WEDNESDAY, FEBRUARY 16, 2022
The Franklin County Commissioners met Wednesday, February 16, 2022, with the
following members present: David S. Keller and John T. Flannery. Chairman Keller presided
and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance,
proceeded with the business of the day.
The meeting was live streamed.
Chairman Keller announced that Commissioner Ziobrowski will not be in attendance
today. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved
to adopt the agenda.
Kim Wertz provided public comment and asked for more information on board action
item #1, Emergency repair at the Judicial Center and asked what broke or was it lemons and
gremlins causing the issue and board action item #3, agreement for mental health training and
what does the training entail?
On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved
all bills presented and ordered paid.
The minutes of the February 9, 2022 meeting were reviewed. On a motion by John T.
Flannery, seconded by David S. Keller; unanimously approved the minutes of the February 9,
2022 meeting.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Carrie
Gray, County Administrator, to address the questions from public comment. Ms. Gray explained
that with action item #1, she would love to say its lemons or gremlins that are causing the issue

and we need this emergency resolution to pay the remediation company for their service and
get other things taken care of quickly. Keri Kenney, Human Resources Coordinator explained
action item #3 with PennCares is to provide quarterly training to employees that will have a
different mental health topic each time. The whole purpose is to provide more mental health
has seen an increase in employees using the Employee Assistance Program through Mazzitti
and Sullivan and they have increased our free sessions per year to help address this. The
items will be decided upon in the afternoon session.
Anita Keller, Tax Services Director, provided a presentation on changes to real estate
tax invoices. Ms. Keller explained that several months ago she provided a presentation to the
Board showing changes to bills that the tax collectors will be sending out. There is a new format
for 2022 that will be mailed out in a self-sealed envelope that will be perforated at the sides and
efficient process for the tax collectors, the Tax Office and there will be more space for future line
items as they are needed. She explained the discounts and due dates will remain the same on
the invoices. Chairman Keller asked how we are getting the word out about these changes.
Ms. Keller responded that she will email the power point to the tax collectors and municipalities.
Sheena Baker, Communications Coordinator, said a press release will be distributed to the

Chairman Keller announced that the County received a public comment by email. Cody
Bumbaugh of Guilford Township is requesting that the county implement a fire tax to support fire
departments in the county.
The Board reviewed Commissioners Office matters. On a motion by John T. Flannery,
seconded by David S. Keller; unanimously approved Resolution #2022-06 declaring the need
for emergency repair at the Judicial Center, which is attached and made a part of these
minutes.
The Board reviewed Department of Emergency Services matters. On a motion by John
T. Flannery, seconded by David S. Keller; unanimously approved the Federal Fiscal Year 2021
Emergency Management Performance Grant (EMPG) agreement between the County of
Franklin and the Pennsylvania Emergency Management Agency (PEMA) in the amount of
$45,511.00; for a performance period of October 1, 2020 through March 30, 2022. The
agreement term is October 1, 2020 through December 29, 2023. This grant will reimburse the
County up to 50% of the salary and benefits for the EMA Coordinator.
The Board reviewed Human Resources matters. On a motion by John T. Flannery,
seconded by David S. Keller; unanimously approved the contract between the County of
Franklin and PennCares to provide mental health training for employees in the amount of
$2,000.00. The training will be offered virtually through Zoom. There will be one training taking
place per quarter, for a total of four over the course of 2022.
The Board reviewed Planning matters. On a motion by John T. Flannery, seconded by
David S. Keller; unanimously approved the Fair Housing Resolution # 2022-05 that is a
requirement every year to abide by HOME and CDBG program requirements, which is attached
and made a part of these minutes. This document will affirm the efforts being made to further
fair housing in Franklin County and explicitly states the actions we are taking.
The Board reviewed Property Management matters. On a motion by John T. Flannery,
seconded by David S. Keller; unanimously approved the quote from TKE (ThyssenKrupp
Elevators) to provide elevator repair at the Administrative Annex located at 218 North Second
Street, Chambersburg to include the spring buffers, pit mounting channels and jack rollers in the
amount of $11,327.01.
The Board reviewed Reentry Services Center matters. On a motion by John T.
Flannery, seconded by David S. Keller; unanimously approved amendment No. 1 to the
Agreement (dated January 1, 2022) between the County of Franklin and Mental Health
Association of Franklin and Fulton Counties to provide mental health peer support services to
CARE participants and jail inmates. This amendment includes peer support services in the
amount of $15.44 per 15 minute increments starting on February 1, 2022. All other terms and
conditions of the original agreement will remain in full force and effect.
The Board met with Tiffany Bloyer, Human Resources Director and the Controller Harold
Wissinger for Salary Board matters. Also in attendance was District Attorney Matt Fogal and
John Thierwechter, Assistant County Administrator.
The Franklin County Commissioners, Charles Martin, Human Resources Generalist and
Tiffany Bloyer, Human Resources Director (attending virtually) on behalf of the STAR (Special
Thanks and Recognition Committee) were present to award Mr. Kelly Knepper as the Employee
of the Month for February. Mr. Knepper has worked at Franklin County since July 2002. He
currently serves as an Incident Support Team Officer for the Franklin County Department of
Emergency services. The selection for the February 2022 Employee of the Month was
determined by the STAR Committee. There were a total of six nominations, two of which were
for Kelly. Mr. Martin read the nomination form which is attached and made a part of these

On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved
to enter an executive session at 2:40 p.m. this date for the purpose of reviewing Personnel
matters. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved
to reconvene into regular session at 3:04 p.m. No action was required after the executive
session.
The Board held a Retirement Board meeting.
Lee Martin, Marquette Associates Managing Director, met with the Board to provide a
report of the Franklin County Other Post-Employment Benefits (OPEB) Fund.
The meeting was adjourned at 4:00 p.m. with a motion by John T. Flannery; seconded
by David S. Keller.

The Franklin County Commissioners on behalf of the STAR Committee (Special Thanks And
Recognition) proudly present the Employee of the Month award to Mr. Kelly Knepper.
Mr. Knepper has been employed with Franklin County since July 2002. He currently serves
as an Incident Support Team Officer for the Franklin County Department of Emergency
Services. The selection for the February 2022 Employee of the Month was determined by
the STAR Committee. There were a total of six nominations, two of which were for Kelly.
The STAR nomination form asks what recent event or occurrence made you select Kelly
and the answers stated:
“I am proud to submit Mr. Kelly Knepper as the Franklin County employee of the month for
February 2022. His efforts have kept the Department of Emergency Services deployable
resources mission ready for immediate activation to support all-hazards emergency
response for Franklin County and surrounding communities. Additionally, he is called on to
support activations of the Franklin County EOC and is responsible for making sure that the
County is postured to staff and execute the full spectrum of county responses to disasters.”
Another nomination form states, “In his role Kelly assists within all aspects of the
emergency management function at DES. Because of his versatility, Kelly is often times
viewed as the “jack of all trades” at DES.”
“Within the past year the assigned DES Ford emergency vehicle van came to the point
where it was no longer feasible to service and no longer dependable in supporting DES’
mission. This vehicle was put out of service and is currently being disposed of. The van had
been used to pick up and deliver personal protective equipment (PPE), supplies, other
equipment and to tow trailers as well as being deployed to various incidents and
emergencies with needed resources throughout Franklin County. Kelly, realizing the
critical the need to replace this emergency vehicle as well as being cognizant of the great
expense to replace such a vehicle, began to search for a suitable vehicle to take its place.

From his many contacts and from his vast years of experience, Kelly put out feelers to find
such a vehicle.”
The nomination continues, “Kelly’s search led him to find a used Ford Heavy Duty pickup
truck owned by the South Central Task Force (SCTF) of Pennsylvania assigned to Penn
State Health. Penn State Health no longer needed this vehicle for its operations. The vehicle
was assessed and found to be in excellent condition as well as a very suitable replacement
for the van. With Franklin County being an active member of the SCTF, an agreement was
reached with the SCTF to transfer the ownership of the Ford truck to Franklin County. The
best part of the whole deal is the vehicle was obtained at NO COST with the only stipulation
being the SCTF would reclaim ownership of the vehicle if DES no longer wanted or needed
it! Kelly’s diligence in his pursuit of another emergency vehicle to replace the van resulted
in saving the County at least $50,000 and quite possibly a great deal more if a brand new
emergency vehicle had been procured. Kelly’s dedication and determination in leaving “no
stone unturned” resulted in Franklin County DES obtaining an emergency vehicle to further
serve and assist the citizens and visitors of Franklin County at no additional cost to County
taxpayers. Kelly’s experience, awareness and expertise paid off in knowing where to look to
ensure DES obtained a proper vehicle. His tenacity has helped ensure DES has the
appropriate tools to fulfill its assignments and mission.”
Mr. Knepper’s outstanding characteristics are attributes that have not gone unnoticed by
his peers. The nomination form describes him as a resourceful, persistent, team player,
who is hard-working, dedicated and trustworthy.
We are grateful to Mr. Kelly Knepper as he exudes a high standard of customer service,
excellence, and respect to the employees and residents of Franklin County.
