HomeMy WebLinkAbout2021-09-29 Commissioner Minutes WEDNESDAY, SEPTEMBER 29, 2021 The Franklin County Commissioners met Wednesday, September 29, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. Chairman Keller asked to approve the agenda with one slight modification to add to respond to a public comment from last week. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the amended agenda. Chairman Keller responded to a public comment made last week concerning the . It was suggested the county had no debt in 2010 or 2011 and that the issued a bond of approximately $39M in 2004 to cover the costs of the new jail, radio system and farm land preservation easements. An additional debt of approximately $2M was incurred a few years later for windows and a roof at the Franklin County Nursing Home. The County was still paying on that debt right before the county issued a bond for the Court 2018 prior to issuing the bond for the CFIP. Therefore, the $55M bond for the CFIP debt service to r total debt service obligation through 2040 including principal and interest is $98M. Kim Wertz from Chambersburg provided public comment and asked for more information on board action items 2 and 9. She would like to know if the price for the podiums in item #2 is accurate at $876 per podium. Chairman Keller said they will address her questions during the board action discussion. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the September 22, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County Administrator, explained board action item #2 was a request for podiums because the revised space at the Archives Phase 2 project allows room for the podiums for lectures and presentations and also they would like to take them on the road. The cost is within reason according to Mark Weaver, Architect with Noelker and Hull. For custom made podiums that are movable he thought the price would be higher. John Boozer, Project Manager, responded that market prices with direct purchase are of less quality than custom made so this was a better price than he expected. Commissioner Flannery iness so to be less than $1,000 is a good price. Mr. Boozer explained that with board action item #9 the overhead doors are very big doors that could damage vehicles or equipment so they are Office request. Mr. Boozer explained board action item #7 is to demolish and reconstruct rails and to make all the AV systems comparable and compatible in all six courtrooms. He continued that to do that they had to add a closet and demo the current rails and replace them so they are more secure and stable. The highest cost is the cabinetry millwork to make it fit. He found the number to be competitive and it was not as high as he thought it would be. The items will be decided upon in the afternoon approval session. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the minutes of the September 22, 2021 meeting. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the quote from Whitmoyer Auto Group in the amount of $72,100.00 to replace two 2008 APO vehicles with high mileage and increased maintenance costs with two 2022 Police Interceptor utility AWD vehicles. The new vehicles will be used for fieldwork activities for home and worksite visits, as well as prisoner transport. Each vehicle was requested to be outfitted with a prisoner containment system. There are two requests this year due to accommodating a 5% budget decrease in 2020. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #016 from eciConstruction, LLC to provide four podiums at the Archives-Phase II project for an additional cost of $3,547.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #GC-100 from Lobar, Inc. to construct A/V Historic Courthouse project for an additional cost of $3,366.35. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #GC-101 from Lobar, Inc. to construct a trench drain with diamond-plate steel cover from SW downspout of Historic Courthouse to convey rainwater under the sidewalk to spill into the street at the Historic Courthouse project for an additional cost of $3,514.55. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #GC-102 from Lobar, Inc. to construct Courthouse project for an additional cost of $7,305.76. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #GC-103 from Lobar, Inc. to install metal panels at Historic Courthouse window infill below bridge in lieu of plaque to be furnished and installed by Owner at a later date at the Historic Courthouse project for an additional cost of $1,022.70. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #GC-104 from Lobar, Inc. to demolish the existing jury box rail wall in the Historic Courtroom and construct two new rail walls at the two jury box levels at the Historic Courthouse project for an additional cost of $24,326.13. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #GC-105 from Lobar, Inc. to provide a baby- project for an additional cost of $757.79. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #GC-106 from Lobar, Inc. to modify the overhead doors in the new Courthouse for the Judicial Center project for an additional cost of $5,576.98. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #GC-CO-017 from eciConstruction, Archives Phase II project for an additional cost of $5,380.00. The Board reviewed Drug & Alcohol matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the report to Department of Drug and Alcohol Programs (DDAP) for Fiscal Year 2020-2021 Year End Report Fiscal Forms including the annual Personnel Roster, Report of Fixed Assets, and SCA Administrative Costs. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute -Insurance Renewal Application to the PA Department of Labor & Industry - application cost of $100.00, for the period of January 1, 2022 through December 31, 2022. This application is necessary to maintain our self-insurance status. The Board reviewed Human Services Administration matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Contract between the County of Franklin and Rhodes th Grove for the Human Services Training Event on October 6 that will be for 100 individuals (max) at the Rhodes Grove Conference Center at a cost of $525.00. The contract covers the use of the Meadows, Antrim, Greencastle, Board Room and Kitchenette rooms for breakout sessions. In addition, the use of the beverage island along with a snack will be provided. In accordance with PA Act notifications, WM.F. Hill & Assoc., Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit being applied by the St. Thomas Township Municipal Authority to allow for the continued discharge of effluent from the St. Thomas Township Wastewater Treatment Facility located in St. Thomas Township. In accordance with PA Act notifications, martin and martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection PAG-02-NPDES Permit being applied by Spring View Farms for development of 72 single-family dwellings located in Hamilton Township. In accordance with PA Act notifications, martin and martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection PAG-02-NPDES s Famous Pastry Shoppe, Inc. for bakery and production facility expansion located in Guilford Township. Continued on page 4 Chairman Keller wanted to mention there are three Judges of Elections resigning and he wanted it noted in the minutes that the Commissioners are signing thank you letters to them today. He stated that elections run smoothly with these dedicated individuals and the Board appreciates their service. He mentioned the following individuals: Jacqueline Greenawalt, Judge of Election and Harold Greenawalt, Jr., Minority Inspector both from Antrim Township - 3rd District, Roberta Kline, Judge of stnd Election from Chambersburg 1 Ward 2 District; and Esther Wagner, Judge of Election thnd from Chambersburg 5 Ward 2 Precinct. He stated that Esther Wagner had over 60 years of service and she is his hero. The meeting was adjourned at 2:10 p.m. with a motion by Robert G. Ziobrowski; seconded by John T. Flannery. Carrie E.
