HomeMy WebLinkAbout2022-12-28 Commissioner Minutes WEDNESDAY, DECEMBER 28, 2022 The Franklin County Commissioners met Wednesday, December 28, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the December 21, 2022 meeting were reviewed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon session. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Community Connections matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the lease between the County of Franklin and Rodney C. & Cindee L. Mose for the HUD Permanent Supportive Housing Lease Program (SHP I/II) that covers the total rent plus any landlord covered utilities for their program participants. The lease is at a cost of $11,375.00 for the period of December 12, 2022 through December 12, 2023. The County holds the Lease with the landlord and the program participant subleases from the County. Program participants are responsible for any additional utilities that are not included in the lease/rent. The rent and utilities cannot equal more than 30% of the Services and case management to assist them with maintaining permanent stable housing. The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Project Modification Request to ealth Coordinator. This request is for a six month no-cost extension of this grant moving the completion of the project period from December 31, 2022 to June 30, 2023. The Board reviewed additional Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved amendment #3 to the Contract between the County of Franklin and Acadia Healthcare, White Deer Run, LLC, dated October 1, 2017 to provide inpatient services for participants of Good Wolf Treatment Court. This amendment is to extend the contract from September 29, 2022 to September 29, 2023. All other terms and conditions of the original agreement will remain in full force and effect. Continued on page 2 The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from AccessIT ost of $57,973.00 for the term of December 29, 2022 through December 28, 2023. This provides protection at the internet gateway as well as functionality which includes VPN client access, Intrusion Detection and Protection Services, and web filtering. The Board reviewed Property Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Berkshire Systems Group, Inc. to provide inspections and testing to the sprinkler systems located at the Historic Courthouse, Judicial Center, Administration Annex, Administration Building, Archives and Department of Emergency Services at a cost of $5,880.00 for 2023, $6,174.00 for 2024 and $6,483 for 2025. Request for quotes were requested with two responses. This was the lowest qualified quote received. The Board reviewed Risk Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Vita Obses Technology, Inc. to provide machine extended warranty, labor and travel, on-side support 24/7/365 for unlimited unscheduled visits in case of failure and one scheduled visit for annual preventative maintenance complete with radiation survey and tech support & help desk response within 2 hours for the 3 VOTI X-Ray machines located at the Administration Building and 2 machines in the Judicial Center for an amount of $12,600.00 for the term of January 1, 2023 through December 23, 2023. The Board reviewed Tax Claim matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to accept a bid made by Loria Pennabaker in the amount of $100.00 on the repository sale of a mobile home located in St. Thomas Township. The Board reviewed additional Tax Claim matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to accept a bid made by Lyle White in the amount of $400.00 on the repository sale of a mobile home located in St. Thomas Township. Chairman Keller wished everyone a Happy New Year. The meeting was adjourned at 2:05 p.m. with a motion by John T. Flannery; seconded by Robert G. Ziobrowski. John K.
