HomeMy WebLinkAbout2021-12-15 Commissioner Minutes WEDNESDAY, DECEMBER 15, 2021 The Franklin County Commissioners met Wednesday, December 15, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. Kim Wertz from Chambersburg provided public comment that she has an issue with item #1, Reentry agreement and feels that the $14,000 is not enough. She thinks that $25,000 to $50,000 is more reasonable due to the amount of services that could be provided and the increase in costs of these services plus she would project an increase in persons needing these services. Ms. Wertz asked if Chambersburg Borough put in a bid for item #6 for trash services for the County. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the December 8, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Ms. Gray to address the questions during public comment. Carrie Gray, County Administrator, explained that with item #1 the amount is based on historic usage and that the County has contracted with Peerstar in the past. We can do an amendment if the need for additional funds is needed. But there is also a second contract with an alternate provider that will provide the same services for the same amount so that amount will be doubled with the second contract. John Thierwechter, Assistant County Administrator, explained that for item #6, Chambersburg Waste Paper for trash services that we did receive three quotes but he will have to follow up if Chambersburg put in a bid for it. Chairman Keller asked for more information on item #8, printing of tax bills. He explained that there was a meeting with tax collectors and municipalities in September concerning changing the process and asked for anyone wanting to opt out to let Anita Keller know. He turned it over to Anita Keller, Director of Tax Services, for more information. Ms. Keller explained that no one opted out and the total savings for municipalities was $10,785.29 and that she mailed out the savings amounts to each municipality yesterday. The County savings is estimated to be $8,000-$9,000. Commissioner Ziobrowski asked if the savings includes labor savings and Ms. Keller responded that it includes county labor savings but not for the tax collectors labor time for stuffing the envelopes. The items will be decided upon in the afternoon approval session. The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. Alexis Pennings as the Employee of the Month for November. Ms. Pennings has been employed with Franklin County since October 2020. She currently serves as Risk Management and Compliance Coordinator with the Risk Management Department. The selection for the November 2021 Employee of the Month was determined by the STAR Committee. There were a total of eighteen nominations, seven of which were for her. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Ms. Pennings thanked everyone for voting for her and that she appreciated it. Chairman Keller thanked her for making a career move to the County and welcomed her aboard. He appreciates the work she does. Commissioner Flannery said the comment that she manages many projects with a positive attitude is an excellent skill. Commissioner Ziobrowski said that she had long standing shoes to fill and that she can say no with a smile is impressive. The Board congratulated her on her win. Continued on page 2 The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Mr. Benjamin Sites as the Employee of the Month for December. Mr. Sites has been employed with Franklin County since February 2011. He currently serves as Chie Department. The selection for the December 2021 Employee of the Month was determined by the STAR Committee. There were a total of ten nominations. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Sheriff Anthony explained that Ben Deputy. He said that he considers Ben one of his best friends. He is blessed to have him as Chief Deputy and Franklin County is blessed to have him as an employee. Mr. Sites said that this room just as deserving as he is. Chairman Keller said that they often hear at these presentations acclamations and positive comments for the first time but they hear these all the passionate and he appreciates his service. When he calls Chief Sites about a constituent he will do anything to help them and he does it with a smile. He stated that he and the Sheriff both but he would like appreciate him greatly. Carrie Gray explained that Human Resources coordinates opportunities for fundraisers is one of those fun contests. Keri Kenney, Human Resources Coordinator for Training and Development, explained that in November the employees purchased dress down stickers and participated in a No Shave November contest. The contestants were Charles Martin from Human Resources who raised the most funds at $326.00; John Thierwechter from Commissioners Office; Matt Foschia and David Johnson both from Children & Youth; Ben Sites Emergency Services; and Terry Bookhamer from Adult Probation. Ms. Kenney provided a fundraising check in the amount of $1,620.00 to the Wellspan Health Foundation/Oncology from Wellspan Health said she heard today how the county supports each other and how they support the community. She thanked the County for this fundraiser that will be used by patients for gas cards, prescriptions or paying their bills. The funds stay with patients in Franklin County. Chairman Keller thanked everyone who participated and appreciates all that employees have don that our employees care about the community. Ben Sites, Chief Deputy and Sheriff Dane Anthony were present to formally request the Board of Commissioners consider an initiative to accept a piece of equipment from the South Central Task Force in the form of four paws that would be trained to detect explosives for the primarily the Judicial Center complex. He explained how there have been a few courthouses in the news that had scares and each had dogs to help search for explosives. The dog would come from Belgium and will be trained here in Chambersburg along with its handler. Once this is approved they will select the handler from the two deputies that are interested. Chairman Keller said he understands the dog will be trained for further duties also and asked how this would be paid for. Chief Sites responded that they have obtained a grant and free veterinary care at Franklin Veterinary Services that will cover all medical services for the dog. They have also established a non-profit organization to fundraise to help bring in donations to care for the dog for years. Chairman Keller said there are several other counties in Pennsylvania that have an explosive trained dog. Ben said that Franklin County is the only county in the South Central Task Force that does not have a trained dog. Commissioner Ziobrowski said some schools or Continued on page 3 other entities may be interested in using our services so he would be interested to know how other counties handle this in terms of logistics and cost sharing. Chief Sites responded if the handler and dog need to leave, and are unavailable then we can call ano help out. Also other counties look to the community to help support and raise funds to keep it off the General Fund budget. He does not know of any formal contract but if used everything has to be tracked and they will provide a report to see what the benefit would be for this initiative each year. Commissioner Ziobrowski said the costs will be minimal but we are still paying for invol information and where this leads us. Chairman Keller asked if there are other dogs that could help and Chief Sites said the State Police have a dog in Hershey but there is an issue with response time and the State Police dog has other areas to cover so it would take time for them to proceed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to move forward with the signing of the required documents. Chairman Keller wanted to announce that as part of the United Way Campaign there was a contest to develop a music video to support the campaign. The County won Runner Up and we have a trophy to prove it. The Board wanted to acknowledge the leadership of Corey was tough and there was a lot of good competition. We raised over $1,200. She has a special place in her heart for our video and we were the biggest group to participate. Ms. Gray said that Corey used this video as part of her project management class. The Board shared the video on the screen for viewers to watch in person or online. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the December 8, 2021 meeting. The Board reviewed Reentry Services Center matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Peerstar, LLC to provide peer support to both the CARE program participants and jail inmates in the amount of $14,000.00 for the period of January 1, 2022 through December 31, 2022. These supports help people to better cope with situations in order to be more successful in the community with the goal of reducing recidivism in this population. The Board reviewed Department of Emergency Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Bucks Community College/Dept. of Public Safety Training and Certification for the 2022 Training Membership Program at a cost of $1,200.00 for the period of January 1, 2022 through December 31, 2022. This will provide 200 hours of onsite training courses, which will either be held at the Franklin County Public Safety Training Center or Franklin County Department of Emergency Services. Flannery; unanimously approved for the Chairman of the Board to execute the Grant Agreement with the Pennsylvania Emergency Management Agency (PEMA) for the FFY 2021 State Homeland Security Grant in the amount of $1,217,033.00 for a performance period of September 1, 2021 through August 31, 2024. Continued on page 4 Funds are utilized for planning, organization, equipment, maintenance, training, and exercises needed for acts of terrorism and other catastrophic events. Funds are awarded to the South Central Task Force, which Franklin County is a member of, along with Adams, Cumberland, Dauphin, Lancaster, Lebanon, Perry, Schuylkill, and York Counties. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and PennCares Support Services to provide mental health/COVID/resources training for employees at a cost of $1,500.00 for the period of December 1, 2021 through December 31, 2021. Trainings will be offered virtually through Zoom on various dates and times in December 2021. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and the County of Armstrong to house adult inmates over the age of 18 in accordance with the availability of cell space at a cost of $55.00 per day per inmate for the period of January 1, 2022 through December 31, 2022. This facility is PREA certified and abides by all PA Title 37 regulations. Armstrong County reserves the right to accept offenders at their discretion. All medical expenses accrued will be the responsibility of the County of Franklin. The Board reviewed Property Management matters. John Thierwechter announced as a follow-up during public comment about Chambersburg Borough not putting in a bid that since the County has several buildings outside the Borough the Borough was not requested to put a bid in for these services. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from Chambersburg Waste Paper Company, Inc. to collect trash and recycling from various county buildings at an annual cost of $12,108.00 for the period of January 1, 2022 through December 31, 2024 with a 6% increase for 2023 and 2024. Requests for quotes were made and Chambersburg Waste Paper Company was the lowest qualified quote. The Board reviewed additional Property Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the service agreement between the County of Franklin and NAC to provide annual and semi-annual inspection of the fire alarm systems at county buildings for the period of January 1, 2022 through December 31, 2023 at a cost of $5,497.50 for 2022 and $5,656.25 for 2023. The Board reviewed Tax Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the contract between the County of Franklin and Mercersburg Printing for printing of the County/Municipal tax bills at a total cost of $11,770.00 for printing costs and $20,325.00 for postage costs that are paid up front. The postage and printing will be shared by the municipalities with an estimated reimbursement to the County of $15,629.58. This is the date for the Board to approve the 2022 Budget. Teresa Beckner, Fiscal th Director, said that the proposed budget was presented to the Commissioners on November 24 and it was available for public inspection for the required 20 days. There have been a few minor changes to the budget but the adjustments made are allowed within the variances for adopting the budget, per county code. The requirements of the County Code are that the budget cannot increase by 10% in the aggregate or more than 25% in any function over the proposed budget. The Board presented the 2022 Franklin County budget for adoption this date. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the following resolution adopting the 2022 budget: Continued on page 5 RESOLUTION #2021-10 WHEREAS, the 2022 Franklin County Budget has been prepared in accordance with the County Code Act of August 9, 1955 (P.L. 323, No. 130) as amended. WHEREAS, the 2022 Franklin County Proposed Budget was approved on Wednesday, November 24, 2021 and was made available for public inspection for at least 20 days. WHEREAS, the Proposed Budget and date set for the final action on the budget has been made a matter of public notice. WHEREAS, the Adopted Budget does not have increased expenditures of more than ten (10) per centum in the aggregate or more than twenty-five (25) per centum in any function over the proposed budget as made available for public inspection. WHEREAS, the Adopted Budget reflects as nearly as possible the estimated revenues and expenditures for the year 2022. BE IT RESOLVED AND ENACTED, and is hereby resolved and enacted by the Board of Commissioners of the County of Franklin, PA, to adopt the 2022 Budget as presented this date. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved that the following Resolution be adopted fixing the millage rate for real estate taxes for the year 2022 and the specific sums established to be required for the specific purposes of County Government; hereinafter, set forth during the current fiscal year: RESOLUTION #2021-11 BE IT RESOLVED AND ENACTED, and is hereby resolved and enacted by the Board of Commissioners of the County of Franklin, PA. SECTION 1 - That a tax be set and the same is hereby levied on all real property within Franklin County subject to taxation for the County purposes for the fiscal year 2022 as follows: Tax rate for general purposes, the sum of twenty-five (25) mills of each dollar assessed valuation with an additional four and one tenth (4.1) mills for the purposes of retirement of County debt services. SECTION 2 - That for the expenses of the County for the fiscal year 2022 the following amounts are hereby appropriated from the revenue available for the fiscal year for the specific purposes, which amount is fully itemized in the County budget. SECTION 3 - That any Resolution, or part of a Resolution, conflicting with this Resolution be and the same is hereby repealed in so far as the same affects this Resolution. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the following Resolution imposing a total of one and three tenths (1.3) mills of real estate taxes for the purpose of the County Library in voting districts that have approved imposition of such tax by referendum and as authorized under the laws of the Commonwealth of PA in those voting districts. RESOLUTION #2021-12 BE IT RESOLVED, that a tax at the total rate of one and three tenths (1.3) mills on each dollar of assessed valuation for the fiscal year 2022 for the County Library purposes, shall be and the same is hereby imposed upon all taxable real estate in Franklin County as heretofore authorized by the voters of the various voting districts and as authorized under the laws of the Commonwealth of PA. The Board reconvened into regular session at 2:34 p.m. Government Solutions Inc. and the county stemming from a software contract.
