HomeMy WebLinkAbout2023-02-15 Commissioner Minutes WEDNESDAY, FEBRUARY 15, 2023 The Franklin County Commissioners met Wednesday, February 15, 2023, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. Valarie Jordan, from Fayetteville, provided public comment concerning the 676 apartments that are being proposed in Greene Township. She said there will be people needing it's homegrown developers taking over the land. She will be watching Dean Horst and he needs to tell his buddies to look at local ordinances and the republicans around here want to put these apartments there. She continued that the outdated ordinances are what got them in this mess. Mrs. Jordan will be watching Mr. Horst if he gets into office because she wants her tax dollars spent and not sitting in reserve because the next year they will get her money again. She wants to see improvements done in the county. She would like Commissioner Flannery to take this message back to the Republican committee. She is remaining a Republican but it took her almost 71 years to figure out who is screwing her. The Republicans have always been about ne with it. She wants to see children and seniors serviced and the Commissioners have a big mess with 676 apartments coming in because there will be services On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the February 8, 2023 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. There were no questions or comments. The items will be decided upon in the afternoon session. The Board conducted a bid opening for replacement of the kitchen floor at the Franklin County Jail. Chairman Keller asked Carrie Gray, County Administrator, to provide background on the project. Ms. Gray explained that we had gone through a bid process towards the end of last year and we decided to wait until this time in 2023 in order to have the project more aligned with our needs. Robin Harmon, Procurement Director, explained that the floor is at the end of its lifespan since the construction of the building. It has some gaps, a lot of damage and it needs to be replaced. It needs an epoxy type to hold up better under the conditions at the Jail. The following bidders submitted a bid: United Enterprises out of Greencastle, PA for a bid amount of $260,934.00. Commissioner Flannery said he has knowledge of this project since he brought a firm to the Jail in December to look at it. He said the floor is very bad and there is the firm he brought there unfortunately did not place a bid. He knows this bidder very well and they are very good and thorough also. If the bid is awarded to them he feels confident they will do an excellent job. Commissioner Ziobrowski asked if we had an estimate on what the cost could be. Ms. Gray responded that they thought the cost would be above $25,000 but they did a specialized project when they have to do floor epoxy of that magnitude. Ms. Gray stated that in the past we worked to get comparable costs in the event there is only one vendor that square foot cost and we will call around to other jails or similar applications to get comparison Continued on page 2 costs. We can use that along with review of responsiveness of the bid itself to come back to the board to make a recommendation. It would be internal research only that we would engage in. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for county staff to review the bids received. The Board will award or reject the bids on February 22, 2023 at 11:00 a.m. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the letter to the Governor's Office of the Budget to withdraw the role as the grantee for the Redevelopment Capital Assistance Program awarded to Orchards Entertainment in Franklin County. The Franklin County Redevelopment Authority will be taking over the grantee role. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved Resolution #2023-07 establishing a property assessed clean energy program in th County C- levy & lien and the cooperation agreement. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Grant Application to Bureau of Justice Assistance, US Department of Justice, & Justice & Security Strategies requesting a ras to all field operations deputies as soon as possible, as well as to Supervisors and the Cell Block looked at how we would implement them into the operations. This deployment strategy gives the important duties within the office. The grant period is July 1, 2023 through June 30, 2024. The Board reviewed Planning Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Shippensburg University of Pennsylvania to conduct a Rapid Economic Assessment of the Shippensburg to Chambersburg Rails with Trails in the amount of $13,810.00. The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute for the Waynesboro Senior Activity Center; install the sign on a new steel pole with hang arm in a new concrete footer closer to road; and remove and dispose of existing sign for a total cost of $2,160.00. The Board reviewed Community Connections matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the contract between the County of Franklin and the HUD Permanent Supportive Housing Lease Program (SPC) to cover the total rent for their program participants. The program provides stable housing to single adults who are experiencing and meet the criteria for chronic homelessness and are identified as having a permanent disability from either a mental health or physical nature. Once housed, needed support and services can be accessed in an effort to reduce future chances of homelessness. The contract period term is February 1, 2023 through February 1, 2024 at a cost of $11,700.00. Continued on page 3 The Board held a Retirement Board meeting. Lee Martin, Marquette Associates Managing Director, met with the Board to provide a report of the Franklin County Other Post-Employment Benefits (OPEB) Fund. The meeting was adjourned at 3:45 p.m. with a motion by Robert G. Ziobrowski; seconded by John T. Flannery. Carrie E.
