HomeMy WebLinkAbout2022-03-02 Commissioner Minutes WEDNESDAY, MARCH 2, 2022 The Franklin County Commissioners met Wednesday, March 2, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski (attending virtually). Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. Carrie Gray, County Administrator, requested a modification to the agenda to pull board action #9, a quote from Sage Technology Systems, due to the need to perform more due diligence around this project. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Kim Wertz from Chambersburg provided public comment and asked for more Center (CAC) and if the amounts that are on there can be reallocated to other aspects of the CAC. Ms. Wertz also asked if board action #9 with Sage Technology Systems is a new audiovisual system or an adjunct to an already existing audiovisual system. Chairman Keller stated that a response will be given to Ms. Wertz questions during review of the board actions. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the February 23, 2022 meeting were reviewed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Ms. Gray to respond to the questions during public comment. Ms. Gray explained Franklin County supports Over the Rainbow by serving as the pass-through for a number of grants with the Pennsylvania Commission on Crime and Delinquency (PCCD). Board actions #1 & 2 relate to grants for the Over the Rainbow CAC. They may be able to request allocations to different aspects of their operations through PCCD by completing a project modification but that is something we would have to research. Ms. Gray continued with board action #9 that this is the operations so this would be a new system. The items will be decided upon in the afternoon session. The Commissioners presented a fundraising check to Karen Johnston from Healthy February in honor of Be Kind Month. Keri Kenney, Human Resources Coordinator, stated that this year county employees raised $640.00. Ms. Kenney provided some history of Healthy Communities Partnership that began in 1993. She thanked all the employees for their support of this fundraiser. Karen Johnston thanked everyone on behalf of HCP including their staff and they started s continuing here and she appreciates Franklin County employees that are willing to raise funds for them. Chairman Keller thanked the employees who support great causes in the community. He thanked Karen and HCP for all they do. Commissioner Flannery thanked them for all the work they do in the community and he asked for a shirt to give to his wife. Commissioner Ziobrowski said he bought his stickers and supports the program. Continued on page 2 This was the date to award/reject bids for the Printing, Furnishing and Delivery of Ballots. Jean Byers, Deputy Chief Clerk, explained that last week the Board opened these bids and after she examined the bids they found that Beidel Printing was the cheapest bid as far as costs and the only responsive bid. She said that the bid specs require that a printer has to have printing in Lehigh County. There is also the requirement of 30 miles distance and Fort Orange Press is 350 miles away. She is recommending Beidel Printing be selected as the lowest responsible bid. Chairman Keller asked Jean to explain the 30 mile requirement and Ms. Byers explained that if we would run out of ballots the printer may have to deliver them on election day. We also do testing and going back and forth with the printer and also with timely delivery of the ballots. She continued that Fort Orange Press has dealt with a very different election system and they do not have a proven track record of printing ballots in PA. When the totals are $19,250.68. Commissioner Ziobrowski asked for an update on the appeal that is before the Courts concerning mail ins and congressional districts. Ms. Byers responded that we are patiently waiting for the courts to figure it out. The only offices that can circulate their petitions at this time are the U.S. Senate, Congressman, Governor and Lieutenant Governor. She will keep the Board posted as she receives updates. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to award the bid to Beidel Printing from Shippensburg as the lowest responsible bidder. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Fiscal matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Over the Rainbow Children's Advocacy Center to pass through state grant funds from PA Commission on Crime and Delinquency (PCCD) in the amount of $47,000.00 for the term of January 1, 2022 through December 31, 2022. Grant funds will be used to fund a portion of the Executive Director's salary. The Board reviewed additional Fiscal matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Over the Rainbow Children's Advocacy Center to provide forensic interviews for a total amount of $110,896.00 for the term of January 1, 2022 through December 31, 2022. The Board reviewed additional Fiscal matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in 2021. The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved amendment No. 3 to the contract dated October 1, 2017 between the County of Franklin and Pyramid Healthcare to provide substance abuse treatment services. This amendment is to provide inpatient services, upon request of the County as part of the Good Wolf Treatment Court at rates listed on Appendix A and to extend the original contract to September 29, 2022. All other terms and conditions of the original agreement will remain in full force and effect. Continued on page 3 The Board reviewed additional Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved amendment No. 3 to the contract dated October 1, 2017 between the County of Franklin and Acadia Healthcare, White Deer Run, LLC to provide substance abuse treatment services. This amendment is to provide inpatient services, upon request of the County as part of the Good Wolf Treatment Court at rates listed on Appendix A and to extend the original contract to September 29, 2022. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Berkshire Systems Group, Inc. to install a cellular dialer on the Fire Alarm panel at the Judicial Center at a cost of $4,120.00. It currently has one hardwired phone line attached to it, but by code we must have a redundant second connection which this dialer will fill. The Board reviewed additional Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Communications Supply Corporation for renewal of UPS and HVAC equipment support in the data center located in the Archives building at a cost of $24,349.17. The Board reviewed additional Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from SADA Systems, Inc. for renewal of the Google Business Suite at a total cost of $336,600.00 for the term of March 16, 2022 through March 15, 2025. They have rearranged the billing structure and tiers and now it is known as Google Enterprise Standard. It provides email, data storage, instant messaging, video conferencing, and calendaring services as well as office suite tools. The Board reviewed Planning matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $110,000.00 for expenditures and $55,000.00 in grant revenues with a county match of $55,000.00 to be used to update the County Comprehensive Plan. PA Department of Community and Economic Development (DCED) has awarded a grant through the Municipal Assistance Program. The balance of the project will occur in 2023. The Board reviewed Tax Claim matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to exonerate County and County Library taxes for properties that are no longer present to get them off the tax rolls to eliminate the generation for future bills. The Board reviewed Tax Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Mercersburg Printing for approval of the postage for the County tax bills being mailed out from Mercersburg Printing for a total amount of $30,295.81. A portion of this expense will be reimbursed by the municipalities sharing the County bill. This is an update on the postage amount that the Board approved on December 14, 2021. The Board reviewed Veterans Affairs matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Penn National to reserve the Golf Club for the Veterans Affairs Golf Tournament on Friday, September 2, 2022 at a cost of $40 per golfer for a maximum of 256. The event will be funded by golf registrations, sponsorships, and donations/contributions. Continued on page 4 In accordance with PA Act notifications, St. Thomas Development, Inc. notified the County of a Pennsylvania Department of Environmental Protection Air Quality Permit application being applied by St. Thomas Township for a portable nonmetallic mineral processing plant/diesel or No. 2 fuel-fired IC engine on property located in St. Thomas Township. In accordance with PA Act notifications, Waste Management notified the County of a Pennsylvania Department of Environmental Protection Title V Operating Permit renewal application being applied by Mountain View Reclamation Landfill on property located in Greencastle, PA. The Board reviewed an appointment to the Franklin County Metropolitan Planning Organization (MPO) Board. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to appoint Jessee McMath for a term to expire on December 31, 2024. The meeting was adjourned at 2:10 p.m. with a motion by John T. Flannery; seconded by Robert G.
