HomeMy WebLinkAbout2021-07-14 Commissioner Minutes WEDNESDAY, JULY 14, 2021 The Franklin County Commissioners met Wednesday, July 14, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the July 7, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Carrie Gray, County Administrator, to provide more information on the contract with the Chambersburg Area Council for the Arts. Ms. Gray explained that this agreement is to provide artwork for the new Judicial Center. There were three locations identified for artwork but the one location will house the historic wooden state seal. The project would entail the Arts Council collaborating with local artists across the county for sketches which will be brought before the Board for approval. Then staff will install two murals, one in the lobby and one in a public area of the first floor. Chairman Keller mentioned that Act 13 Marcellus Shale funds will be used to pay for this project. Commissioner Flannery said that this is a great endeavor and he looks forward to seeing the murals. Commissioner Ziobrowski agreed and thanked Ms. Gray. Chairman Keller asked why the agreement with BOPiC for translation services is for June 4to September 30, 2021. Glenda Helman, Grants Director, explained that the grant period ends on time if we will be awarded the grant. She further explained that other departments, including the Drug and Alcohol and Human Service Administration, use BOPiC for translation services. Chairman Keller said he is glad we are working with a local entity for this service. The items will be decided upon in the afternoon approval session. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 11:08 a.m. this date for the purpose to review potential litigation and real estate matters. The Board reconvened into regular session at 11:40 a.m. No action was required after the executive session. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the July 7, 2021 meeting. Continued on page 2 The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Amendment No. 009 to the agreement signed November 2017 between the County of Services for ten (10) calendar days on September 13 through September 22, 2021 The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and the Chambersburg Area Council for the Arts for the creation of two unique murals at the New Judicial Center Building at a cost not to exceed $29,957.00. The murals will encompass the spirit of the local community, with a particular focus on the history, culture, industrial and manufacturing heritage and agriculture of the area and in celebration of the significant artistic talent within Franklin County. The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and BOPiC to provide interpreter/translation services for limited English proficiency (LEP) participants in the Good Wolf Treatment Court at a cost of $1,000.00 for the period of June 4, 2021 through September 30, 2021. Services will be provided for Case Management meetings and meetings with Probation personnel and other events as needed. Court services are provided through AOPC certified interpreters. The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the amendment to the agreement signed on April 30, 2015 between the County of Franklin and Lexis Nexis to provide inmates the ability to do legal research with an EHD (External hard drive) at a total cost of $29,484.00 for the period of February 1, 2022 through January 31, 2025. Access to this service is strictly to do research preparing the inmate for court. Law Library computers and a printer are provided. In addition, the inmate has access to on-line legal services from the inmate tablets. Legal services for inmates are required by Pennsylvania State Law. The Board reviewed additional Jail matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Trinity Asphalt Paving & Seal Coating for repair of large cracks in the parking lot of the Jail at a cost of $12,500.00. In addition, there will be two coats to cover the parking lot and a sealant. Once this process is repaired and taken care of, the vendor will reline and designate the parking lot. Requests for quotes were obtained with 3 responses. Trinity is the lowest qualified quote. The Board reviewed Tax Claim matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to accept two bids made by Adam N. Faith in the amount of $100.00 each on the repository sale of two mobile homes on property located in Antrim Township. These repository sale bids are for mobile homes that need to be put back on tax rolls to start generating tax money. In accordance with PA Act notifications, New Enterprise Stone & Lime Co., Inc. notified the County of a Pennsylvania Department of Environmental Protection Bureau of Air Quality for approval to renew the State-Only Operating Permit for their Dry Run Quarry facility located in Dry Run, PA.
