Minutes
- Welcome and Introductions
Everyone introduced themselves along with their agency affiliation.
- Quarterly Meetings
Jan suggested to the providers that the Mental Health Provider Meeting be held
quarterly instead of every other month. The providers were favorable to this
suggestion. For 2009, the meetings would be June 12, September 11, and
December 11. Standing agenda items for meetings include:
• Specific Updates from County and Agencies
• Outcomes discussion related to Psychiatric Admissions
• Reporting
• Resource Sharing
• Quarterly Cross training opportunities through the County. (Trainings are
open to provider staff and they are posted on the website).
- Boilerplate/Service Provision Contract Revisions FY 2009-2010
Jim should have the new work statements ready to be sent out early next week.
The new items will be in bold print. Submission deadline for both the contracts
and budgets will be Thursday, Apri130tn
• Psychiatric Admissions Report and Process
Jim introduced this new form to the providers and explained how to
complete it and e-mail it to him. This would be a way to cross reference
information with case managers and collect data to better serve
individuals. It will also be a reminder to providers to provide extra support
for individuals returning to their programs following an inpatient
treatment stay. It also addresses one of the goals of the Danville State
Hospital Service Area Planning process.
• Community Mental Health Early Warning Sign Report
This form was originally introduced by Jeff Brown, Keystone, at an earlier
Provider Meeting. Jim showed it to County staff and they felt this would
be a proactive approach to work with individuals who are having
problems. The provider agency would complete the form and fax it to the
case manager. The case manager would complete their portion with the
specifics of that action(s) taken and then fax it back to the original sender.
There was some discussion as to how the form would be used when
several agencies are involved with the same individual. It was mentioned
that case managers will receive training regarding how to most
appropriately utilize this form. This form would only be used for county-
funded individuals.
• Jim suggested that we revisit both forms as part of the June 12tH
meeting.
- MH Plan/ROSI
Cori shared the Mission Statement update for next year's Mental Health Plan with
the Providers to see if they were satisfied with what she had written. Everyone
approved. The Mental Health Plan is posted on the County website. The hearings
for the Plan will be on May 5, 2009 at 11:00 at Mental Health Association for
Fulton County and on May 11, 2009 at 3:00 at the Human Service Building for
Franklin County.
ROSI (Recovery Oriented Systems Indicators)
Cori and the ROSI committee have been compiling information and doing a report on
ROSI indicators. It is now time to choose an indicator that we will report on.
Here are the choices:
• Independent Peer/Consumer Operating Program
• Peer/Consumer Delivered Service Funding
• Diversion from Criminal Justice System
• Affirmative Action Hiring Policy
• Local Agency Recovery Oriented Mission Statement
• Consumer Representation on Local Boards
- Fiscal Discussion/Questions
• Hard Closes
Becky explained that there will be Hard Closes quarterly. That means the
Provider Billing has to be on her desk by the 15th of the next month.
(ei: Billing for April has to be on her desk by May 15). Providers may
send the billing as soon as they can and she will accept it.
• Budget Forms
The Budget Forms have been sent out to Providers. If there is an increase
of 25% in any category from last year, providers need to write up the
allocation change and reasons for it.
• Billing Memo
Jan sent a memo out to Providers about the Billing. Claire is working on a
procedure to have authorizations completed promptly so that there are no
problems with billing because of authorizations not being in the system.
- New Business or Announcements
• The County has a Community Calendar on the Website that Cori updates
quarterly. If an agency would like to put something on the calendar they
just need to contact Cori and she will put it on the calendar for everyone to
review.
• There is a Stakeholder meeting on Apri122, 2009 from 10:00 - 11:00 to
give a TMCA/CBHNP overview.
• The Chambersburg Hospital Behavioral Health Unit is celebrating their
25th Anniversary this year.
• The County Assistance Office will be giving a presentation on March 24,
2009 on Children's services.
• Franklin/Fulton County MH/MR has put out an RFP (Request for
Proposal) for a new provider for psychological evaluations.
The meeting was adjourned. The next Mental Health Provider Meeting will be on
June 12, 2009 at the Human Service Building at 10:00 - 12:00 in conference rooms
156-157.
