HomeMy WebLinkAbout2009-08-18 Commissioner MinutesTUESDAY, AUGUST 18, 2009 The Franklin County Commissioners met Tuesday, August 18, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to adopt the agenda. The minutes of August 13, 2009 meeting were read. These will be approved and signed on Thursday, August 20, 2009. The Board reviewed Agreements and Contracts. These will be approved and signed on Thursday, August 20, 2009. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to include Board of Commissioners, John Aguirre, Leanne Comfort, Lisa Thomas, and Richard Wynn as Delegations of Signatory Authority for State Civil Service Commission actions. The Board reviewed Commissioners matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the Agreement between the County of Franklin and M&T Investment Group to provide institutional custody services for the Franklin County Retirement Board. The Board met with the County Solicitor to review related matters. The Board reviewed Tax Assessment matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the Agreement between the County of Franklin and Allan P. Baumholtz to provide professional real estate appraiser services at a cost of $100.00 per hour not to exceed 18 hours or a total of $1,800.00 for services rendered and an additional 20 hours or a total of $2,000.00 for the period of August 14, 2009 through June 30, 2010. Teresa Beckner, Fiscal Director and Becky Greenawalt, Assistant Fiscal Director met with the Board to provide information on the impact on the County Budget due to the lack of a State Budget. The County is still waiting for final 2008/2009 allocations for Mental Health, Developmental Disabilities, Early Intervention and Medical Assistance Transportation Program in the amount of 2.9 million. To date the State owes 3.4 million program funds for 2009/2010 Fiscal Year. The Board will meet with Richard Wynn, Human Services Administrator to discuss what has been done so far and give options of what can be done if this continues.
