HomeMy WebLinkAbout2009-10-22 Commissioner MinutesTHURSDAY, OCTOBER 22, 2009 The Franklin County Commissioners met Thursday, October 22, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to adopt the agenda. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the minutes of October 13, 2009 and October 15, 2009 meetings. Commissioner Keller entered the meeting room at 9:08 a.m. The Board reviewed Commissioners Office matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved Resolution #2009-13, for the purpose to designate Franklin County Area Development Corporation as the Industrial Development Organization for the County of Franklin. The Board reviewed Custodial matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Cook's Cleaning Service, Inc. to provide janitorial services at District Justice Pentz Office at a cost of $60.00 per week for the period of October 1, 2009 through December 31, 2010. The Board reviewed additional Custodial matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreements between the County of Franklin and Terminex to provide pest control services at a cost of $2,100.00 for FSNRC; $300.00 each for Greencastle Senior Center, Commissioners Complex, Building 2, Day Reporting Center and Ag. Heritage; $360.00 each for Adult Probation, Human Services Building, Aging and Courthouse/Courthouse Annex; and $480.00 for Building 3 for a yearly total of $5,520.00 for the period of January 1, 2010 through December 31, 2010. Three bids were requested and this was the lowest qualified bid. The Board reviewed Emergency Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Purchase of software from Dell/ASAP Software to update current licenses and anti-virus software at a cost of $13,278.04. Dell/ASAP is a State contractor. The Board reviewed Information Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Dell to provide computers for Central Court at a cost of $5,895.00. Dell is on the Costars State contract. The Board reviewed additional Information Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Syncsort to provide backup software for all County servers at a cost of $5,895.00. This is a correction to Board Action taken on August 13, 2009 due to product expansion not in previous quote. Continued on page 2 The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Chambersburg Waste Paper Co., Inc. for preventive maintenance service on the FSNRC trash compactor at a cost of $200.00 for the period of January 1, 2010 through December 31, 2010. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Proposal from Butlers Specialty Cleaning to provide FSNRC dietary cleaning of hood and exhaust system at a cost of $590.00 for the period of January 1, 2009 through December 31, 2010. The Board reviewed additional Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Maintenance Agreement between the County of Franklin and Control Systems, Inc. to provide preventative maintenance on Pneumatic Control System at the Human Services Building at a yearly cost of $3,960.00 for the period of January 1, 2010 through December 31, 2010. In accordance with PA Acts 67, 68 and 127 notifications, David Horn notified the County of a PA Department of Environmental Protection NPDES Permit being applied for storm water discharges associated with construction activities for property located in Shippensburg, PA. In accordance with PA Act 14 notifications, Valley Quarries, Inc. notified the County of a Pennsylvania Department of Environmental Protection, Bureau of Air Quality application for approval to use waste derive liquid fuel at the Chambersburg blacktop facility. The Board of Assessment and Revision of Taxes met to hear tax assessment appeals. The Board reviewed Assessment matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to settle or deny tax assessment appeals as per the attached sheet titled Franklin County Appeal schedule for 09/24/2009 and 09/29/2009.
