HomeMy WebLinkAbout2009-07-16 Commissioner MinutesTHURSDAY, JULY 16, 2009 The Franklin County Commissioners met Thursday, July 16, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Public comment was received from Gladys Bennett who wanted to discuss the programs the Board should consider cutting. There is something needed and something wanted and the Tourism Director is not needed and should cut this program. Crisis Director is not needed either and would save a lot of money. Commissioner Thomas responded to a past comment to explain the title of the Area Agency on Aging Director. The Board is always looking at efficiencies and do not see any of the other positions questioned as part-time. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of July 7, 2009 and July 9, 2009 meetings. The Board reviewed Emergency Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Grant Agreement between the County of Franklin and Pennsylvania Emergency Management Agency for the Emergency Management Performance Grant for the Coordinator Position for a grant amount of $27,789.00 for the period of October 1, 2008 through September 30, 2009. The Board reviewed District Attorney and Public Defender's Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to PA Commission on Crime and Delinquency (PCCD) for the CJAB Pre-Trial and Corrections Services Project year three requesting the grant amount of $126,854.00 for the period of October 1, 2009 through September 30, 2010. The Board reviewed Jail matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Service Agreement between the County of Franklin and IESI for temporary waste removal at the Jail Annex at a total cost of $260.00. The Board reviewed Mental Retardation Department matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Administrative Entity Operating Agreement between the County of Franklin and Pennsylvania Department of Public Welfare, Office of Developmental Programs to provide the administration of the Consolidated and Person/Family Directed Support Waivers for the period of July 1, 2009 through Jun 30, 2010. Continued on page 2 The Board reviewed Nursing Home matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Marian Mattress to provide beautician services at the Nursing Home at a cost of $1,090.00 per month for a yearly total of $13,080.00 for the period of July 1, 2009 through June 30, 1010 with the option to renew for two year periods. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Service Agreement between the County of Franklin and NAC Divisions to provide a 6 month warranty service on the fire alarm system at Building 426 for the Department of Emergency Services at no cost to the County for the period of July 1, 2009 through December 31, 2009. The Board reviewed Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Keven Walker to portray Jacob Hoke, conduct walking tours and guide bus tours at a cost not to exceed $1,500.00 for the period of July 16, 2009 through November 1, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Emily Gascoyne to provide ad design and to resize and swap out seasonal images in existing ads for printed media at a cost not to exceed $3,800.00 for the period of July 16, 2009 through October 9, 2009. In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit Application for earth moving activities associated with construction of single family dwellings located in the Borough of Greencastle. In accordance with PA Act 14 notification, John Rineer notified the County of a Pennsylvania Water Obstruction and Encroachment Permit application being applied to install a stream bank protection located in Greene Township. In accordance with PA Acts 67, 68 and 127 notifications, Environmental and Engineering Solutions, Inc. notified the County of a Pennsylvania Department of Environmental Protection Air Quality Program Renewal Permit application being applied by Tarco Roofing Materials, Inc. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 10:01 a.m. this date for the purpose to review Personnel matters. The Board reconvened into regular session at 10:19 a.m. The Board met with the Information Services Director to review related matters. The Board of Assessment and Revision of Taxes met to hear tax assessment appeals. Continued on page 3 The meeting was adjourned at 10:40 a.m. with a motion by David S. Keller; seconded by Robert G.
