HomeMy WebLinkAbout2022-09-28 Election Board Minutes WEDNESDAY, SEPTEMBER 28, 2022 The Franklin County Election Board met, Wednesday, September 28, 2022 with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, proceeded with the business of the day. The Election Board held a discussion on the Register & Recorder appointment due to the retirement of Linda Miller. Carrie Gray, County Administrator, said that per earlier conversations she worked with Solicitor Sulcove to draft a letter to go to the State Senator and the Governor to appoint Joy Heinbaugh, who is currently the Chief Deputy in the office, to fill the th Linda . The commissioners can select a person to fill the position in the interim because the appointment process could take up to six months. If the Election Board is interested in recommending that Joy Heinbaugh be appointed, they need to sign the letter that will be sent to the State. Ms. Gray explained that the process for Ms. Heinbaugh to fill in during the interim person is internal. Commissioner Ziobrowski asked if the two people from the democratic committee who were present had any questions. He explained that it is the policy of Governor Wolf and statutorily that the person has to be in the same party as the person retiring. Trish Cordell stated that she feels that the most experienced person should be chosen with the questions on the news about fair and honest elections. She would rather have someone with vast experience. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the letter as stated. Chairman Keller stated that they are required by law to recommend the replacement to the Governor and is not directly involved in the election process. The meeting was adjourned. Carrie E.
