HomeMy WebLinkAbout2009-07-09 Commissioner MinutesTHURSDAY, JULY 9, 2009 The Franklin County Commissioners met Thursday, July 9, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Mr. Bud Bennett provided public comment who found an old Public Opinion article from 2008 that listed wages and seems to overlap. Mr. Bennett questions the need for the Tourism Director, AAA Director, Risk Management and other Directors to be full-time. Would like an answer to his question. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of June 30, 2009 and July 2, 2009 meetings. The Board reviewed Adult Probation matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to Pennsylvania Commission on Crime and Delinquency to be used for intensive case management for offenders identified as needing drug and alcohol services during their restrictive intermediate punishment sentence for a grant amount of $361,325.00 for the grant period of October 1, 2009 through June 30, 2010. The Board reviewed Aging Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Updated Contract/Amendment listing for Fiscal Years 2008/2009. The Board reviewed Assessment matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal to Tom Donahue to provide 2009 posting services for the Franklin County Tax Claim Bureau at a cost of $17.00 for initial posting, $22.00 for posting notice of sale, $1.00 for photographs and $9.00 each for 1St and 2nd attempt for personal service. The Board reviewed Children & Youth matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Purchase of Service Agreement between the County of Franklin and Franklin County Legal Services to provide legal counsel for children involved in the delinquency process at a cost of $60.00 per hour for the period of July 1, 2009 through December 31, 2009. The Board reviewed Custodial matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and CCI Cleaning Connection, Inc. to provide janitorial services at District Justice Rock's Office at a cost of $40.00 per cleaning session, carpet cleaning at $.18 per square foot and window cleaning at the rate of $6.00 per window for the period of July 1, 2009 through December 31, 2009. The Board reviewed Election matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Certification of County Maintenance of Effort for the HAVA Title II Financial Assistance with the Commonwealth of Pennsylvania for the reporting period of January 1, 2009 through June 30, 2009. Ziobrowski; unanimously approved the Quarterly Working Capital Request and Performance Report Title I (Sections 101 & 102) and Title II (Section 251) to the Pennsylvania Department of State for a requested amount of $94,849.57 for the reporting period of April 1, 2009 through June 30, 2009. The Board reviewed additional Election matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quarterly Working Capital Request and Performance Report Title I (Sections 101 & 102) and Title II (Section 251) to the Pennsylvania Department of State for a requested amount of $2,602.87 for the reporting period of April 1, 2009 through June 30, 2009. The Board reviewed additional Election matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Survey of Polling Place Accessibility for the Elderly and Persons with a Disability County Summary Sheet to the Pennsylvania Department of State. The Board reviewed Jail matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Witmer Associates to purchase taser equipment for the Jail at a cost of $6,365.94. This is a sole source vendor. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Keystone Petroleum Equipment to provide underground fuel tank cleaning and testing at a cost of $4,775.00. Three quotes were requested and this was only one received. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:38 a.m. this date for the purpose to review Litigation matters.
