WEDNESDAY, MARCH 1, 2023
The Franklin County Commissioners met Wednesday, March 1, 2023, with the following
members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved all bills presented and ordered paid.
The minutes of the February 22, 2023 meeting were reviewed. On a motion by Robert
G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. The items will be decided
upon in the afternoon session.
The Board considered appointing Lesa Stouffer as Chief Assessor in the Tax
Assessment Office. Jodi Martin, Director of Tax Services, introduced Lesa Stouffer as the new
Chief Assessor who comes to Franklin County with a great amount of experience and great
background in the assessment field. We are fortunate to have hired someone with 21 years of
experience from another county. Ms. Martin explained the interview process and that it was a
very extensive process for her to go through but Ms. Stouffer went through the process with
flying colors with a recommendation from the Board of Assessment and Revision of Taxes.
Lesa Stouffer stated that she is excited for the opportunity to work for Franklin County and to
move forward in the Assessment Office. Commissioner Ziobrowski said he was fortunate to be
a certified real estate appraiser he is delighted
poach someone from Cumberland County for a change. The Commissioners welcomed her
aboard. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint Lesa Stouffer as the Chief Assessor in the Tax Assessment Office.
The Board reviewed an appointment to the Franklin/Fulton County Drug and Alcohol
Advisory Board. Chairman Keller stated that Ms. Selman is being recommended by the Drug
and Alcohol Advisory Board and that she comes to us from the healthcare industry. On a
motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to
appoint Barbara Selman for a term of March 1, 2023 through February 28, 2025.
The Board conducted a bid opening for the HVAC Bids for the Courthouse Annex
renovations. The following bidder submitted a bid: Stouffer Mechanical from Chambersburg,
PA submitted a bid in the amount of $2,579,500.00. The response for Alternates 1, 2 and 3
were N/A. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to forward the bid received to the project team for review. The Board will award or
reject the bid on Wednesday, March 8, 2023 at 11:00 a.m.

The Commissioners presented a check to the Franklin County Library System for the
February dress down fundraiser. Keri Kenney, Training Development Coordinator and
coordinator , said that February was National
Library Lovers Month so they decided to support the Franklin County Library system. The
fundraiser raised $630 with about 125 employees donating to the cause from 22 different
departments. Ms. Kenney thanked the employees for their continued support every single
month. Andrew Vickers, Executive Director of the Library System, thanked the County for their
good to know that there are library lovers among us. He wanted to
mention some of the following events that are coming up at the library: March is Women History
Month so they will celebrate women authors throughout their locations; at the end of March
there will be a two day scheduled build with Habitat for Humanity that they are looking forward

to; April is National Library week; and they are having a Kentucky Derby Party on May 6 at
Menno Haven Life Center. He and Dave Keller are signed up as jockeys for the event to
embarrass themselves for a good cause. Mr. Vickers informed everyone to check out their
library website for an extensive list of events at their locations. Alice Elia, Director of Human
Resources and Development/Fundraising for the library system, wanted to thank the employees
for recognizing the importance of libraries and contributing to the library system in this way and
the county for allowing this recognition. She appreciates the support of the Commissioners and
of the community and thanked Keri for organizing this fundraiser. Chairman Keller thanked the
employees once again for their tremendous generosity. This cause is near and dear to his
heart, he was pleased to hear that we were helping out the library system. He serves as the
President of the Library System Board and all members of the Library Board appreciate this
recognition. Commissioner Flannery wanted to thank the employees since they step up and
help the causes. He thanked the library system and said it sounds like exciting things are going
on at the library. He will have to stop by and check them out. He thanked them for all they do.

The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute
the PA Department of Agriculture application to renew the Mont Alto Senior Activity Center's
food and beverage license at a cost of $82.00. The cost of the license is required in order for
the Center to serve congregate and home delivered meals to Franklin County seniors. The
license will begin April 5, 2023 and will end April 4, 2024.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by
John T. Flannery; unanimously approved for the Chairman of the Board to execute the renewal
agreement between the County of Franklin and Power DMS Digital Management Software for
the maintenance software and usage of a document management system at a cost of
$13,431.55 for the term of April 19, 2023 through April 19, 2024. This system provides a
service for maintaining electronic policies, procedures, standards and training documentation
and assists in keeping the Jail up to compliance with Pennsylvania Title 37, PREA and other
state regulations. An additional component was added last year and will continue with this
agreement. That program is the Field Training Officers program for Correctional Officers.

The Board reviewed Planning Department matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the subrecipient agreement
between the County of Franklin and CONTACT Helpline for 2021 Community Development
Block Grant (CDBG) funding in the amount of $9,000.00 for their PA-211 Emotional Listening
Support Hotline for the term of May 11, 2022 through May 10, 2026.
The Board reviewed additional Planning Department matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the
Board to execute the amendment to the On-Call Consultant agreement (dated February 17,
2021) between the County of Franklin and Michael Baker International, Inc. to make the
changes to the wage rates and categories that are needed in order to complete projects in the
required manner for upcoming work orders. As the Metropolitan Planning Organization (MPO)
looks to undertake new efforts, additional staffing categories and a higher tier of engineering
staff are required for work to be completed. The amendment will not result in any change to the
overall cost of the original contract.
The Board reviewed additional Planning Department matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the
Board to execute the Work Order Authorization from Michael Baker International, Inc. to
evaluate and prioritize candidate projects along the I-81 corridor to allow the Metropolitan
Planning Organization (MPO) to focus efforts where they are most needed along this primary
route of transportation through the County. The cost of work is based on a not to exceed
amount of $80,000 unless otherwise agreed to in writing by both parties for a term of March 1,
2023 through August 31, 2023. The funds will be shared with Federal at 80% ($64,000), State
at 10% ($8,000) and County at 10% ($8,000). The MPO voted in support of a new work order

at their February 16 meeting.
The Board reviewed additional Planning Department matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the 2021 Agreement
between the County of Franklin, PA Department of Agriculture and Fred and Doreen Rice for
the sale and purchase of agricultural conservation easements to the Commonwealth of
Pennsylvania in perpetuity for the purchase price of $290,075.00.
The Board reviewed Procurement matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved Resolution #2023-08 to allow for the sale
of an AV cabinet as detailed in the resolution by auction as required by county code. The item
no longer serves any purpose to benefit the County and is being stored with no current or future
use planned.
In accordance with PA Act notifications, Western Pennsylvania Conservancy notified the
County of a Pennsylvania Department of Environmental Protection Chapter 105 Water
Obstructions and Encroachment General Permit application being applied by Alexander Reed
for an in-stream fish habitat project located on property in Antrim Township.
The Board reviewed Proclamation #2023-01 for the purpose of proclaiming the month of
March as Developmental Disabilities (DD) Awareness Month. Carrie Gray, County
Administrator, said this kicks off the proclamation season and we have some special visitors
present today. Lori Young, MH/IDD Program Specialist, stated they are here today asking the
Commissioners to proclaim March as Developmental Disabilities Awareness month. She
brought some friends from Occupational Services Inc. (OSI) who are here to speak so she
turned it over to them. Gabby Snider, Client Services Manager for OSI, said she brought some
awesome people with her today. She explained that OSI is a vocational facility where
individuals with disabilities come to earn a paycheck and they work really hard. As much as
they like to work hard they also like to have a lot of fun. One of the popular things they like to do
is spirit week. She continued that each day from March 20-24 they have a designated day and

will show some of the pictures of the fun events they are having to celebrate DD awareness
month. Chairman Keller said he is aware of the wonderful work that Occupational Services Inc.
does in the community; putting people to work and providing very important services like
recycling and other services at a great price. The money is put to good use. He thanked them
for all they do and for their partnership with the County. Commissioner Ziobrowski asked if one
of his favorite events of the year that was held at the American Legion that went by the wayside
during COVID is going to start up again. Gabby responded that there is a recognition banquet
planned for May. Commissioner Ziobrowski asked them to make the commissioners aware of
that so they can attend if they are able. Commissioner Flannery thanked them for all they do,
he toured OSI and stated that it is a great place. They did some mailers for his last campaign

proclamation. Everyone from OSI introduced themselves. Chairman Keller wanted to mention
their printing services and that they do an excellent job. He stated that any organization in the
county would be well served considering OSI to print for them as well. On a motion by Robert
G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the proclamation
which is attached and made a part of these minutes.
The meeting was adjourned at 2:25 p.m. with a motion by Robert G. Ziobrowski;
