HomeMy WebLinkAbout2022-03-23 Commissioner Minutes WEDNESDAY, MARCH 23, 2022 The Franklin County Commissioners met Wednesday, March 23, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski (attended the morning session virtually). Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. Kim Wertz from Chambersburg provided public comment and asked for more has the staff to transport the election equipment themselves. Chairman Keller responded that the Board will provide an answer during review of the agreements. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the March 16, 2022 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County Administrator, responded to the question during public comment regarding whether the County considered delivering election equipment with county staff instead of contracting it out. Mrs. Gray said the county would have to hire more people to deliver election equipment so the most cost effective and effi bid. Chairman Keller asked for more information on board action item #6 with New Hope Shelter and board action item #9 with the Good Dog Boarding and Training. He said that we have worked with them in the past but he is curious to know what the dollar figure covers and how many dogs are in training. Stacie Horvath, Human Services Administrator, joined the meeting virtually to answer the question on the New Hope Shelter. She explained that this is the current year human services block grant dollars and this is to provide bed capacity space for those experiencing homeless issues. She continued that this is the third year in a row that we were able to provide funds for this service. The items will be decided upon in the afternoon session. The Board reviewed appointments to the Franklin County Industrial Development Authority. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to appoint Ronnie Martin and Jackie Mowen for terms to expire on April 4, 2025. Sharon Moats, Senior Accountant in the Fiscal Department, provided a fiscal update to th of these minutes. She mentioned that this report is through January and that this is 1/12 of the budget, or 8.3%. She said there could be variations due to timing that would have a larger effect year to date and prior year accruals could have an impact as well. Ms. Moats reviewed the General Fund expenditures and revenue with the Board. Commissioner Ziobrowski had a question about a specific budget category, and Ms. Moats said she would review and provide an answer in the afternoon session. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. Continued on page 2 The Board reconvened at 2:00 p.m. Chairman Keller read a public comment that the County received from Jason Eby from Washington Township. He is protesting what he considers to be frivolous lawsuits specifically concerning board action #9, the agreement with Nolan Carlson Canine. Justin Slep, Veterans Affairs Director, attended virtually and provided a summary of the program which is to train dogs to become certified service dogs for veterans. Helen Carlson of Good Dog assists with the following: Procuring new dogs; evaluating the dogs; providing training for the dogs; taking the dogs to the veterinarian; boarding; and training for the veterans. He explained there are currently 7 dogs in the program right now with 2 that are paired with a veteran, 2 pending pairing, 2 waiting for new approved veterans that are now entering the program and 1 under medical review status. Ms. Gray provided clarification from Ms. Moats on the budget category Commissioner Ziobrowski inquired about. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the State Offender Supervision Fund Agreement between the County and PA Parole Board, Bureau of Central Services for a one- year renewal for the period July 1, 2021 through June 30, 2022. The current five-year State Offender Supervision Fund Contract commenced on July 1, 2017 and ends June 30, 2022. The Pennsylvania Parole Board will return to the County the Offender Supervision Fees received by the Department of Revenue from the County for the period May 1, 2021 through April 30, 2022. The Board reviewed Commissioners matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of supplies. This agreement is based on man hours but averages $10,000.00 to $11,000.00 per election. This service was put out to bid and the Commissioners awarded the bid to Zody's on Wednesday, February 2, 2022. The Board reviewed additional Commissioners matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #005-Elevator from Oracle Elevator Holdco, Inc. for installation of new traveling cable to include Ethernet connections for the added security cameras in elevator #4 of the Historic Courthouse at a cost of $9,089.23. The Board reviewed Court Administration matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the contract between the County of Franklin and Eric J. Weisbrod, P.C. to perform the duties of conflicts attorney of Franklin County for an annual rate of $65,854.39 which will be prorated based on the contract execution date. The annual rate will increase 2% each subsequent year with a rate of $67,171.47 for the year 2023 and a rate of $68,514.90 for the year 2024. This contract is for the period of April 1, 2022 through December 31, 2024. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Quest Diagnostics Health & Wellness LLC to provide biometric screenings beginning April 1, 2022 through December 15, 2022 to employees as part of the County's wellness program. The screening is a Heart & Glucose Panel with Total Cholesterol, HDL Cholesterol, LDL Cholesterol, Cholesterol/HDL ratio, Triglycerides, and Glucose readings along with height, weight, calculated Body Mass Index, blood pressure and waist circumference. The ongoing cost will be $51.00 per participant. Monthly charges are expected to vary. There is a $500 program set up fee for 2022. Continued on page 3 The Board reviewed Human Services Administration matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Waynesboro New Hope Shelter to provide shelter services for homeless individuals at a rate of $23.00 per person per day for a maximum contract encumbrance of $34,132.00 for the period of January 1, 2022 through June 30, 2022. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from Wasp Barcode Technologies to provide cloud based software for asset management at a cost of $17,850.00 for the period of May 9, 2022 through May 8, 2025. This is a renewal of a system the county has been using successfully for the past 3 years. The software provides a way to barcode inventory, track it and run reports and audits of the inventory. The Board reviewed Tax Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the exoneration of taxes for a mobile home that is not hooked to utilities and not livable located in Greene Township. The Board reviewed Veterans Affairs matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Nolan Carlson Canine, LLC DBA Good Dog Boarding and Training for continuation of dog training services for Operation Save-A-Vet, Save-A-Pet service dog program in the amount of $36,000.00, for the period of January 1, 2022 through December 31, 2022. This program is funded by the Veterans Affairs Outreach Fund which is funded with donations, contributions and through fundraising efforts. In accordance with PA Act notifications, Glace Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit Application being applied by Peters Township Municipal Authority for the Mercersburg Junction Sewage Treatment Plant on property located in Peters Township.
