WEDNESDAY, APRIL 20, 2022
The Franklin County Commissioners met Wednesday, April 20, 2022, with the following
members present: David S. Keller and John T. Flannery. Chairman Keller presided and after
calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with
the business of the day.
The meeting was live streamed.
Chairman Keller announced that Commissioner Ziobrowski is not able to attend the
meeting today. On a motion by John T. Flannery, seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved
all bills presented and ordered paid.
The minutes of the April 13, 2022 meeting were reviewed. On a motion by John T.
Flannery, seconded by David S. Keller; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked for
more information on board action item #2 for the backup power supplies/batteries for the
communication tower systems. He asked how often the batteries need to be replaced and what
the funding source is. Bob Povlich, Director, Department of Emergency Services, explained that
the batteries are replaced every 10 years and this is the third year for the replacement so the
Board should not see this for another 8 years. He continued that the funding source is under
the 911 program line but it does not cover all the needs of the department. Ms. Gray explained
further there is no requirement for the county to match the funds but we can use these funds
first and backfill the funds that are not covered by the 911 funding. Chairman Keller asked Ms.
Gray to explain board action item #5, agreement with the Central Pennsylvania Food Bank. Ms.
Gray explained that this is an outreach program that is new to Franklin County and in
partnership with the Central PA Food Bank. The cost is $7-10 per box and is being funded
initially through the Human Services Block Grant Program for any veterans, active military and
their immediate family. This is available regardless of any other subsidy they are receiving.
She continued that we are hoping to serve anyone in need and in order to do that we are
requiring pre-registration. Chairman Keller said that he appreciates the continued initiatives
from Justin Slep and his staff in the Veterans Affairs Office and the partnership with the other
agency/entity. The items will be decided upon in the afternoon session.
The Board presented a Certificate of Appreciation to Kim Wertz in recognition of her
dedication to her community as an actively engaged citizen. Carrie Gray read a statement
about her selfless volunteerism that sets an example for others to become civically engaged.
She attends community meetings, including county commissioner and human services block
grant meetings. She has thoughtful questions and issues that are of public concern. She
always follows meeting protocols and is both respectful and pleasant in her interactions. Ms.
Gray continued that Ms. Wertz has participated on interview panels for the Housing Programs
Specialist and the Community Connections and Housing Navigator positions. She reviewed all
the applications, attended the interviews, asked questions of the candidates and provided
feedback that was insightful and helpful in making the final determinations. Ms. Wertz
demonstrates that citizens can voice concerns and opinions without being rude or disruptive.
She is a role model for others who may want to step forward and provide their own ideas and
assessments. The nomination for Ms. Wertz is in recognition of her willingness to exercise her
rights in a peaceful manner as well as give her time to help others by providing an
understanding from the point of view of the consumer. Chairman Keller said that Ms. Wertz has
been on the Human Services Block Grant Committee for many years and her participation is

appreciated. He continued that love makes the world go around but as far as keeping the
government
wishes other people would follow in her footsteps. He thanked her and wished she could get
others to do the same. Kim Wertz said she appreciates what has been said and appreciates
humbleness coming out of her. She thanked the Board for her recognition.
The Board reviewed appointments to the Tuscarora Managed Care Alliance Steering
Committee. On a motion by John T. Flannery, seconded by David S. Keller; unanimously
approved to appoint David Keller, Sheldon Schwartz, Stacie Horvath, Stacey Brookens, James
Eagler, Teresa Beckner, and Lorna Blanchard for a period of April 1, 2022 through March 30,
2023.
The Board reviewed information regarding Earth Day. Chairman Keller said that this is
an annual tradition and he will present this proclamation at the Earth Day celebration at The

Institute in Waynesboro on Saturday, April 23 on behalf of the Commissioners. On a motion
by John T. Flannery, seconded by David S. Keller; unanimously approved Proclamation #2022-
10 proclaiming April 22, 2022 as Earth Day in Franklin County and that the attached
proclamation be made a part of these minutes.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
The Board reviewed Department of Emergency Services matters. On a motion by John
T. Flannery, seconded by David S. Keller; unanimously approved the agreement between the
County of Franklin and Letterkenny Army Depot Company 13 Fire Department to provide
secondary hazardous materials incident response coverage to Franklin County. Cumberland
County Special Hazard Operations Team (SHOT) will remain the primary response agency.
This agreement will continue until terminated by either party.
The Board reviewed additional Department of Emergency Services matters. On a
motion by John T. Flannery, seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the quote from Schaedler Yesco Distribution in the amount of
$13,744.74 for the purchase of 20 12V92F and 12 12V125F rectifier batteries at the following
communications towers: Building 426, Tuscarora, Courthouse Annex and the Turnpike/Blue
Mountain. In the event of power failure the batteries provide a balance of power as the
generator powers on. If the generator fails the batteries will run the tower equipment.
The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded
by David S. Keller; unanimously approved the amendment #1 to the agreement (dated July 14,
2021) between the County of Franklin and BOPIC to provide language assistance/interpretation
services for the Good Wolf Treatment Court. This amendment is to increase the encumbrance
to $3,000.00 and extend the agreement to September 29, 2022. All other terms and conditions
of the original agreement will remain in full force and effect.
The Board reviewed Tax Claim matters. On a motion by John T. Flannery, seconded by
David S. Keller; unanimously approved to accept a bid made by Harry M. Fogle in the amount of
$300.00 on the repository sale of a lot on Tomstown Road located in Quincy Township.

The Board reviewed Veterans Affairs matters. On a motion by John T. Flannery,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute
the agreement between the County of Franklin and Central Pennsylvania Food Bank to provide
a mobile distribution program in Franklin County called MilitaryShare for the period of April 1,
2022 through June 30, 2023. This program will serve veterans, active military, and their
immediate family (spouses/dependents). The agreement does not contain a dollar amount as
the cost will be determined by the number of participants and the plan selected. The cost
averages $7-$10 per box.
The meeting was adjourned at 2:03 p.m. with a motion by John T. Flannery; seconded
by David S. Keller.
