HomeMy WebLinkAbout2022-03-30 Commissioner Minutes WEDNESDAY, MARCH 30, 2022 The Franklin County Commissioners met Wednesday, March 30, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski (attended virtually). Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. Chairman Keller asked to amend the agenda to defer approval of the minutes until this eting due to needing more time to review some suggested changes to the minutes. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Kim Wertz provided public comment and asked if the Commissioners would be willing to do a more in-depth review of all the board actions today. Chairman Keller asked Ms. Wertz what her questions were. She stated that she can just email Ms. Gray her specific questions after she reviews the board actions further. Chairman Keller responded that the minutes will reflect this. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The Board reviewed Agreements, Contracts and Reports. There were no questions. The items will be decided upon in the afternoon session. The Board reviewed information regarding National Library Week. Chairman Keller welcomed the outgoing Executive Director, Bernice Crouse, and the incoming Executive Director, Andrew Vickers. Ms. Crouse stated that the big event is the changing of the guard th and the transition that includes a three month overlap. She is finished on April 30 and then she will be a consultant. She welcomed Mr. Vickers and said he is very talented. They are focusing on the community needs and learning how to respond coming out of COVID. Mr. Vickers said he has been here for two months and he is very excited to be living in Senior Director of Development and Human Resources, announced that the library is back to regular hours and the branches are back to full capacity with programs running as scheduled. She explained that on Saturday there is a story walk for children at Greene Township Park from 10:00 a.m. 12:00 p.m. Chairman Keller said that patrons have stayed with the libraries morally, spiritually and financially. Ms. Crouse said that the donors have been great and she will still provide some consultation throughout the year and will volunteer where needed. She is still very involved in other things across the county so they will still see her face. She has no intention of giving that up. Chairman Keller read the proclamation. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation #2022-03 proclaiming the week of April 3-9, 2022 as National Library Week in Franklin County and that the attached proclamation be made a part of these minutes. Chairman Keller announced that in addition to the proclamation the Commissioners want to present a certificate of appreciation to Bernice for her dedication and service for over 20 years. Franklin County has grown in population by over 35% during her years of service. With incorporating technology, the internet and having computers available to patrons across Franklin County, Bernice also managed two campaigns and the two construction projects at Grove and Coyle Libraries. He continued that she has surrounded herself with outstanding folks. And as any good leader does, she set the stage for her succession. He continued that she has planned for this and has worked hard at providing a smooth transition. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Certificate of Appreciation. Chairman Keller thanked Mr. Glenn Crouse for allowing his wife to be away for long periods of time. Continued on page 2 The Board reviewed Personnel matters. Ms. Gray explained that the changes to the Archives and Records Management Director position description will accurately reflect the duties of the position and align with the duties as described in the ARMA (formerly Association of Records Managers and Administrators) manual. Commissioner Keller asked if the position needed to go to the Salary Board and Ms. Gray said that she reviewed the job description with Human Resources and determined the pay grade does not need to change. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the revised Archives and Records Management Director position description. The Board reviewed an appointment to the Franklin County Mental Health/Intellectual & Developmental Disabilities/Early Intervention (MH/IDD/EI) Advisory Board. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to appoint Susan Edney for a term to expire on March 31, 2025. The Board thanked Ms. Edney for her continued service to the MH/IDD/EI Board. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The minutes of the March 23, 2022 meeting were reviewed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes. The Board reviewed Children & Youth matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Bureau of Budget and Program Support, Office of Children Youth & Families Fiscal Year 2019-2020 Final Act 148 Report being revised due to non-reimbursable expenses (Woods Services). The revised report total expenditures for July 2019 through June 2020 is $13,213,836; General Fund is $2,738,021; State is $8,072,467; Federal is $2,216,731; and other is $186,617. The increase in County Share is totaling $3,239.00. The Board reviewed additional Children & Youth matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Bureau of Budget and Program Support, Office of Children Youth & Families Fiscal Year 2020-2021 Final Act 148 Report being revised due to non-reimbursable expenses (Woods Services). The revised report total expenditures for July 2020 through June 2021 is $12,132,947; General Fund is $2,439,351; State is $7,033,959; Federal is $2,499,141; and other is $160,496. The total increase to County Share is $41,096. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Beidel Printing House, Inc. for printing, binding and delivery to the County of ballots to be used at the May General Primary and November General Election at a cost of $45,888.00. This was bid and Beidel was approved as the lowest qualified bidder at the March 2, 2022 Commissioners Meeting. The Board reviewed Department of Emergency Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Air Methods Corporation to provide centralized and coordinated communications to obtain air and ambulance services requested within the county. This is a no cost agreement with a term beginning April 1, 2022 and will remain in effect until written notice is provided by either party. Continued on page 3 The Board reviewed Grants Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the application to PA Commission on Crime and Delinquency (PCCD) to request a grant in the amount of $250,000.00 that will cover the wages and fringe benefits for a full-time Reentry Housing Specialist working in the Community Connections Division. The position will work with inmates past their minimum release dates to develop an acceptable home plan and link with services which will empower them to be successful during and after their transition into the community. In addition to the wages and fringe benefits for the Reentry Housing Specialist this grant will offer financial assistance with housing resources, medications, mental health services, and other participant needs. The grant period is October 1, 2022 through September 30, 2024. The Board reviewed Human Resources matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Waynesboro Area YMCA to offer county employees the discounted corporate complimentary trial period for one week. Employees would have access to reduced "member rates" for select programs and activities, access to their body composition analysis via InBody screenings, and Nationwide Membership Access to participating YMCA's throughout the country. This agreement is for the period of April 1, 2022 through March 31, 2023. There is no cost to this agreement, all members pay directly to the YMCA. The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Keystone Ford for purchase of a van for the Archives Department at a cost of $25,135.00 to be used to securely transport county records on a daily basis. This purchase will streamline operations of the Archives facility and ensure efficient access to records by county staff and the general public. Quotes were requested with 2 responses. This was the lowest qualified quote received. The funds for this purchase will be provided from the County Records Improvement Funds. The Board reviewed additional Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Pinnacle and NewEgg that replaces an earlier quote approved on February 2, 2022 from B&H and Zones. This quote is for power equipment to furnish the electrical needs of the two network closets in the Historic Courthouse as well as the UPS battery backup for the switchgear at a cost of $13,600.00. The previous quote received was never ordered because the vendors ran out of stock. This is a new request from different vendors and the price is slightly more. The Board reviewed Planning matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Master Grant Agreement between the County of Franklin and PA Department of Transportation (PennDOT) to allow the Metropolitan Planning Organization (MPO) to cover transportation planning services for Franklin County and to be reimbursed quarterly for MPO expenditures from Fiscal year 2022-2028. The agreement is for a grant amount of $1,600,000.00 from FFY 2022-2028, which includes salary and fringe benefit costs, other direct costs, and overhead costs. The Board reviewed additional Planning matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Resolution #2022-17 approving and authorizing the submission of modifications for the Community Development Block Grant (CDBG) program for FY 2021. Continued on page 4 The Board reviewed Reentry Services Center matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Rental Lease Agreement between the County of Franklin and John Yeager, Landlord for the US Department of Housing and Urban Development (HUD) Permanent Supportive Housing Lease Program (Shelter Plus Care) that covers the total rent plus any landlord covered utilities for participants for a total lease amount of $14,066.00 for the period of March 15, 2022 through August 1, 2023. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with supportive services and case management to assist them with maintaining permanent stable housing. The Board reviewed Risk Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Spectra Contract Flooring to replace carpet due to water damage at the Judicial Center at a cost of $12,822.00. The costs will be reimbursed by Insurance. The meeting was adjourned at 2:06 p.m. with a motion by John T. Flannery; seconded by Robert G. Ziobrowski. Carrie E.
