WEDNESDAY, SEPTEMBER 8, 2021
The Franklin County Commissioners met Wednesday, September 8, 2021, with
the following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda. Chairman Keller welcomed former
Commissioner Bob Thomas who was present to receive the resolution for
America250PA.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
The minutes of the September 1, 2021 meeting were reviewed. These will be
decided upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. The items will be
decided upon in the afternoon approval session.
The Board reviewed Commissioners Office matters and conducted a bid opening
for the sale of construction fencing and cable track. The following bidders submitted a
bid: Mike Seilhamer bid a total amount of $50.00 for the cable track and Roger Wingert
bid a total amount of $1,000.00 for the construction fencing. The advertisement for the

bidders as recorded above.
The Board reviewed Resolution #2021-05 supporting the Pennsylvania
Commission for the United States Semiquincentennial (AMERICA250PA). Chairman
Keller announced that former Commissioner Bob Thomas has been appointed by the
Commonwealth of Pennsylvania to serve on the commission and Janet Pollard, Director
of the Visitors Bureau, was appointed as well. The Board welcomed comments from Mr.
Thomas. Mr. Thomas explained that America250 is a national program established by
the US Congress and signed into law and every state is activated. America 250PA is
the state program. He continued that Pennsylvania is the most prepared state of any
state in the union. The reason he is excited about it is because it will be the most

America 250PA is to have every community be prepared to educate their citizens on the
history of their community along with state and the national history. Cassandra
Coleman, Executive Director of AMERICA250PA came here recently to see our history.
He said that history is not being taught like it used to be in the schools. Ann Hull from
the Historical Society used to have a thousand school children at the Historical Society
to learn about history, now she gets zero but she is working with school districts to bring
them back. He mentioned that the Chambersburg Borough Council is allowing flags to
support our veterans at his request. We have provided more people per capita in any
county in the nation into the armed forces. Mr. Thomas explained that America250 is
also planting a liberty tree in every county. He explained that during the revolution the
patriots got together and had meetings under these trees. The trees were destroyed by

British soldiers during the Revolution. But there was DNA kept of the trees so now there
are new liberty trees that will be placed in all 67 counties being paid for by the Masons.
Another thing they are looking at is placing a liberty bell in each county; he thinks it
would be incredible to put one at the square. Mr. Thomas said the Commission is
actively engaged and they are talking to civic organizations and everyone is jumping on
board. Chairman Keller said there has been a lot of attention paid to our role in the Civil
War and our Revolutionary War history is rich and meaningful. He is excited about the
upcoming celebrations. He mentioned that through the Tourism and Quality of Life
grants, the Commissioners have been investing in history throughout the County and the
dollars to support our history is leveraged to do great things. Chairman Keller asked him
to keep the Commissioners posted on the liberty tree planting so they can participate in
the event. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved Resolution #2021-05 supporting the Pennsylvania Commission
for the United States Semiquincentennial (AMERICA250PA) and that the attached
resolution will be a part of the minutes.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the
items that were reviewed.

unanimously approved the minutes of the September 1, 2021 meeting.
The Board reviewed Elections matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Beidel Printing House, Inc. for the printing, furnishing, and
delivering of ballots for the Municipal Election being held on November 2, 2021. The
agreement is at a cost of $19,491.00.
The Board reviewed Fiscal matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the
amount of $88,539.00 to record the fifth shift in funding for FY 2020-2021 within the
Human Services Block Grant. This appropriation shifts funding from Mental Health and
Drug and Alcohol to Intellectual and Developmental Disabilities for additional specialized
supports for on-site nursing care, to the Homeless Assistance Program for additional
shelter support and case management services, and to the Human Services
Development Fund for continued support of the data warehouse project and to record
county share for an overage in allowable administrative costs for the fiscal year.
The Board reviewed additional Fiscal matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of $19,725.00 to increase the budget for the addition of the
Information Access and Link Coordinator position (effective September 16, 2021).
The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the
House to increase the maximum encumbrance of the agreement to $147,420 starting
July 1, 2021, as well as to extend the term of the agreement to September 30, 2021.

The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the addendum to an agreement between
the County of Franklin and Prime Care Medical, Inc. This addendum will be considered
a binding contract in conjunction with the original Prime Care Medical, Inc. agreement
from 2002. This is the fourteenth addendum to the agreement with an increase of 2.5%
effective January 1, 2021. In addition, the catastrophic liability fees will increase to a
rate of $15,000 per month. The total compensation for contractual medical services for
the year will be $1,881,093.38. Monthly cost for contract catastrophic is $180,000.00.
2021's ADP (average daily population) is 430, with the per diem rate at $5.68.
The Board reviewed Risk Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the monitoring agreement between the County of Franklin and
SAH Monitoring for the fire alarm monitoring service for the new Judicial Center fire
alarm system. SAH Monitoring is the service used by BSGI, the fire alarm system
contractor. Since this is a proprietary system, it is recommended the preferred
monitoring service be utilized.
The Board reviewed Tax Services matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved to accept a bid made by
Misty R. McGill in the amount of $100.00 on the repository sale of a mobile home on
property located at 1874 Black Gap Road, Lot 6, in Guilford Township.
The Board reviewed additional Tax Services matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the exoneration of
taxes to get the properties off the tax rolls to eliminate bills being generated in the future
for properties located in Greene, Guilford, Letterkenny, Montgomery, St. Thomas, and
Washington Townships, as well as Waynesboro Borough.
The Board reviewed Veterans Affairs matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of $5,730.00 for additional expenses related to the Veterans
Affairs Golf Tournament.
The Board reviewed additional Veterans Affairs matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of $82,673.00 for the donation of a 2016 Nissan Rogue (VIN
#*918452) valued at $21,673.00 and a 2020 Ford Transit Van (VIN #*35974) valued at
$61,000. The VA plans to use these vehicles for a future program that will provide
veterans with transportation to medical appointments through a third party vendor.
Program details to be determined.
The Board reviewed Proclamation #2021-13 proclaiming the month of September
as Suicide Prevention Month. Bethany Peake, Chief Executive Officer of the Mental
Health Association, along with staff from the association and Cori Seilhamer, were
present to provide information on suicides in Franklin County and explain activities that
will be happening in Franklin County to raise awareness. Ms. Peake explained there will
be purple and teal ribbons around Chambersburg and Greencastle this year along with
flyers in local businesses to explain the ribbons. They are hoping to include
Waynesboro and Mercersburg next year. There is also an opportunity to partner with

provided handouts of information spanning pre-pandemic, during the pandemic and
where we are at now. She explained that in 2019 there were 21 suicide deaths which
had been consistent each year before that. In 2020 there were 15 suicide deaths which
is a decrease of 29%. So far this year there are 11 deaths which is a decrease of 8.3%.
She explained that the average age is dropping and younger people are committing
suicide. The average age now is 37 years where in 2019 the average age was 55. She
thinks this may be due to more people being home during the pandemic but now more
people in the households are back to work so that may leave a family member alone.

Commissioner Ziobrowski asked if the anomaly in numbers has anything to do with the
fact that older people died from COVID that may have decreased the average age so
that the median age would decrease. Dr. Morgan explained how she gets the age-
adjusted calculation from the CDC who uses the census from 2010 but they will be
updating their calculation this year since the census took place in 2020. She explained
that the suicides in Franklin County are mostly white males and that 82% of the deaths
were from gunshot wounds. She continued that numbers are going down so they feel
they are seeing some good positive effects from the Boots on the Grounds effort.
Chairman Keller thanked everyone that was in attendance and that every life is precious.
He read the proclamation. Commissioner Ziobrowski said this morning they had a
proclamation for AMERICA250 which was a happy event and they smiled for the picture
but this proclamation is a very sad occurrence when someone takes their life. He is glad
that they have special noble people that try to prevent suicides. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved Proclamation
#2021-13, proclaiming the month of September as Suicide Prevention Month that the
attached proclamation be made a part of these minutes.
The meeting was adjourned at 2:33 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
