HomeMy WebLinkAbout2009-12-08 Commissioner MinutesTUESDAY, DECEMBER 8, 2009 The Franklin County Commissioners met Tuesday, December 8, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to adopt the agenda. The minutes of December 1, 2009 and December 3, 2009 meetings were read. These will be approved and signed on Thursday, December 10, 2009. The Board reviewed Agreements and Contracts. These will be approved and signed on Thursday, December 10, 2009. The Board reviewed Community Services matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the Grant Contract (#0000046143) between the County of Franklin and Pennsylvania Department of Community & Economic Development for the Homelessness Prevention and Rapid Re- housing Program Grant for a grant amount of $480,386.00 for the period of September 17, 2009 through August 12, 2012. This is a correction to board action taken on October 29, 2009. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Capital Blue Cross for employee insurance coverage for Medical/Rx, and Retiree Drug Subsidy for the period of January 1, 2010 through December 31, 2010. John Hart, Chief Clerk/County Administrator met with the Board to provide an update on the Greencastle Magisterial District Judge office and Facility Workgroup. The Board reviewed Assessment matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved that the premises of Franklin County Tax Parcel #OM17-0106 of Franklin County Historical Society shall be exempt from taxes for the tax year 2010. This exemption shall remain in effect for the tax year 2010 and all future tax years. The Board reviewed Assessment matters. On a motion by David S. Keller, seconded by Robert L. Thomas; unanimously approved to deny the exemption request of Franklin County Tax Parcel #OD04-072 of Keystone Service Systems. Commissioner Ziobrowski abstained from voting. The Board met with the County Solicitor and the Assistant County Solicitor to review related matters. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to enter an executive session at 9:27 a.m. this date for the purpose to review Litigation matters. The Board reconvened into regular session at 10:09 a.m. Continued on page 2 Carrie Jenkins, Director of Grants Management met with the Board to provide an overview of Grants Management and offer a proposal to make sure departments are utilizing funds appropriately. Ms. Jenkins will provide a memo for the board to take action to be forwarded to all managers to make them aware of the new initiative of the County to make sure grants are utilizing the funds and personnel to the fullest extent.
