HomeMy WebLinkAbout2009-06-18 Commissioner MinutesTHURSDAY, JUNE 18, 2009 The Franklin County Commissioners met Thursday, June 18, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of June 9, 2009 and June 11, 2009 meetings. The Board reviewed Adult Probation matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the amount of $45,000.00 to be used for special projects using the DUI fines treatment revenue. The Board reviewed Information Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Kronos, Inc. to replace old timeclocks on the Kronos system at a cost of $33,120.00. The Board Jail matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and DSI/ITI to provide inmate telephone service at no cost to the County for the period of March 21, 2009 through March 20, 2014. The Board reviewed Juvenile Probation matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment in the amount of $1,000.00 to purchase Hershey Park tickets for youth being paid through the Youth Diversion Funds. The Board reviewed Mental Health matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Updated Franklin/Fulton Mental Health Contract Encumbrance Listing for Mental Health. The Board reviewed Nursing Home matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Availity, L.L.C. to provide the Nursing Home with access to a healthcare billing network at no cost to the County. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Knepper's Kleen Water to provide annual maintenance on the water treatment equipment at the Greencastle Senior Center at a cost of $461.00 for the period of July 1, 2009 through December 31, 2009. Ziobrowski; unanimously approved the Proposal from Knepper's Kleen Water to provide annual maintenance on the water treatment equipment at the Adult Probation Building at a cost of $464.00 for the period of July 1, 2009 through December 31, 2009. The Board reviewed additional Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Bonded Applicators for roof replacement on the Greencastle Senior Activity Center at a cost of $9,576.00. Three quotes were received and this was the lowest qualified quote. The Board reviewed Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and KG Media Solutions to take raw video footage and create three Civil War Trails video clips, to create 225th anniversary video clips and other video marketing for the Visitors Bureau at a cost of $1,000.00 for the period of June 18, 2009 through September 14, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Journal Publications to advertise in the Hershey Harrisburg Visitors Guide at a cost of $4,100.00 for the period of June 18, 2009 through July 15, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Advertising Agreement between the County of Franklin and Hampton Publishing to advertise on the Shippensburg map which has a shelf life of three years at a cost of $350.00. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Getaway On Display to distribute to AAA and Mid-Atlantic Travel consumers at a cost of $3,677.00 for the period of March 1, 2009 through August 31, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of Franklin and Pennsylvania on Display which is the state's distribution network for tourism information within the state at a cost of $3,600.00 for the period of June 18, 2009 through December 31, 2009. In accordance with PA Acts 67, 68 and 127 notifications, CET Engineering Services notified the County of a PA DEP General NPDES Permit being applied by Shippensburg Borough Authority for stormwater discharges associated with construction activities for a waterline replacement on property located in the Borough of Shippensburg and Southampton Township. In accordance with PA Acts 67, 68 and 127 notifications, CET Engineering Services notified the County of a PA DEP Public Water Supply Permit being applied by Shippensburg Borough Authority for Gunter Valley Water Treatment Facility PAC Feed and Air Scour Improvements on property located in Lurgan Township. Continued on page 3 The Board reviewed Assessment matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved that the premises of Franklin County Tax Parcel #OC08Q-023 of Joseph Wisocki having the assessment of $8,820.00 shall have the lawful assessment of $5,580.00 for the tax year 2009 and all future tax years. The Board met with the Human Resources Associate and the Deputy Controller for Salary Board and Personnel matters. The meeting was adjourned at 9:50 a.m. with a motion by David S.
