HomeMy WebLinkAbout2009-12-17 Commissioner MinutesTHURSDAY, DECEMBER 17, 2009 The Franklin County Commissioners met Thursday, December 17, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of December 8, 2009 and December 10, 2009 meetings. The Board reviewed Adult Probation matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Alcohol Monitoring Systems, Inc. for alcohol monitoring equipment and supplies at a cost of $15,300.00. This company is a sole source vendor and will be paid for through the PCCD Restrictive Intermediate Punishment (RIP)/D&A Grant. The Board reviewed Assessment matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Exoneration list for Shippensburg Area School District parcels for the 2009 County and County Library taxes in 2010. The Board reviewed Drug & Alcohol matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Updated Contract and Amendment listing for Fiscal Year 2009-2010. The Board reviewed Juvenile Probation matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Funds expended under grant-in-aid program for Juvenile Probation Services and Specialized Probation Services to Juvenile Court Judges Commission for period of July 1, 2009 through June 30, 2010. The Board reviewed Nursing Home matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Amendment to the Agreement dated September 1, 2009 between the County of Franklin and Karen George Nutritional Services, Inc. to provide flexibility on the hours of service. This amendment does not change the maximum annual dollar amount. All other terms and conditions of the original agreement will remain in full force and effect. In accordance with PA Acts 67, 68 and 127 notifications, CET Engineering Services notified the County of a Pennsylvania Department of Environmental Program General NPDES Renewal Permit being applied for by Washington Township Municipal Authority to discharge sewage for the existing wastewater treatment facility located in Washington Township. In accordance with PA Acts 67, 68 and 127 notifications, Johnston and Associates, Inc., notified the County of a Pennsylvania Department of Environmental Program General NPDES Renewal Permit being applied for by Dan Ryan Builders, Inc., fora 65 lot development named White Church Meadows located in Greene Township. Continued on page 2 John Hart, Chief Clerk/County Administrator, met with the Board to provide an update on selection of a Bridge Engineer. Mr. Hart described the process the Committee has taken for advertising, reviewing proposals, interviewing firms and overall ranking of the firms. The Committee recommended hiring C.S. Davidson as the County's bridge engineer. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to accept the recommendation of the County's Selection Committee and to appoint C.S. Davidson, Inc., of York, PA, as Franklin County's consulting bridge engineer for County-owned bridges. C.S. Davidson has been selected as outlined in the Pennsylvania Department of Transportation Policy in Publication 93. The County's recommendation will be forwarded to the Pennsylvania Department of Transportation for their review and approval. The Board met with the Planning Director to review related matters. Dr. Barry Parks, Nursing Home Administrator, Jim Faust, QUnique, and Alma Cullers, Director of Nursing met with the Board to review the Falling Spring Nursing and Rehabilitation Center Governing Board Report which is attached and made a part of these minutes.
