WEDNESDAY, MARCH 3, 2021
The Franklin County Commissioners met Wednesday, March 3, 2021, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved all bills presented and ordered paid.
The minutes of the February 24, 2021 meeting were reviewed. These will be
decided upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked Carrie Gray, County Administrator, to provide an overview of action #9 for the
Emergency Rental Assistance Program. Ms. Gray explained that the funding is through
Act 1 of 2021 which is the same act that provides the hospitality industry recovery
program funds that Franklin County Area Development Corporation (FCADC) is helping
to distribute. This funding is for rental and utility assistance. We wanted to partner with
an organization to distribute the funds. The program requires a County Plan and Megan
Shreve from South Central Community Action Program (SCCAP) and Glenda Helman,
Grants Director, developed the plan in five days. She turned the discussion over to
Megan Shreve, who attended virtually, to provide further information. Ms. Shreve stated
that we are receiving a substantial amount of funding at a total of $10.1 M and most of
the funding will be designated to rental assistance. The program threshold is 80% of
median income which will help middle income individuals and families who have lost part
of their income due to the pandemic or others who were already struggling. She
mentioned that Waynesboro Human Services will be helping to meet the needs in
expanding their hours or working overtime to work on this program. This is a wonderful
economic boost to get funds to the landlords since they have been impacted as well and
could not pay their mortgages. Chairman Keller asked the income amount in terms of
80% of median income. Ms. Shreve provided the figures. She stated that they have to

spend 65% of the funds by July 1 which is not possible since t
the application process yet. They are planning to start them next week. Chairman
Keller asked if the funds will go directly to the landlords and utility companies. Ms.
Shreve explained that the money will go directly to them but if for some reason they will
not accept the funds from SCCAP she will go with the client to the bank to cash the
check and directly deliver the funds to the landlord or the utility company to make sure
they get paid. Chairman Keller asked how they are going to do outreach and promotion.
Ms. Shreve responded that they will use social media, press releases and a landlord

meeting will be held on March 19. The state will also do heavy advertising. She said
there will be a lot of publicity. Commissioner Ziobrowski asked if the numbers she gave

median income. Commissioner Ziobrowski wanted to compliment Megan on the
extraordinary presentation she made at CJAB last Thursday. It is a real eye opener for
some folks on how hard it is to get by with existing programs. The items will be decided
upon in the afternoon approval session.
John Thierwechter, Assistant County Administrator, provided an update on the
mass vaccination plan for Franklin County. He informed the Board that they are still
working on a primary location for the site. They are working through issues with
attorneys but hopeful that next week he will have more news for them. Commissioner
Ziobrowski said that Lancaster is working on mass vaccinations next week and thinks
they must have gotten more vaccines. He thinks they are partnering with a different
hospital. Mr. Thierwechter said that he has not heard of the additional availability of
vaccine but he did hear that there is a plan to vaccinate teachers through the Lincoln
Intermediate Unit in our area.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the
items that were reviewed.

On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved the minutes of the February 24, 2021 meeting.
The Board reviewed Children & Youth matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the report to
Commonwealth of Pennsylvania, Bureau of Budget and Program Support, Office of
Children, Youth & Families showing revenue and expenditures of Act 148 funding for
October 1, 2020 through December 31, 2020 reporting the amount of $3,042,984.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of
the Board to execute the third addendum to the agreement dated July 6, 2020 between
the County and Capitol Theatre Center Foundation to extend the lease through July 31,
2021. This lease is to provide additional space for judicial hearings, meetings and sales
in compliance with applicable public health guidelines. All other terms of the lease
agreement shall remain in full force and effect.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #58 from Lobar, Inc. to provide an
additional dual-key Knox Box at the Central Avenue alley gate for access by Franklin
Fire Company at the Judicial Center project for an additional cost of $1,777.60.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #59 from Lobar, Inc. to provide
additional framing at bridge columns as required to install ACM column covers at the
Judicial Center project for an additional cost of $5,002.18.

The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #60 from Lobar, Inc. to seal all
Judicial Center project for an additional cost of $1,712.24.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #61 from Lobar, Inc. to fill (Bondo) and
sand smooth door frames that needed to be punched/dimpled as a result of hardware
changes at the Judicial Center project for an additional cost of $1,444.69.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #62 from Lobar, Inc., to provide tactile
exit signs at the Judicial Center project for an additional cost of $1,961.55.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the Supplemental Appropriation
in the amount of $1,756,000.00 to provide budget for the COVID-19 Hospitality Industry
Recovery Program (CHIRP). State funds will be passed through to Franklin County
Area Development Corporation (FCADC) to be distributed through grants to the
hospitality industry.
The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski;
Human Services Plan for the Emergency Rental Assistance Program (PA Act 1 of 2021,
Section 3 Article I-D). This program will provide financial assistance to eligible
households to pay rent, rental arrears, utilities, utility arrears, and other related housing
expenses incurred due, directly or indirectly, to COVID-19. The program will allow
SCCAP to use no more than 9.09% of allocated funds to provide housing stability
services to eligible households and cover administrative costs. Funding must be
expended by 12/31/2021. Applications for assistance accepted through September 30,
2021.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the second amendment to the
agreement between the County and Washington Township for the 2019 Franklin County
Tourism and Quality of Life Enhancement Grant project for the Monterey Pass Battlefield
Park Trail System Improvements to modify the original scope of work to include the
purchase of gas-powered, six (6) passenger golf carts with accompanying storage shed.
The purchase of these items with the remaining grant funds will provide access to
visitors who may not have the physical ability to travel to the Monterey Trail Peak
Observation Deck without assistance. The proposed total for this portion of the project is
approximately $16,915.00. All other terms of the agreement shall remain in full force
and effect.
The Board reviewed Tax Claim matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved to accept a bid on the repository
list made by Troy Carbaugh in the amount of $100.00 for purchase of a mobile home
located in Letterkenny Township.

In accordance with PA Act notifications, Spectrum Industrial Coatings notified the
County of a Pennsylvania Department of Environmental Protection Air Quality Program
Permit for addition of a paint booth to the facility on property located in St. Thomas
Township.
The meeting was adjourned at 2:05 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
