HomeMy WebLinkAbout2022-03-09 Commissioner Minutes WEDNESDAY, MARCH 9, 2022 The Franklin County Commissioners met Wednesday, March 9, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski (attended virtually). Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the March 2, 2022 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Glenda Helman, Director of Grants Management, explained board action item #6, application grants to the Department of Community and Economic Development Local Share Account. She explained this is money gaming money and Ms. Helman provided information on each of the nine applicants and their requests. Chairman Keller asked how much money is available statewide and Ms. Helman responded that she cannot find that information. He also asked how the applicants found out about the grant and Ms. Helman responded that she reached out to municipalities and nonprofits with the information. Commissioner Ziobrowski asked if the sheer number of grants diminish the chance of the applicants being successful. Ms. Helman responded that she to have a direct impact on the entire community in Franklin County. The Gaming Commission will make a decision by the end of the year. Steve Thomas, Planning Director, provided an overview of board actions #7 & 8. He explained that the Historic Letterkenny Chapel agreement is for long term repairs at the site and to make the site more accessible for the population. He continued that the Shippensburg Community Parks and Recreation agreement is to extend the Cumberland Valley Rail Trail from Shippensburg to Franklin County which will also help to secure DCNR grants to help with the project. Commissioner Ziobrowski wanted to mention that the funds for these two agreements are Marcellus Shale funds. The items will be decided upon in the afternoon session. Allen White, American Red Cross Disaster Program Manager, and Dr. Ron Taylor, current Chair of the Board of Directors for American Red Cross, were present to provide an update on the activities of the Red Cross. Mr. White explained that he was in charge of four big geographic area, there are two representatives now. Dr. Taylor provided information on the impact of the Red Cross in Franklin County and noted that they collected 2,364 units of blood in Franklin County impacting over 7,000 individuals in need. He appreciates all the citizens in Franklin County that are willing to donate blood and the organizations that offer blood drives on a regular basis since it is critical to them. We are in a blood crisis across the US and globally. Dr. Taylor explained that the Red Cross also reconnected 69 military heroes in Franklin County with their families in times of personal crisis. The Red Cross really helps if a soldier is deployed overseas and when they return the Red Cross is there to help them transition back home. He explained how Red Cross is helping with the crisis in Ukraine and providing food and hygiene Continued on page 2 items to bomb shelters and surrounding countries. Without the support of people in Franklin out of the 180 small disasters in central PA which served 850 individuals, they responded to eight in Franklin County, assisting 28 individuals. He said they have a great partnership with explained that they have a great relationship with our Department of Emergency Services as well and they have space in their building. There is a home fire campaign where they partner with a few fire departments to help get smoke alarms to homes. Chairman Keller asked with their efforts in the County and helping veterans is there coordination with the Franklin County Veterans Affairs Office. Mr. Taylor responded that they do have conversations with the Director at Veterans Affairs and he has been very helpful. Chairman Keller stated that Franklin County has more veterans then most counties in the Commonwealth so he appreciates their focus on Human Resources team would be happy to help out with a blood drive if they contact them. program and he was the Coldbrook school representative. He asked if there is still a Junior Red Cross program. Mr. White responded that they are trying to get out and rebuild the program and they are starting at Wilson College and pushing it down towards the high schools and grade schools. The Board reviewed information regarding the American Red Cross Month. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to sign Franklin County Proclamation #2022-01 proclaiming the month of March as American Red Cross Month and that the attached proclamation be made a part of these minutes. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to enter an executive session at 11:55 a.m. for the purpose of reviewing potential litigation matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to reconvene into regular session at 12:14 p.m. Action will be required after the executive session. Chairman Keller announced that the Board of Commissioners came out of the executive session at 12:14 p.m. As a result of the executive session our solicitor has a recommendation for the Board. Elliott Sulcove, County Solicitor, is recommending settling a hazardous material claim with S&S Transporters, Inc., Carl Goad and Cherokee Insurance Company for reimbursement of a diesel spill in Franklin County for an amount of $4,592.79. This covers 100% of the costs that were incurred in this matter. Chairman Keller stated to let this be a reminder to insurance companies that if you spill in Franklin County you will pay. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the agreement as stated by the Solicitor. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Children & Youth matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the report to the Commonwealth of Pennsylvania, Bureau of Budget and Program Support, Office of Children, Youth & Families nd showing Fiscal Year 2021-2022 2 quarter report of revenue and expenditures (Act 148) total expenditure for period October 1, 2021 through December 31, 2021. The total amount of the report is $2,958,699.00 and the General Fund contribution is $540,083.00. Continued on page 3 The Board reviewed additional Children & Youth matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the updated contract listing for all contracts and addendums for October 1, 2021 through December 31, 2021 for the Children & Youth department. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided, and rate(s) charged for services. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved amendment No. 11 to the Professional Facilities Development and Management Services agreement dated January 4, 2006 between the County of Franklin and CGL Engineering, Inc. This amendment is to increase the monthly fee to $64,895.36 for facilities maintenance and jail maintenance services for each month commencing on February 1, 2022. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the second amendment to an agreement between the County of Franklin and South Central Community Action Program (SCCAP) dated March 17, 2021. This will increase the encumbrance by $8,311,358.88 for a total of $18,513,513.72 for the addition of ERAP-2 funding. This will also extend the contract period to September 30, 2022. The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Secretary of the Board to execute resolutions for Department of Community & Economic Development (DCED) Local Share Account Grant Applications being submitted by the County on behalf of nine different entities to receive local share account funds. Each entity will pay $100 from their budget to submit the application. Entities will submit payment to the County and the County will pay the application fee when filing. The total grant amount requested is $2,004,918.35. The resolutions, nine entities, and grant amounts are as follows: a. Resolution 2022-08: House of Hope $85,675.00 b. Resolution 2022-09: Healthy Communities Partnership $40,645.98 c. Resolution 2022-10: Greencastle Rescue Hose Company $582,473.00 d. Resolution 2022- $253,262.20 e. Resolution 2022-12: Franklin County Habitat for Humanity $65,888.07 f. Resolution 2022-13: Franklin County DES $75,114.61 g. Resolution 2022- $54,610.49 h. Resolution 2022-15: Franklin County Fire Company #10 $822,249.00 i. Resolution 2022-16: Maranatha Ministry, Inc. $25,000.00 The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from Dell for a total amount of $238,304.09 for the purchase of the annual computer bulk order where old machines are replaced as part of the recommended life-cycle replacement process. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Historic Letterkenny Chapel and Franklin County Veterans and 9/11 Memorial Park to provide funding in the amount of $13,191.75 for projects to enhance the long-term sustainability of the Chapel and Park facilities. Continued on page 4 The Board reviewed additional Planning matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Shippensburg Community Parks and Recreation Authority to provide funding in the amount of $45,000.00 for the extension of the Cumberland Valley Rail Trail in Franklin County. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the amendment to an agreement between the County of Franklin and TKE (Thyssenkrupp Elevators) V-2058 dated February 4, 2022 in the additional amount of $5,400.00 for a new total of $11,417.84. This amendment will add a total of 6 new elevators to the service maintenance agreement previously signed on October 11, 2018. These elevators include one at the Historic Courthouse and five at the Judicial Center. The previous eight elevators from the Hearing Annex, Courthouse, Courthouse Annex, Ag Heritage, Administrative Annex and Ag Extension were contracted and billed at $6,017.84 including a discount for 2022. The Board reviewed additional Property Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Supplement Appropriation in the amount of $11,327.00 for the structural corrective repairs for the elevator rail and car roller systems at the Administration Annex. The repairs needed are required to pass state inspection. The cost will be distributed to the various occupants of the building through their occupancy expense. The Board reviewed information regarding Developmental Disabilities Awareness Month. Lori Young, Program Specialist, was present to receive the proclamation and provided the history of Developmental Disabilities (IDD) Awareness Month where President Ronald Reagan proclaimed March as IDD month in 1987 to raise awareness of IDD and to highlight inclusion for, contributions of and togetherness with the community of people with developmental disabilities. She continued that Al Condeluci, a Pittsburgh native, is an advocate, catalyst for building community capacities and a leader in understanding social culture for individuals with IDD. He states that people want something to do that includes a job, volunteering or a purpose, somewhere to live and someone to love that includes family and friends. She explained that in Ms. Young said that people with intellectual and developmental disabilities are living longer and more productive lives. Worlds Imagined helps us to explore new and ever changing opportunities for people with IDD to live the life they imagine. The campaign seeks to raise awareness about the inclusion of people with IDD in all facets of life as well as awareness of the barriers that people with disabilities still sometimes face today. Chairman Keller appreciates all that Lori does and she brings a heightened level perspective since she has a takes for granted and he thanked her for everything she does. Commissioner Ziobrowski said that Commissioner Keller used to serve on the MH/IDD/EI board for years but now he serves on it and he sits on a board with professionals that are a whole lot smarter than he is and they are very dedicated. He thanked Lori. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to sign Franklin County Proclamation #2022-02 proclaiming the month of March as Developmental Disabilities Awareness Month and that the attached proclamation be made a part of these minutes. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to enter an executive session at 2:20 p.m. for the purpose of reviewing personnel matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to reconvene into regular session at 2:48 p.m. No action was required after the executive session.
