HomeMy WebLinkAboutIDD Provider Meeting Minutes 05-21-21Intellectual & Developmental Disabilities Provider Meeting Friday, May 21, 2021 MEETING MINUTES Welcome & Introductions This meeting was held via Google Meet. Lori Young confirmed which providers were present prior to the beginning of the meeting. Katie Freeman  Health Care Quality Unit (HCQU) Updates The deadline to get all individuals receiving residential services scored and assessed with the Health Risk Screening Tool (HRST) is June 30, 2021. The Office of Developmental Programs (ODP) is allowing providers to submit a letter with a plan of completion if they are unable to meet this deadline. It would give providers until the end of the year to get all individuals scored and assessed. There are117 individuals in Franklin and Fulton Counties that have been identified as needing the HRST. Only three (3) individuals still need to be screened. The HCQU is continuing to do virtual only trainings per the guidance of Dr. Cherpes (ODP). If providers need specific in-person training, they can reach out to Katie Freeman to discuss this option. The HCQU offers a “Hanging with the HCQU” virtual session every Wednesday at 1:00 p.m. Activities include trips to the zoo, cooking, puzzles, and movies. Registration is not required and the link is included in the HCQU syllabus. The HCQU is currently down two (2) full-time nursing positions. The HCQU staff currently consists of two (2) nurses, behavioral health coordinator, and the director. The staffing situation has not impacted the HCQU virtual training schedule. Providers may refer any potential candidates for the vacant nursing positions to Katie. Matt Yingling  Supports Coordination Organization (SCO) Updates/Refresher Providers were reminded that any medication changes for LifeSharing and residential individuals need to be reported to the supports coordinator (SC). Providers were reminded to notify the SC if any residential individuals move. There have been instances where the SC has learned about the move from the Administrative Entity (AE) or from someone living in the home. Providers need to complete the residential assessment thirty (30) days prior to the individual’s Annual Review to ensure the SC has adequate time to review it. The SC must complete a Free from Abuse form with the individual privately prior to the Annual Review. The individual’s caretaker should not be present or listening in while the form is being filled out. o Tony Fisher requested a copy of the Free from Abuse form. A copy of the form will be included with the meeting minutes. IDD Provider Meeting Lori Young  Vaccine Clinics Update Keystone Health will be hosting a vaccine clinic at the Franklin County Visitors Bureau in downtown Chambersburg on May 22nd from 11:00 a.m. until 2:00 p.m. The clinic will be offering the Johnson and Johnson vaccine to individuals eighteen (18) and older. It is a walk-in clinic so appointments are not required. WellSpan Health has partnered with Franklin County to offer a community vaccination site at the Chambersburg Mall. Walk-ins are accepted on Tuesdays, Thursdays, and Saturdays from 12:00 p.m. to 3:00 p.m. Appointments can be scheduled using WellSpan’s website as a guest without creating an account.  Quality Assessment & Improvement (QA&I) Interim Review ODP will be conducting an interim review process and will not be starting Cycle 2 for QA&I. The tool is supposed to be similar to the one that was previously used. The QA&I random sample of providers and the tool will not be available until July 1, 2021. Due to the interim review, the provider qualifications will be out of alignment. This past year the provider qualifications were for Cycle 2 Year 1 with a Master Provider Index (MPI) number between 0-2. All providers that Lori is the lead for have been completed for FY 20-21. The Year 2 provider qualifications will start for FY 21-22 for providers with a MPI number between 3-5. The information for Year 2 should be released around January or February of 2022.  Fiscal Year Renewals (on behalf of Jane Cline) Fiscal Year Renewals for waiver individuals are due to Jane Cline and Marion Rowe by the middle of June. The renewals will be finalized during the last two (2) weeks of June.  Provider Letter from ODP (on behalf of Jane Cline) Lori went over the actions that ODP is taking to accommodate providers as they are dealing with staffing and program management challenges presented by COVID-19. These actions were announced in a letter from ODP on May 17th. o “Postponing full implementation of the updated Incident Management process that requires a Department-certified investigator to complete investigations for reported abuse to an individual by another individual and incidents of injuries requiring treatment beyond first aid as a result of an accidental injury.” o “Agencies unable to complete the Health Risk Screening Tool (HRST) for all individuals will be asked to provide a plan for completion with the anticipated benchmark and completion timelines for their agency.” o “ODP is extending the period in which the Modified Medication Administration Course can be used until December 31, 2021. ODP is also indefinitely extending the timeframe for those staff to be subsequently trained with the Standard Medication Administration Training Course.”  Incident Management Updates (on behalf Marion Rowe) Marion will send any pertinent information/updates in a follow up email to providers. IDD Provider Meeting o Tony informed meeting participants that the Certified Investigator and Quality Management trainings are currently full. The next schedule of available trainings will not be released until September. o Tony and Nathan discussed the new policy where any suspicion of an incident would lead to an investigation. Also, Individual to Individual (I2I) abuse will now require an investigation. o All self-harm issues need to be documented in the Individual Support Plan (ISP) in order to have a record of mitigation efforts. Tony and Bonnie Miller confirmed that these steps can be taken prior to the new bulletin going into effect on July 1st. Round Table/Provider Updates  Person Directed Supports (PDS) – Rachel Travis Community Participation Supports (CPS) is up and running. PDS is currently looking for staff to assist with CPS and other day services. Individuals in the residential programs are doing very well and more consistent family visits are being scheduled. PDS held a vaccine clinic in February. Everyone who wanted a vaccine was able to receive one. There were two (2) individuals who did not receive a vaccine and one (1) individual who declined the second dose. Virtual activities are still being offered each week. These activities are less popular since individuals are getting out more.  AHEDD – Sarah Guyer-Marshall AHEDD has been making several job placements as individuals return to work. There are many available positions in the community. The CareerLink building is still closed so intakes are being completed virtually. Job coaching is still being conducted on site. AHEDD will be looking to hire an employment specialist.  Tender Hearted Services – Bonnie Miller Clients and staff have been enjoying the opportunity to get out more.  Occupational Services, Inc. (OSI) – Jenny Rockwell All individuals that wanted to return to OSI’s programs have done so at this time. IDD Provider Meeting  ARC of Franklin & Fulton Counties – Lorrie Miller The ARC is currently looking for direct care professionals.  Family Care Services (FCS) – Tony Fisher & Nathan Sullivan Jessica Coons was promoted from a LifeSharing specialist to a supervisor. Jessica will be trained to be a certified investigator to work with Incident Management. An increase in investigations and incidents is expected based on the latest Incident Management bulletin. All LifeSharing specialists have completed the ODP Incident Management training. Several FCS employees have been attending the Everyday Lives Conference. Tony reminded everyone of the upcoming LifeSharing Conference that will take place in November at the Kalahari Resort. Nathan Sullivan asked day program providers if there were any anticipated changes to the requirement that individuals wear masks indoors even if fully vaccinated. Individuals who are unable to wear a mask are currently limited to outdoor activities. At this time no update was available. Lori will reach out to ODP for further guidance. Tony Fisher wanted feedback on the current electronic platforms used by other providers for record management. o Chuck Nussbaum confirmed that Keystone Human Services is currently using CareLogic and is satisfied with this platform. o Rachel Travis confirmed that PDS uses Horizon for medical documentation and billing services. o Lori shared that ODP is transitioning from the Home and Community Services Information System (HCSIS) to Enterprise Case Management. ODP expects Enterprise Case Management to be active by 2022.  Keystone Human Services – Chuck Nussbaum There have been some major shifts in personnel resulting in a couple of supervisor positions that need to be filled. Transition planning for Chuck’s retirement in August is currently taking place.
