCQU) to
request training for their staff. The HCQU has also been reaching out to providers
to offer training if individuals in their programs have appeared on ODP’s Medical
Assistance (MA) claims list for pressure injuries.
ODP has released a finalized Human Rights Team Bulletin. Providers may view a
pre-recorded webcast on MyODP and reach out to Shannon Rico if they have
any specific questions about this bulletin.
ODP has scheduled webinars on its Behavioral Support Best Practices Bulletin for
March 24th and 26th. A link to sign-up for these webinars was included with the
communication that accompanied the bulletin’s release.
Vaccinations
Marion has received communication that ODP is currently in the process of
developing COVID-19 vaccination clinics for individuals/staff at Community
Participation Supports (CPS) and Agency with Choice (AWC) providers. ODP had
initially been focused on finalizing these clinics for Residential Habilitation
providers. Marion shared that ODP will be reaching out to CPS and AWC
providers to inquire whether they are interested in hosting an on-site vaccination
clinic. Another potential option would be for individuals and staff to attend a
Sunday clinic at a local Rite Aid location.
Marion asked providers if there were any vaccination updates within their
programs.
Adrienne High confirmed that Keystone Human Services had participated in the
recent vaccination clinic for Residential Habilitation providers at Merakey and
individuals/staff will return for their second dose on March 9th. Adrienne reported
that this clinic was well attended and went smoothly.
Rachel Travis shared that most of Person Directed Supports’ (PDS) individuals
received their first vaccine dose on February 8th without any significant side
effects and will receive their second dose on February 28th.
Lorrie Miller stated that The Arc of Franklin & Fulton Counties has been unable to
access the vaccine to date but is interested in hosting a clinic.
Michelle Lane mentioned that Occupational Service, Inc. (OSI) had contacted
several local pharmacies to inquire about vaccine availability but is still waiting
for responses.
Marion recommended that providers begin to put together a list of
individuals/staff that are interested in receiving the vaccine at a clinic.
IDD Provider Meeting
HCQU Updates
A HCQU representative was not able to attend today’s meeting. The HCQU
continues to offer online training sessions on various topics. February and March
HCQU syllabuses will be sent out with the meeting minutes.

Round Table/Provider Updates
Occupational Services, Inc. (OSI) – Gabby Snider
Pending Franklin County’s return to a Moderate level of COVID-19 community
transmission for two (2) consecutive weeks, OSI anticipates reopening and
bringing individuals back in the following phases starting March 1st:
o March 1st – Arc, walkers, and private transportation individuals
o March 8th – Christian Residential Opportunities and Social Services (CROSS)
individuals
o March 15th – Individuals that take Alliance for Nonprofit Resources (ANR)
Transportation five (5) days per week
o March 22nd – Individuals that take ANR Transportation less than five (5)
days per week
The CPS Hub will continue for current CPS individuals so that they will not have to
stay home and wait for ANR Transportation to resume its services. At this time,
only eight (8) have indicated that they are not interested in returning to OSI’s
programs. OSI will continue to have small pod sizes at its facilities and will
conduct trainings on proper hand washing/hygiene and social distancing as
more individuals return.
Service Access & Management (SAM), Inc. – Shanna Golden and Matt Yingling
SAM has hired Laura Dibert to be a full-time supports coordinator in the
Shippensburg and Chambersburg areas. Laura previously completed an
internship with SAM which involved attending meetings and shadowing supports
coordinators.
Person Directed Supports (PDS) – Rachel Travis
Three (3) of PDS’ individuals recently moved to new homes within the agency
that will better support them. PDS also had a new admission to its program in the
middle of January following the completion of renovations and licensing at
another home.
IDD Provider Meeting
AHEDD – Sarah Guyer-Marshall
An AHEDD staff member has been out for an extended period of time. AHEDD is
currently considering whether there is a need to hire additional staff. AHEDD
continues to receive referrals for adults in the community and has been working
with schools on student referrals.
